Dear Sir:
I wish to inform you that I own the property adjoining Fort warden to the west, and North
Beach.
I would be willing to cooperate with you and take the responsibility in erecting low cost
housing, as the City Council and Chamber of "ommerce advocated; providing the F.H.A. or
U.S. Housing Authority furnishes 100% of Construction Costs, I will furnish sufficient
ground and waterfront as Security.

A letter itemizing the cost of painting the traffic .stripe in the City of Port
Townsend, and requesting a resolution for payment of the above direct from this Cityls
Gas Tax Funds, was read and ordered filed.

An affidavit of Belle Reeves, Secretary of State, transmitting an opinion of the
State Voting; Machine Committee, relative to the Shoup Voting Machine, was read by the
City Clerk.
Willow Street Petition
A petition from residents of a certain portion of Willow Street, was presented and
read as follows:

To the Honorable Mayor and City Council,
City of Port Townsend
G•-ntlemen:
We the undersigned residents and property owners do hereby respectfully petition your
honorable body for the construction of a sewer system in the vicinity of Willow street
in the City of Port 'Townsend in accordance with plans and specifications heretofore
adopted by L:r.. H. J. Young, engineer employed by the city for that purpose..
It is understood that the cost of this project sh:_11 not exceed to each of us the sum
of 11.65 per month, the same to be paid over a period of not to excood fifteen years,
and the extra cost of making connection from the main to the property service to be our
obligation.
It is further understood that this petition is prelimi:ary in form only and contingent
upon legal and financial practicability.

The undersigned respectfully represent and petition that the City Council of the City of
Port Townsend, estimate the cost of constructing and budget for construction during the
year 1941, a water supply line running from your Corners in a Westerly direction to the
intersection of the Old discovery Day and Chevy "base Roads, and thence in a Southerly
direction to such point in Section 5, lownship 29 North, Range 1 West, W.L:., Jefferson
County, Washington, as is financially practical to your City.

ORDINANCES AND RESOLUTIONS
A resolution authorizing payment to the Highway Dept. from this City's gas Tax Funds,
for the painting of traffic stripe within the City, was presented and read as follows:
RESOLUTION
BE IT RESOLVED by the City Council of the City of Port Townsend, that the State Auditor
of the Qtate of Washington be, and he is hereby authorized to pay direct to the Department
of Highways of the State of Washington, the sum of 447.38, representing the cost of
painting 3.0 miles of traffic stripe within the City of Port Townsend, which mileage and
which route is part of aprimary State Highway, and charge said sum to such amount as ray

be due the City of Port ownsend under existing law.

Resolution Adopted
It was moved by Gouncilman "obt. Drown, and seconded by Councilman Sullivan, that the
foregoing resolution be adopted. Upon boll Call vote, all six Councilmen present voted in
the affirmative, and the motion was declared carried.
Fowler Park: Resolution
At the request of the :roper authorities of Fort Worden, an alternate resolution
regarding the War Department survey in the Fowler Park Addition District, Was presented in
a form as approved, and requested by !far Department authorities, as follows:

WHEREAS, heretofore, the City of Port Townsend has granted to the War Department, an
easemeit and right-of-way to lay cable underground thru certain streets in Fowler+s Park: an addition to the City of Port hownsend, and in consideration thereof, the War Department
proposes to establish concrete markers at certain points as more specifically set forth in
letter of the Conmerding Officer of Harbor Defenses of Puget Sound, dated September 6, 1940,
and two accompanying exhibits, all of nhich are hereto annexed and by reference made a part
of this resolution, now, therefore,
PE 1T RESOLVED BY TI—E CITY COUNCIL OF 'THE CITY OF PORT T9,"NSEND:
That the survey, on evidenced by the accompanying exhibits, to determine the actual
location of said right-of-way, be, and, the same is, in all respects, confirmed and
approved and authority is hereby granted the War Department to remove certain markers
within Fowler+s Pool, an addition to the City of Port 1ownsend, and place permanent
concrete markers, all as specifically designated in the attached exhibits.
BE IT FATTER RESOLVED, that this resolution be and become part and parcel of the easement
and right-of-way referred to herefrabove.
Adopted by the City Council this day of October, 1940.

affirmative, and the motion was declared carried.
