Drake, 1 year, ;ins Vernon Koehn 2 years, Arhur S. Einarson 3 ,years. j r It is to be noted that Air. Drake had already completed four years of dedicated service to t' the 3o¢rd previously, beginning on Juno 19, 1958. In addition, he has served nine years on r the Cit; of Port 7bcrosand School Board for a total of over 16 yews s of devoted civic y contributions, On Anrll 10, 1965, Ls. Drake tendered his resignation to rain release from jr ,r the Park Board duties, to fullfill certain private Interests in his retirement years. r• His wish has boon regretfully mot. a A replacement to fill the existing vacancy is in order. Arey reported that Eltorich Company had completed the contract on the main transmission line and we vco±•e now usoing water from the Big Quilceno river. Sept. Arey reported tent the Supt. of the State Park at Fort Flagler had informed him t:,r{t they would not be vaeing anymore city castor, t__cy had dug a well and were going to l use that. do also said that he bud looked over the contract that the city had with the $yn� itavy at Indian Island on the usage of 100,000 gal per day and it was a one sidod contract favoring the ::a Supt. Arey said that the city could soil about a dozen more taps in the area but wo':ld like to have the authority not to sell a tap to anyone unless they have a r�*` °Y ::o:;ao under construction. He also mentioned that the taps that were not being used were not j� 1' ) being, billed. Councilman Carter mentioned that maybe an ammondent to the cantor ordinance j; that if anyone become dolinquint in paying; for the unused tan they would outomaticly forfoi ti.c tap. It wen also mentioned that when the now taps were sold they would come from the top of the waiting list for taps. Councilman `tub;: said that he had contacted Mr. Liullins t caretaker of the garbage dump and suggested to him if it would work out if he came to work y two or three hours later to keep the dump open u:til around eight at night and to have the arbaye truck drivers open the gate and .r Mullins cover the garbage later on. He said that } y� it was not a favorable idea for the garbu4e had to be covered as it was brought in. a Councilman Siebenbaum reported that he had made a trip aroung the area in question about six a.m. nhe morning after the last council mooding and had found only isolated bits of ' debts which included five cardboard 'Deer cartons three emptj beer cans and a cou le of bottles. c'o said he inter checked and found that these had 'neon nicked up. He said that the charges and statements made at the last council meeting appeared to have been grossly eraglerated and also that rats in :Sr Simpokes basement appeared to be a Te rsonnl problem _nd no basis for criticism of the city garbage department. City Attorney Abraham called is �..., v �. �• attention to t e fact that the garbago departmon is not an enforcoment branch of the City t ` government and does not arrest citizens for improper dumping that it was a police problem 1, and it did not reflect on the efficiency of the garbage department as long as it is properl j t, doir.- its yob of coiloctin and disposal. Councilman Carter asked about the trailers at the new; ant. house, asking if they had paid anymore trailer rent. Chapters 157 and 215,•Statutes 1957, Regular session, may provide planning assistance for such a program and receive financial assistance from the Urban Renewal Administration, as authorized by 3ection 701 of the Housing Act of 1954: as amended by the housing Act of 1959 and again by the :lousing Act of 1960; now, therefore, be it R73DL7ZD, t^at The City Council of ?ort Townsend hereby requests the State Department of Commerce and Enonomic Development to provide planning assistance under authority of Chanter. 157 and 215, Statutes 1957, Regular Session, with such financial assistance as may be providod by the Urban Renewal Administration, under authority of 3ection 701 of the !lousing at of 1954 (P.L. 260, 83rd Congress), as amended by the Housing Act of 1959 (P.L. 86-372, ?6tn r, en'Toss).• That such planning assistance is more particularly described in a project jescriptien that is attached 'hereto and made a part of this resolution as if fully not fort :ere in. THAT, The City Council, subject to approval of such planning assistance by the State and cderal Authorities, hereby authorizes: 3 (a) payment to the State Department of Commerce and economic Development of a Sam f not to exceed I'2,930 O0 in cash and, (b( use of personnel of the City, School List., Fort ':rorden for technical assistance iin this project, which assistance hoc an extimated value of 51,400.00. 0 P 1 THAT, the total extimated cost of the City's project as planned is $12,990. THAT, the authorized official of Port Townsend be, and he hereby is authorized and empowered to execute in the name of The City Council all necessary contracts and agreements to implement and carry out the purposes specified in this resolution. Motion carried. Chairman Green gave a report to the Council of the second phase. Councilman Ruby said that the city owned two lots at Kuhn and 59th street and asked if they could be dedicated or leased by the North Beach Park for a parking area. It was broug out that the main citys sower lino ran through the lots. Mayor Sullivan asked if S.:pt. Are would check it out and have a report at the next regular session. Mayor Protem Siebonbaum presid6ng. Lotion carried. Councilman Lindsey asked Engr. Becker if the final construction of Ord. No. 1321 was completed. Engr. rocker said the construction was now; complete on the water line but there were a couple of more projects that should be done as long as there visa money left, one visa to build a new water intake wiach would increase the flow of water and also a map should be drawn snowing the location of the entire water system.
