Various communications from the State Depart. of Highwaysi relative to the proposed
street surfacing program, stating approval of the said program, as outlined in the
resolution of the City Council adopted May 7th, 1940, were read and ordered filed.
From the Dept of Labor and Industries
A communication from the State Dept. of Labor and Industries, showing disposition of
claim of Dr. F. J. Delaney f6r services rendered A. D. Swanson, Street Superintendent, was
read and ordered filed.
From Assoc. of Wash. Cities
City Clerk, C. F. Christian, acknowledged the receipt of Information Bulletin No. 58",
from the Bureau of Governmental Research, in conjunction with the Assoc. of flash. Cities,
and stated that same could be seen by any one interested,in the City Clerk's office.
From National Lead Company
The City Clerk acknowledged receipt of a letter fr an the National Lead Company, re-
lative to paint for the City Hall Building, which had been received since the last meeting
at which time bids for painting the City Hall were to have been received.
From Jefferson County Assessor
The City Clerk presented a preliminary statement of assessed valuations within the
City, as compiled by the office of the Jefferson County Assessor, and called attention to
the increase over the valuations of the proceeding year.
From U. S. Depart. of Agriculture
A letter from Mr. Carl B. Neal, 'Forest Supervisor of this district, was presented and
read as follows:

Reference is made to your s ecial use application to construct a garage near the City of
Port Townsend Dam in the STT� of the SEI, Section 31, T. 27 N., R. 2 W., TI.M.
phis letter is your authority to immediately construct the garage referred to in case you
desire to do so. Your plans should be approved by District Ranger Mapes.
Permit is now in preparation to cover the residence and other buildings necessary for this
area and the original will be sent you as soon as it has been completed and approved.

REQUISITIONS
Requisitions for supplies for various Depart -cents were presented and read as follows:
From the City Treasurer's Office
Rubber erasers, stamps, mending tape
500 typewriter second sheets
From the Street Department
One barrel of oil; S. A. E. 30; Eastern;
6 sets blades for Russell grader
Requisitions Granted
It was moved by Councilman Robt. Brown, and seconded by Councilman Maroldo, that the
foregoing requisitions be granted, except that the item of grader blades be reduced from
6 sets to 3 sets. Yotion carried.
O?.DINA!:CES AND RESOLUTIONS
Two proposed ordinances, which were presented and read for the first reading at the
last regular session, rare ordered to lay over as the council did not wish to take further
action at this tire.

New Painting Bids Called
It was moved by Council -an Lewis, seconded by Councilman Sullivan, that the City Cle.
again issue a Call for bids for the painting of the South and West sides of the City Hall
Building, said call for bids to state that bids shall be for labor and materials; two full
coasts of paint, and that the bid shall be complete as to window casings and trim., etc.
Bidder must specify types of materials he proposes to use. 'Motion carried.

No further business appearing at this time for consideration by the Council, it visa
moved by Councilman Maroldo, and seconded by Councilman Phillip Brown, that the Council do
now adjourn. Motion carried.

All ORDINANCE of the City of Port Townsend providing for and fixing the time of a special
if o ti, election for the qualified voters of the City of Port Townsend, to r atify or
reject propositions granting to the City Council of said city, authority to ?
• levy taxes on the taxable property of said city in excess of the fifteen (15)
u mills now authorized by law;
;7HEREAS, it now appears to the City Council of the City of Port Townsend that there
will be insufficient money returned to tie City Treasurer of said city during the year 1941,
{ thru taxation and otherwise, to provide for and carry out all the functions of city govern-�
(� ment for that year; and,
WHEREAS, under the provisions of Chapter 2, Laws of the State of Washington 1939 l
(Initiative Measure Ilo. 129), cities and towns are granted power to levy taxes in excess
ti of fifteen (15) mills, when authorized so to do by the electors of such cities or towns, and
