Alden J Fisilex Jr. Notary Public in and for the State of Washington, residing at Seattle NEN & OLD BUSINESS Councilman Judy reported on the light standards on Washington Street, saying they were i ln bad shape. iie had talked to b?r Copps who suggested that vapor lights should be installed on their poles which would do away with the standards and also the cost of continues maintenanc to the city, lie would give an estimate on tine cost in the near future. Councilman Judy state that no maintonanca woud occur until the estimate was received from Mr. Copps. lie also state that the light that Marchus Miller requested would be taken care of. Cit1 Engineer Backer reported to the Council that lust Sept the City wunrded a contract on Ord. No. 1321 to DelGuzzie Construction Co. Since that time Illr DelGuzzie has not executed a contract on his part, however the city does hold a 5% bid bond in lieu of this and would like to mention to the council at this time to either foreclose this bond and call for new bids again or tell ?;:r DelGuzzie he may oxicute the contract. Eng. Becker stated that the work should start on the contract by the end of "larch. Councilman Hoglund made a motion seconded by Co•.;ncilmnn Ruby that it be the decision of the City Engineer if DelGuzzie did not execute the contract in the ?mmediate future the The Eng. be authorized to foreclose on the bid bond and call for new bids. Notion carried. ?:r Doitz, chairman of the Library Board stated that they werestill accepting application for a new librarian. Councilman Ruby again brought up the subj;ct of changin*the seating arrangements of the dosl:s of the councilmen, he suggested that Councilman T:.omas & Councilman Carters desks reamain as they war; but the other five desks be turned completely around. Councilman Ruby made a motion seconded by Councilman Lindsey that the seating arrangement be changed to his new arrangement. Motion carried. Mayor Sullivan informed Councilman Ruby that he would have to do the work himself. PUBLIC HEARI_ING iayor Sullivan stated that this was the time and place for the public hearing on vacating all of that portion of Filmoro Street and yolk Stoot lying southerly of Water St and running to Front Street and that portion of Front Street, between the Easterly line of Harrison Street and a point of 78 feet Easterly of the Easterly line of Polk Street. He called upon the Councilmen _^or their opinion, Councilman Lindsey said he Hiss for the vacation. Councilman Ruby gave his version on why he visa for the vacation of the streets. Councilman Siebenbaum asked for the opinion of the Planning Commission. Ilr Lindquist of the planning commission said they had no recommendation at this titre. Cecil Ball who represented the East Jefferson County Labor Council spoke in favor. Bob 'Harper, business man, spoke in favor. I.?r Ed L?ay, Business man spoke in favor of the hhopping center but was not in favor of vacating streets. Realtor ii. J. Carroll was in favor. D. H. Hill objected saying the city should retain control over such areas. Businessman Roy Bergstrom snake in favor of the plan. I,ir and Kra William Nelson both spoke giving their reasons why they were not in favor of the project. Mayor Sullivan called upon 1.Sr Dunstan an architect who spoke on behalf of the develonmont firm. :Ir Dunstan nrosented final plans of the shopping center and also proposed plans for a marina. He stated that there were enough applicants to insure development of a full 660 feet of business frontage on Water Street. !Is said that the safer building had to be completed in the spring of 1966 and that a five year time limit would be satisfactory to the develol:ment company and if the shopping center was not completed in the' length of time the streets would revert back to the City. Councilman Siebenbaum r..ado a motion seconded by Councilman Judy that the City Attorney be authorized to draw up an ordinance vacating the streets in questSon and that if the shoppin. cantor was not completed in a five year term then the streets be reverted back to the City. :lotion carried. Mr Dunnton also stated that they had been in contact with Carey & Cramer who were studing the server situation in the City and at thin present tim the sowor line would run into the proposed marina and that the Co. wr)uld relocate the sowor and grant an casement to the city with out charge. COMMUNICATIONS From Port Townsend Garden Club Oct. 21, 1964 to -wit: Honorable "Mayor and Councilmen City of Port Townsend Port -Townsend, Vlashngton Gentlemen: The Port Townsend Garden Club has completed the landscaping at the city entrance and swishes to officially withdraw from further responsibility in this regard. This is in agreement wit the original understanding. Sze are, however, willing to aid in such activities as are agreed upon in the event of further developments. l7e scold like to call to your attention that vie hnvo expanded $650. in this venture. It svolld bo disappointing generally to have the development handicapped by lack of care. In this instance a serious water shortage is the critical issue. It would be advisable to check the current inadequate facilities for delivering water because of the joint- usage of the private line vinich is only a temporary arrangoment and highly inefficient.
