Minutes of Regular 6ession for September 17, 1940, continued
That specific permission is hereby granted the War Oepartptent to remove certain
markers within Fowler's Park, an addition to the City of -Port lownsend and place new I
all as specifically designated in the a ttached exhibits.

It was moved by Councilman 11obt. Brown, and seconded by Councilman Lammers, that the
foregoing resolution be adopted. Upon roll call vote all five Councilmen voted in the
affirmative, and the motion visa declared carried.
UNFINISHED AND NEW BUSINESS .
It being understood by the Mayor that there were citizens present in the Council
Chambers who had a matter that they wished to bring before the Council, the Mayor at this
time invited a spokesman to place the matter, his requests and recommendations, before the
members of the Council at this time.
I,Ir. Fred Kuehn came before the Council and stated that as Chairman of a committee of
the local Chamber of Commerce, he wished to call the attention of the City Officials to th
need and possibilities of obtaining Federal House Program for this city. Ile stated that
such a program could be obtained with no cost whatever to the local governmental agencies,
but that a request for a survey by the proper officials to determine the possibilities
must be presented by some qualified governmental agency.
Mr. Kuehn brought with him a large amount of literature upon the subject which he
invited anyone interested to study, as he considered the matter too lengthy to bring out
in full at this time. Mr. Kuehn called, from time to time, upon other members of the said
Committee, who were also present, and upon Colonel Engelhart of Fort 'Norden, who outlined
the increases in personnel expected at fort Worden from information received there up to
the present time. Colonel Engelhart stated that the 24Bth Coast Artillery Regiment of
National Guard, visa to arrive at Fort Worden over the coming ;weekend, and would include
approximately 900 man and 50 officers, a n:; that with the draft plan going into effect as
anticapted, the number of additional men undoubtedly will be brought to the total of 1600.
He stated that many of these men would undoubtedly have families which they would wish to
bring here and would need adequate low cost housing as r_ consequence.
Commander R. C. Sarratt, of the local Coast Guard Training School, speaking upon the
possibility of an increase at the local Training School, stated that inasmuch as enrolees
were quartered at the Station, the only increase in housing needs anticipated from that
source would possibly be a few Petty Officers sent here as instructors for the local static
He stated further that at this time there were approximately 25 or 30 of the force of
instructors who were living with their families in Port lovmsend. Mr. Kuehn invited
q uestions upon the subject and answered those received either personally or by calling
upon other members of the Committee, seemingly to the satisfaction of everyone concerned,
and visa then assured by the Mayor that the Council would take some action in the matter
subject to a more complete discussion among themselves.
Recess
It was moved by Councilman Robt. Broom and seconded by Councilman Sullivan, that the
Council recess at this time (8:35 P.M) for a short period. Motion carried.
Reconvened
The Council reconvened at regular session at 9:10 o'clock, P..Id., and upon roll call
vote the following officers and Members were noted present: Mayor H. L. Hirtzler; City
Attorney W. J. Daly; City Clerk C. F. Christian, and Councilmen Robt. 71,. Brown; 71illiam
Lammers, Sr.; Fred G. Lewis, and J. V. Maroldo.
The absence of Councilman Sullivan, who had been present at the meeting before., was
noted and a question:upon the subject brought forth the information that Councilman
Sullivan had become ili and had had to leave the building.
REQUISITIONS
By order of the Mayor, the Council reverted to Requisitions, whereupon the City Clerk
presented and read a requisition from the Dater Department for a 6-inchmeter for the
Hadlock-Irondale Water Line, and a requisition from the Street Department for repairs to
the Itussell Grader at an approximate cost of $50.00
Requisitions Granted
It was moved by Councilman Robt. Brown and seconded by Councilman Lammers, that the
two foregoing requisitions be granted. Motion carried.
ORDINANCES AIID RESOLUTIONS
Resolution Regarding Federal Housing Survey, to -writ:
RESOLUTION
BE IT RESOLVED by the City Council of the pity of Port 1ownsend that a representative
of the United States Housing Authority be invited b survey the present and future needs of
housing with the City of Port Townsend due to contemplated increase in population by reason
of mobilization of troops under the National Defense Act.,

Re: Fort Worden Water Request
It visa moved by Councilman Robt. Brown and seconded by Councilman Lammers that the
Water Superintendent be authorized to negotiate a contract with the Quartermasters off
it at Fort lForden for an increased amount of Water as requested in the letter from Major
Schillo, which has been made a part of the minutes of this meeting under the head of
it "Communications.' Motion carried.

was moved by Councilman Earoldo, and seconded by Councilman Robt. Brown, that the Council
do now adjourn. Motion carried.
