Thank you so much for allowing mn to show you our film, "A Professional Approach to
ladi_icntion". It seems to me that the interest you folks are showing in a modern municipal
code is only one of the :^a.•ny signs of progress in Port Townsend. The Seattle newspapers hav
riven a lot of favorable comment on your summer drama program. Quite often one hears Port
Townsend mentioned an a 'place to go". All of this must be really pleasing to the officials
of Port Townsend.
The enclosed proposal includes a copy of our editorial specifications which will be of
interest.
Since I talked with you, I have gone over your situation thoroughly with our editorial
department and they a^roe with me that it in not likely that a code for Port Townsend would
run :ouch over 300 to 350 pages. The City of Shelton has a code of 320 pages. Our estimate
there was 300 - 350 pages.
�c realize that in contracting .,ith a city to produce a city code, there has to be
considerable good faith on the part of both the city and the company.
Since 1952, we have produced (or have in production) codes for more than 50 cities and
counties in Washington State. So far we have not had a single controversy over the
anticipated size or price of the code. In one or two instances, the completed municipal
code has boon delivered to an entirely now and totally different council than the one
which originally ordered too work started. Not one of our "Coda Cities" tell us that
they are sorry they did the job.
A modern :unlcinal code is an investment in good government. It will probably be more
appreciated by the City Attorney, City Clerk and other members of the official family -
but in the long, run the citizens of Port Townsend will be the reel winners. Good government
pays for everyone concerned.

The letter was accompanied by a basic bid in the amount of �'-3,600.00 for codifying the
sity's ordinances. City Attorney Glenn Abraham recommended the project, pointed to favorab
"spects of the bid and urged the council's serious consideration. City Clerk Youngblood
pointed out that tie city's 006 preliminary budget is now being prepared, and the council
approved Councilman Siebenbaum' s suggestion that the item be included in the budget pending
subsequent discussion.

The formation of a fire district for the Port Ludlow vicinity has been proposed by a Croup
of interested residents and property owners of the Port Ludlow area.
to are sure you realize the time consuming procedure we face if this is to become a reality
with the sirninC of petitions, presentation of our request to the County Commissioners and
then if accepted the preparations for a special election. If passed, the long tedious wait
for the tag: revenue to accomulate to finance us.
In the meantime we continue withoutfire protection except for the fine assistance the
Chimacum volunteer firemen ,give us. The distance from Chimacum hinders them and besides
each time they come out of their district they face the possibility of legal entanglements.

After some discussion, in '.which the Councilman seemed in favor of assisting the Port Ludlow
residents, it was decided that ti:e worth of the vehicle should be determined before a
decision was made. councilman Judy made a motion, seconded by Lindsey that the vehicle be
declared surplus and put out for bids (which may be rejected by the Council) prior to
disposition. Motion carried.

WHEREAS, that certain fire truck, being the only fire truck of Tack manufacture owned by
the City, is surplus to City needs and of no further use to the City in any respect, now,
therefore,
The ',lack fire truck owned by the City is found and declared to be surplus to any City need,
and the City Clerk is authorized and directed to auvertise the sale of the same by sealed
bids, which bids shall be opened at the regular Council meeting hold on the 21st day of
September, 1965. ..

It was moved by Councilman Siebonbaum, seconded by Councilman Judy, that Resolution No.
65-6 be adopted. :lotion carried.
ITE1.7 & OLD BUSINESS
Siobenbaum reported that the owner of the local bowling alley had offered to moot the
expense (about •�.,�500.00) of installing a fire hydrant near his premises, after he was inform
that the city had neither the necessary materials or funds to purchase same. The city will
install the hydrant this weak.
Clerk Youngblood reported that figures had not ,yet been received in response to the City's
innuiry regarding purchase of the Recreation Center from the local school district.
City Engineer Ed Becker requested a meeting of the Street Coimnittoe, City Attorney and the
Street Superintendent to decide what is to be done about the improvements to 19th Street
and Sheridan Avenue. The Mayor directed they moot after the Council meeting.
Slater Superintendent Lyall Aroy reported that the present chlorinating apparatus at city
laho had broken down and would require expensive repairs. In addition, since this present
e-uipment did not moot state health requirements, he recommended that the city purchase
now equipment rather than make tho expensive repairs now necessary. Councilman Siebonbaum
made a motion, seconded by Councilman Judy, that the :later Superintendent purchase a new
chlorinating device as soon as possible. 'lotion carried.
Mayor Sullivan asked the building committee to investigate a leaky roof on the Chetzomoka
Golden Age Club building near the park. Clerk Youngblood rominded the committee that if
they wished to include repairs in next year's budget, they :would have to moot very soon.
ADJOURNMENT
As there was no furtnor business to come before the council at this time, it was moved
by Councilman Judy, seconded by Councilman Siobenbaum, that the mooting do now adjourn.

The City Council of the City of Port Townsend met in regular session this 17th day of
August 1965 at 7:30 p.m. in the council chambers of the City Hall. Mayor Sullivan
presiding.

Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham,
City Clark Youngblood, Councilman Thomas, Hoglund, Judy, Siobenbaum, Lindsey, Carter.
Councilman Ruby absent.

Minutes of the previous session were road in full and it was moved by Councilman Hoglund
seconded by Councilman Thomas that tho minutes be approved as road and the Mayor and City
