AGO the city called for bids on the same project and DolGuzzie Brother of Port Angeles
wore the successful bidders and they have not to data signed the contract for the job
and City Ong. Bockor and ;-a hud written, tolophoned and had personal interviews with
roproseritivo of the Co. and they indicated that they will be unable to sign the contract t
proceed with the work. His bid bond is forfeited if lie dose not oxicute the contract and
would roouest the council to pass a motion directing the bid bond of DolGuzzie brother be
forfeited and the demand be made for naymont on it.
Councilman Carter made a motion seconded by Councilman Judy that the bid bond of DelGuzzio
^rothors be forfeited and the demand be made for payment on it. Motion carried.

proposals up to 5:00 n.m., Tuosda, March 16, 1965 at the office of the City Clark, Port
Totmmsond, 'Viash_ngton, to be presented at the regular mooting of the City Council to be hold
upon that dnto for furnish ng all labor, tools, equipment and supplies for constructing
roadway and drainago features as specified in the plans and snocifications for this work,
and for furnishing all labor, tools, equipment , and supplies for trenching backfilling,
installing, coupling, and connecting, ready for service, the following mnterial furnished
by the City of Port Townsend and delivered to the contractor at stock pile.
The :major items of work will be Roadway excavation, Unclassified, 9,354 cubic ,yards,
Trench Excavation, Unclassified, 3627 lin. ft., laying 36" I.D. % 1/4 " Steel Pipe, 3,278
lin. ft. and otzor items of work.
Each bid shall be in accordance with the plans and specifications and other contract
I now on file in the office of the City Clark at Port Townsend, llashinrton, where
copies may be obtained by depositing the sum of ion (10.00) for each set. Deposit will be
refunded upon the return of the plans and spocificati_ms in good condition within ten (10)
days after date of the bid opening.
:inch bid shall be accompanied by a certified check, cashiers check, bid bond or cash made
nnyablo to the order of the City Treasurer of Port To•ansond in the sum of 55 of the amount
bid to be forfeited to the City of fort Townsend be the successful bidder in case he fails
to enter into contract, file an acceptable Surety Bond inthe sum of 100% of the contract I•
price, to fill conditions of said contract within ten (le) days of the date of the award.
The City of Port Townsend reserves the right to reject any or all bids and to waive all
informalities in the bidding.

Councilmen Judy reported for the light committee saying there_ had be a request for eight
more additi pal street lights and asked Mr Copps of Puget Sound Gower & Light Co. who vras
present to give a report on the additional cost to the City. itr Copps said that at the
request of the light committee for 8 more vapor lights, a survey erns made, and at the last
council mooting the new rate increase per month would have been 108.80 with 50 new lights
the additional 8 more vapor lights would increase it to a 138.70 per month and would still
be within the city bud -et for the year. The now lights would cover the railroad crossing on
water street to the Lotion Club from the Elks Club to the Ball Park, From Lawrence St the
corner of narrison & 'Taylor and From .7anh'ngton to the Dock and on light nt the Keystone
ferry. It was :moved by Councilman Judy seconded by Councilman Ruby that the new lights be
anproved. Motion carried.
Councilman Judy reported on the request for a street light at Beech & Tremont, lie said
that a street light was needed at that location. Councilman Judy made a motion seconded
by Councilman Thomas that the request for a street light at Beech & Treamont be granted.

PUBLIC HEARIIIG ON THC VACATION OF A PORTIOII OF IiERIl ST.
Llayor Sullivan informed the Council and audience that now was the time for the public
hearing on the vacating of that portion of Kearney St. From the Audience, Mr Jack Tice
spoke in favor of the vacation. iSr Matt Ellis spoke against the vacation of Kerney St.
`S . Jenkins spoke against closing. Cecil hall spoke in behalf of the central labor council,
saying he had tallied with i.a. Campbell who said that if the steet vras vacated he planned
to put up another 16 unit on the street if not he would build the other way.
Mr. �acic Carroll spoke in favor
of the vacation. Marilou Green, chairman of the planning
comminsion said that the proposal is to recommend to the council the proposed apt. house
does lie in the existing industrial area and at the p esent time the apts. would be the
only ronidont?ial structure of its type in that area, the planning commission recommended th
vacation of Tierney st also recommended that the council set a time limit for completion
of the project with a revi:ilon clause in the street vacation.
L'r. Cordon Papritz spoke in favor of the vacation of that portion of Kerney St.
Councilman Judy made ❑ motion that the request that has been made for water at. be ,ranted
and the request for Kerney St. be tiunod down at this time. He said the reason that he
roquostod t'ant Kerney St. vacat_on be turned dorm at thin time is the units would not
extend to Tierney at. and when Llr Campbell needed additional property to expand then he
sho.zld turn in a request and if his request is ,juatifiablothan the council take it under
consideration nt that time. Liotion was soconded by Councilman Siebanbaum.
Councilman Ruby said he had talked to i.Ir. Campbell and wondered if it would be a little
easier if the street could be ononod,and maintained or maybe the atroet could be leased by

