Brown, and seconded by Councilman °ullivan, that the ordinance do now pass. Upon Roll Call vote all five Councilmen present voted in the affirmative, and the motion was declared carried. A full, true and correct copy of the said ordinance, as passed at this time, follows: ORDI;IA`ICE 110. 1123 AN ORDI!:A',CE specifying and adopting a system or plan for the making of additions to and extensions of the existing sewer system of the City of Port Townsend, dec- laring the estimated cost thereof, as near as may he, providing fox -'he issuance and sale of bonds to secure funds therefor, and submitting such plan or system to the qualified voters of said city at a special election to be held therein on November 5, 1940. THE CITY COUNCIL OF TEE CITY OF PORT TOCINSEPID DO ORDAIN AS F'OLLO'NS: Section 1. That the demands and requirements for sewer facilities make it necessary and advisable that said city make additions to and extensions of its existing municipal sewer system. That no portion of t'ee gross revenues and proceeds derived a::d to be derived and to be derived from the herein proposed additions and extensions, has been previously Pledged as a fund for the payment of any bonds, warrants, or other indebtedness. That sal gross revenues and proceeds derived and to be derived from such operatlon will be sufficieW in the judgment of the City Councilto meet all expenses of operation and maintenance, and to permit the setting aside into a special fund out of sue'., gross revenues of amounts sufficient from time to time to pay the interest andprincipal of the bonds hereby author- ized as the same fall due. Section 2. That the city of Port Townsend and its corporate authorities hereby specify and adopt the system or plan hereinafter set forth for the making of additions to and extensions of the existing sewer system of said city as follows: The City of Port Townsend proposes to construct a 6-inch concrete main sewer line, v.ith appropraite services, manholes and fire hose connections from the center line of Blocks 1, 2 and 3, of 1^.ebster's Addition to the "ity of Port Townsend, along Nillow Street to Block 28 of said Webster+s Addition; thence diagonally thru said Block 29 to 'lose Stree thence along 'lose Street and diagonally across the ;duniclpal Golf Course to Scott Street thence along Scott S-reet to a connection with the main Lawrence Street Server, all in accordance with plans and specifications for said sewer system -love on file in the office of the City 6lerk of the City of Port Townsend. That said plan or system hereinbefore described shall be known as the "Willow Street Sewer". Section 3. 'hat the gross estimated cost of the system or plan herein described is hereby declared, as near as may be, to be the sum of $5000.00. Section 4. That in order to secure funds to carry out said plan or system, said City shall issue and sell its negotiable bonds in an amount not exceeding w5000.00, which shall be issued at such times, in such denominations and shall bear such rate of interest, not exceeding six per cent (6p) per annum, payable semi-annually, as the city may, by resolution direct, said bonds to be 1n such form and maturity as directed by Chanter 151, Laws of Washington, 1923. Section 5. `hat there be and hereby is created and established a special fund to be called "willow Street Sever -Lund, 1940", which fund Is to be drawn upon for the sole purpose of paying the interest, or principal and interest, of said 'bonds. From and after the date of said bonds, and so long thereafter as any obligations are outstanding against said fund, the City Treas:r er shall set aside and pay into said fund, thirty (30) days prior to the respective dates on which interest, or principal and interest, of said bonds shall become due and payable, certain fixed amounts out of the gross revenues of said sewer system equivalent to the respective amounts of interest, or principal and interest, as the case may be, so falling due upon any and all bonds issued hereunder and then outstanding. The City Treasurer is hereby authorized to make payment of said bonds and coupons herein authorized, as the same fall due, from the moneys in said "Ylillow Street Sewer 1`und, 1940", and from no other source, and the payment of said bonds and coupons, as they fall due, is hereby declared to be the only charge which has been •-.ade upon said fund, or wi7.= ever be made thereon until all of said bonds and Interest thereon shall have been paid. The City of Post 'Townsend and its corporate authorities do hereby declare that in fixing the amounts to be paid into said fund as aforesaid, they have exercised due regard to the cost of operation and maintenance of said system and have not hereby obligated and bound said city to set aside into said special fund a greatr,r amount of the revenue of said system than in the judgment of said corporate authorities will be available over and above such cost of maintenance and operation and the existing obligations against revenues. The City of Port 'Townsend further binds itself to establish from time to time and maintains a such rates as ., will provide sufficient revenues to permit the payment of said scans into said special fund, which said city has pledged to be set aside for the payment of principal and interest as herein provided, to be applied to the payment of the principal and interest of the bonds herein authorized, until said bonds shall have been paid in full, and in addition thereto all costs of operation and maintenance and all warrants issued against the revenues of said system prior to the date of this ordim ce. Section 6. Llotion carried. - General Discussion The officers and Council members present at this time entered into an informal general discussion concerning the possible needs of the City in the near future for additional distribution lines and the possibility of securing additional reserve water supply in viewof the needs anticipated by reason of the National Defense program in this vicinity, but no definite action was taken at the time, Idr. Paul Danzer, who was present in the Council C?,ambers, was asked by ISa✓or i?irtzl 'If he had any matter that he wished to bring before the Council at this time whereuponer „�. Danner spoke of the difficulty experienced by him and his immediate neighbors o?organ -r. Hill in securing a large volume of water from their services, and asked if there was any means by which this could be increased. It was explained to ;".r. Danner that in view of the fact that these services were at i approximately the same elevation as the highest point in the City+s distribution system, Ili and that the system being a gravity system, pressure and volume was determined by • difference in altitude, and that any increase in pressure at that point would necessitate considerable expenditure and would increase pressure at loner elevations to a point that vould-be hazardous to the existing system.
