RESOLUTION NO.24-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, TO BEGIN TO ISSUE FINAL DECISIONS ON RESIDENTIAL
BUILDING PERMIT APPLICATIONS WITHIN 90 CALENDAR DAYS AND
DETERMINE A FEE STRUCTURE ALLOWING THE CITY TO PROVIDE
CONSOLIDATED PERMIT REVIEW WITHIN 90 CALENDAR DAYS EFFECTIVE
JULY 1, 2024.
WHEREAS, major changes were made to the Local Project Review Act with the passage
of Senate Bill (SB) 5290 in 2023 intended to consolidate, streamline, and further improve local
permit review processes for applicants, customers, planners, builders, and designers; and
WHEREAS, the Department of Commerce, as mandated under SB 5290, established the
"Consolidated review grant program" to enable jurisdictions to consolidate residential building
permit review in order to address shortages in housing across the state; and
WHEREAS, City grant eligibility requires it to adopt a resolution which meets the
requirements of RCW 36.70B.240; and
WHEREAS, the time it takes the City to review and issue decisions on residential building
permits is historically less than 90 calendar days; and
WHEREAS, the grant availability provides an opportunity for the City to access grant
funds to cut through the permit backlog due to an application permit submittal surge due to a rush
to vest before the March 15, 2024 State Building Code update; and
WHEREAS, the grant is an opportunity to identify ways to streamline development codes
that remove barriers to housing affordability; and.
WHEREAS, residential building permit delays result from lack of clarity in street,
sidewalk, and infrastructure design and engineering design standards;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Council makes the following commitments to building
permit review consolidation:
a. No later than July 1, 2024, the City will begin to issue final decisions on
residential permit applications within 90 calendar days, using consolidated review for
building permit applications.
b. No later than July 1, 2024, the City will determine a specific fee structure
that will allow the City to continue providing consolidated permit review within 90
calendar days.
c. On September 15, 2024, December 15, 2024, March 15, 2025, and June 15,
2025, the City will provide a quarterly progress report and status update to the
Department of Commerce. The report must include the average and maximum time for
issuing final decisions on residential building permits using consolidated review during
the City's participation in the grant program. The status update will include a

description of work completed under chosen eligible activity or activities.
d. If the City is unable to successfully meet the terms and conditions of the
grant, the City understands that it must enter a 90-day probationary period. If the City is
unable to meet the terms and conditions of this grant by the end of the probationary
period, the City will no longer be eligible to receive grants.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 20'h day of May 2024.