LIr. Gordon Papritz said he though Councilman Judys mistated what the petition was for, they
urns no petition for vras:,inrton street merely for Kerney between water & 'iiashington and
thought he would like to rophr•ane his motion. Councilman Cartersaid lie agreed with Mr
Papritz, the motion should be rephrased.
City Attorney Abraham said the motion vies allright. Roll call was called for by the L+nyor

PUBLIC HEARING OK THE VACATION OE ST=E TS & ALLEYS FOR II. J. CARROLL L

The City Clerk again read the following streets & alleys for vacation. ;.
Landes and Kuhn Streets between Sims flay and 14th St. request the
vacation of Haines and McNeill Streets between Sims "Vey and 12th
Street and request the vacation of 12th Street between hill Street
and 1001 east of Kuhn Street. I also request the vacation of the
alleys located in the following blocks north of Sims way. Blocks
19, 20 and 30 of Eisenbeis Addition Block 4 of Railroad Addition is
Also, alley between Block 10 of Eisenbeis Addition and Block 5 ,
of Railroad Addition.
Mr Carroll said he would like to ammend Dart of the petition, he would like to delete 12th
Street and also delete Kuhn & Landes street between 12th & 14th street, saying what he woul
like to have vacated would be Landes, Kuhh, Haines and M.clieil street between the State
Highway and 12th Street along with the alloys. Councilman Hoglund recommended that the
vacation be hold over until the chanro is made that lftr Carroll was talking about and be '
re-Dresented to the council in proper form pertaining exactly whut he wants vacated, Counci m C
Judy seconded. Idr Carroll objected, saying he was voinr along with the recommendation of
the Street Committee and the Iflayor. City Attorney Abraham said the motion was out of order
Lecause this was a public hearing and not a matter of ordinary council business and he he
understands the proposal, Mr Carroll is saying he dosent care whether 12th street is
vacated. Councilman Hoglund said he did not rake a motion only recommended. City Attorney
Abraham said if we ,get a ground rule going, as he unierstood, 1:.r Carroll is presenting
his netition and he is 'informing the council that there are certain streets he no longer j
cares about, but it is perfectly proper in a public hearing of this nature. Councilman I
Hoglund withdrew his motion Councilman Judy withdrew his second.
Councilman 3iebenbaum mentioned that 12th Street eventually would be opened up and would [„
give a through street from the Bowlinr, Alley up to Sheridan Avenue. 'rdr Carroll originaly a f

his property can not be used as streets for the state will not allow to take street off the
State Highway there and he owns the property between the Hl;;hrray and where he wants to
build and so can see no obj:,ction not to vacate the streets -for 1Fr. Carroll.
Councilman Lindsey made a motion seconded by Councilman Judy that Landes, Kuhn, Iiaines
and idcWeil Stoat between the State Highway and 12th Steeet 74]SS3 y,7XXrA be vacated. City
Attorney Abraham reminded the council that the alleys renuested by yr Carroll for vacation
was not included in the original Motion. Councilman Carter made a motion seconded by
Councilman Judy that the original motion be amnended to include the specified alleys.

contract be entered into with Puget Sound Power & Light Company for the furnishing of
',iunicinal Street Lighting Service upon the terms above proposed, and that the I1ayor
be and ne hereby Is authorized and directed to execute and deliver such contract
on behalf and in the name of the City bf Port Townsend, and the Clerk be and he
hereby is authorized and directed to attest such contract and to affix thereto the seal
of the City of Port Townsend.
