Councilman Sibonbnum reporting for the water comnittoo on the request of crown Zoilerbach
Hor a 2" wator line. :is stated that contrary to everything that we have had in the Irondale
district wo have never given a two inch line tap to unyone, the only taps wore 3/4" and the
reason for that was the limitaton of water. Councilman Siobonbaum mado® a motion seconded
by Councilman Hoglund that the request for a 2" orator line E: tap be denied, Motion Carrie .
Councilman Sibonbaum said that there was one 3/4" tap left for that area and if Crown
Eollorbach wantod that one the committee mould approve.
Councilman Carter reported on tho Park. Dept. saying that he had mot with the Park Board
who at that t!me worn working on their 1965 budget, parmunont park tables waaodiscussed,
and visa sure that what the Park Dept. needed would be in their 1965 budget.
Mayor Sullivan asked City Engineor Beckor to gmvo his opinion and his recommendation on
what firm that should i-c Iarod by the City to study Port Tovnsonds sewage disposal situatio .
Engineer Booker it was a hard choice to mako for all firms wore very good but a choice had
to be mado so rocon-londed Crroy & Kramer of Seattle for the study. He pointed out that it w
would be necessary for the firm that was ci:osen to cooperate and exchange data back back an
forth to the firm who is going to do the planning.
it was Moved by Councilman Thomas seconded by Councilman Siobonbaum that the recommondat on
of the City Engineer of Carey & Cramer be choson as the Counsulting Engineers for the City of
Port Townsend, Motion carried.
Resolution 64-4
Be It Resolved, at a regular meeting of the City Council of the City of Port Townsend, a
follows:
That the :`.ayor be and he is hereby authorized and directed to execute an agreement,
requiring no financial contribution by the City, to retain the firm of Carey and Kramer,
consulting engineers, to prepare Federal participation forms, and, upon approval thereof,
to enter into a planning progrm for sewerage and sewage disposal in the City.
Passed and approved by the Mayor, this 21st day of July 1964.

City Attorney Abraham brought before the Mayor & Council that somot-mo ago in California
in the Federal District Court an antitrust action van brought by the US against various
pipo zzmpanies,as a result of t:.oes actions a number of pine companies and a number of
their _executivies :were convicted of violating tho federal Anti Trust Statutes, in that
they did conspire to fix prices on bids submitted to various state and mun:idipalaties
according to the US attorneys office. the city of Port Townsend was one of the offended.
The extent of the purchases made by the city w:1ch tho US Attorney believes were rigged
was around i250,000.00. The Attorney General through his antitrust division has decided
to bring civil action against these various pipe companies in which the state and most of
the cities, PUD, Counties and otc onvolved would join as plaintiff.§. Now before they can
proceed, obtiously the mechanics of tho thing has to be worked up, one of the mechanics
is the financeing of the suit, they extimate the cost of Una law suit to be around 100,000.
dollars, the prorated cost to the city of Port Townsend would be 1,400.00. Of that sum
1,000.00 would be advanced iry ediately after the passing of an ordinance, the other 400.00
would probably have to be paid after the first of the year. phut the city would stand to
rain would be three tines the difference between what it should have cost us to buy the pip
and what it did cost us w-ich would be around 7,500.00. City Attorney Abraham rocor.,monded
that the council go ahead and autcorizo the Mayor to enter into the agreement and apnroprie e
the noney to cover the cities share of the cost.

All Ordinance appropriating the sum of $1,400.00 to contractual
services of the 1964 budget of the Olyrmic Gravity :later rund,
authorizing; the Mayor to enter into an agreement with the
Attorney General of the State of 7inshington for the prosecution
of a law suit, and declaring and emorgency.
Due to the nature of the above Ordinance it will have to lay ovor until the next regular
session.
As there was no further business to come before to council at this time it was moved by
Counciiman Sicbenbaun seconded by Councilman Judy that the meeting do now adjourn. Lotion
carried.
