Iris Green save a report on the progress of the planning commission and asked the City Cotincil to adopt a resolution she had to release budgeted fun of w2,500.00 with w::ich the commission will hire a consulting engineer and proceed with an overall comprehensive plan for the City. RESOLUTION 64-2 hFu:REAS, The Citc of Port Townsend, '.Jas:Anl;ton desires to provide for a planning study contributing to an over-all program for future community development, the preservation of coiTLmunity values, the prevention of conditions tending, to cause urban blight, and the promo tion of the general health, safety and welfare of its citizens; and, WHEREAS, the State Department of Commerce and Economic Development under authority of Chapters 157 and 215, Statutes 1957, Regular Session,, may provide planning assistance for such a program and receive financial assistance from the Urban Renewal Administration, as authorized by Section 701 of the Housing Act of 1954 as amended by the Housing, Act of 1959 and again by the Iiousing Act of 1960; now, therefore, be it RESOLV :D, that the City Council of Port 'Townsend hereby requests the State Department of Commerce and Economic development to provide planning assistance under authority of Chap 157 and 215, Statutes 1957, Regular Session, with such financial assistance as may be provided by the Urban Renewal Administration, under authority of Section 701 of the Housing Act of 1954 (P.L. 660, _, ,83nd�ongross), as amended by the housing Act of 1959 (P.L. 86- 372, B6th Congress). That m ch planning assistance is more particularly described in a project description that is attached hereto and made a part of this resolution as if fully set forth herein. THAT, The City Council, subject to approval of such planning assistance by the State and Federal authorities, and to approval by the Director of the State of Washington Depart- ment of Institutions of participation by Fort Worden personnel, hereby authorizes (a) payment to the State Department of Commerce and Economic Development of a sum not to exceed u2,500.00 in cash and, (b) use of personnel of the Fort Sorden Treatment Center for technical assistance in this project, which assistance has an estimated value of $1,928.00. THAT, the total estimated cost of the City's project as planned is $13,280.00. That the authorized official of Port 'Townsend be, and he hereby is, authorized and empowered to execute in the name of the City Council all necessary contracts and agreements to implement and carry out the purposes specified in this resolution. Councilman Ruby said that he had been asked if the Babtist Church tore down a couple of buildings if it would be allright to put in a parking lot, and if they could get the city tc hawl so fill dirt and gravel or to get pbmmission to get gravel out of the city gravel dump that it would take around four or five yards of each. Councilman Lindsey said he had arouni ten acres of fill dirt if the y would haul it he would furnish the gravel. As there was no further business to come before the Council at this time it was moved by Councilman Siobenbaum seconded by Councilman Judy that the meeting do now adjourn. Motion carried. At your request we have conducted a traffic count at the referenced intersection to determily t if warrants exist for a traffic signal. Your letter indicated there had been no accidents iri 'b at this intersection over a two year period. 'This is a comendably situation and deserves r, our compliments to your department and to the drivers in the area. `I,,a a" -a sk`ij, We find that warrants do not presently exist for a signal at this intorsecion. These warren s , (x are based on required minimum vehicular volumes during eight hours of a day, which are foun I in the Uniform ids^ual on Uniform Traffic Control Devices published by the U.S. Department of Commerce, June 1961. r ;r /mot' +s✓' The basis for these minimum warrants is based on national experience which indicated that ' the traveling public is much better off without traffic signals unless those wa✓Tanta are It. The primary purpose of a traffic signal is to assign the right of way to vehicles on both the main and the Bide streets. 'The installation of a signal under loss than the minimum j !t rvqurod volumes will result in greater delays for a majority of the side street and many c of the main street drivers. For this reason, the use of public funds is not justified.
