HomeMy WebLinkAbout040824 City Council Workshop Meeting MinutesCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF APRIL 8, 2024 CALL TO ORDER/ ROLL CALL The Port Townsend City Council met in a Regular Session on the 8th day of April 2024 in Council Chambers at 540 Water Street. Mayor David Faber called the meeting to order at 6:00pm. Councilmembers present at roll call were David Faber, Amy Howard, Monica MickHager, Aislinn Palmer, Owen Rowe, Ben Thomas, and Libby Wennstrom. Staff members present were City Manager John Mauro, Public Works Director Steve King , Parks and Recreation Strategy Director Carrie Hite , Marketing and Communications Director Shelly Leavens , Planning and Community Development Director Emma Bolin , and City Clerk Alyssa Rodrigues. GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA) Public comment was made.. DISCUSSION ITEMS Quarterly Workplan Review City Manager John Mauro, Marketing and Communications Director Shelly Leavens, Planning and Community Development Director Emma Bolin, Parks and Recreation Strategy Director Carrie Hite, and Public Works Director Steve King provided the On the Path: Our integrated workplan, talented team, and responsible budget working to deliver for our community presentation which included Overview, Strategic Workplan: 7 Priority Areas, 2024 Strategic Workplan (Invest in Our People, Engage Our Community, Strengthen Our Financial Position, Envision Our Sustainable Future, Embrace and Resolve Our Community's Challenges, Deliver the Basics), 2024 Strategic Workplan, and Policy Suggestion Board. In response to Council's clarifying question staff explained the integrated communication strategy, budget schedule, integrated software tools, pool task force format, members of pool task force, infrastructure timeline, selling Cherry St, and what BRIC and FSI stand for. Public Comment: Public comment was made. In response to public comment staff explained developing the workplan and federal funding. Transportation Update Steve King, Assistant City Engineer Jeff Kostechka, and Project Manager Tyler Johnson presented Tyler Street Paving Project Parking Discussion which included Title VI Public Participation Form, Background and Sideboards, Tyler Street- Parking Question, Existing Parking Within 1 Block, Options Evaluated, Option 1.A Maintain Existing Head -in Parking, Option 2 Change to Head -out Angled Parking, Option 2 Additional Information, Pros and Cons of Each Parking Option, Option 3 Change to Parallel Parking, Feedback Received to Date, Clay to Jefferson Street Parallel Parking vs. Downhill Bike Lane, and Staff Recommendation. In response to Council's clarifying questions staff explained Parks, Recreation, Trees, and Trails Advisory Board involvement, estimate to fix trip hazards, bulb out and Farmers Market impact, bikes encouraged to go in lane, entry island, and Clay to Jefferson St. Discussion ensued around downhill bike lane. Public Comment: Public comment was made. In response to public comment staff explained 45 vs 60-degree parking. Discussion ensued around head out parking stall amount, favoring head out angled parking 60 degree, widening the sidewalk, planters with shrubs, Farmers Market impact, tire stops, curb height, and parallel parking on Clay to Jefferson St. Steve King, Tyler Johnson, and Jeff Kostechka provided the Public Works Transportation Projects Update which included Transportation- Big Yead, Transportation Grants, ELRs and 2024 Striping, Street Division Work Planning, First - year TBD- 2024, Foreshadowing- TBD 2005 Budgeting, Non -Motorized- Street Master Plan, Projects Update, Projects and Individual Engagements, and Planning and Doing. In response to Council's clarifying questions staff explained ditching, 2022 hours represented on slide, electric bikes on trails, contracted work, and bike signage on Kearney. Public Comment: Public comment was made. In response to public comment staff explained 2-inch curb on Tyler St. Discussion ensued around April 19 T-Lab meeting and new streets machinery. Committee Updates: April 8, 2024 City Council Workshop Meeting Page 2 of 3 Deputy Mayor Howard stated there is a scheduled Equity, Access, and Rights Advisory Board Meeting.
