Section 2. That the City Cleric of the City of Port Townsend be and he is hereby
authorized to issue emergency warrants upon the Current Expense Fund of the City of Port
Townsend, not exceeding the foregoing amounts, upon presentation of properly approved
vouchers.

Section 3. That this ordinance be published once in the Port Townsend Leader,', tote
in force and take effect from and after five (5) days from the date of such publication.

ORDINANCE 140.
AN ORDINANCE of the City of Port Townsend providing for and fixing the time of a special
election for the qualified voters of the City of Port Townsend, to ratify or
reject propositions granting to the City Countil of said city, authority to
levy taxes on the taxableproperty of said city in excess of the fifteen (15)
mills now authorized by law;
WHEREAS, it now appears to the City Council of the City of Port 'Townsend that there
will be insufficient money returned to the City 'Treasurer of said city during the year 1941,
thru taxation and otherwise, to provide for and carry out all the functions of city govern-
ment for that year; and,
WHEREAS, under the provisions of Chapter 2, Laws of the State of Washington (1939
Initiative Measure No. 129), cities and towns are granted power to levy taxes in excess
y of fifteen (15) mills, when authorized. so to do by the electors of such cities or towns,
and,
WHEREAS, it appears to the City Council of the City of Port 'Townsend, that an election
:1 for that purpose is necessary, and that the following propositions should be submitted to
the qualified voters of the city for ratification or rejection, now, therefore,
�j THE CITY COUNCIL OF THE CITY OF PORT T071NSEND DO ORDAIN AS FOLLOWS:
i Section 1. That a special election be held in the City of Port 'Townsend, and in the
various precincts thereof, on 'Tuesday, the loth day of September, 1940, which day and date
be, and hereby is fired, as the date upon which said election shall be held, and shall be
voted by the qualified voters of said city the following propositions and questions, to -writ:
Proposition I. Shall the City Council of the City of Port Townsend be authorized to
collect by taxation during the year 1941, the sum of approximately $ , by
a special and additional levy of not to exceed mills upon t e do ar of assessed
valuation of said city, in excess ofthe city levy empowered by Chapter 2, Laws of the State
of lUashington, 1939 (Initiative Measure No. 129), for the purpose.of constructing a new
goof to the public library building of said city?
Proposition II. Shall the City Council of the City of Port Townsend be authorzzed to
collect by taxation during the year 1941, the sum of approximately W , by a

Section 2, Said election shall be held and conducted in the manner provided by

At therequest of 'later Superintendent Lockhart, the City Clerk brought before the
Council the fact that at present there was no insurance on either the water shop and tool
house, or the eater Lept. pipe shed, and presented quotations on the cost of insurance
upon the same as provided by one of the local insurance agencies.
