Councilman Lindsey made a motion seconded by Councilman Judy that the tear down permit be
granted. Motion carried.
MOVING PERMIT
Robert Tuttle, garar;e, 121X20t, Frame, From Lawrence & Polk to lath & Bolcomb.
It was brought up by Councilman Hoglund that the moving permit hud already been approved
by himself Councilman Thomas & Councilman Siebenbaum and that the building had been moved.
Councilman Hoglund made a motion seconded by Councilman Judy that the moving permit be
granted. Motion Carried. City Attorney Abraham reminded the council that you cannot move
a building with ,just liability insurance, the moving of buildings had to be done by a bonds(
mover.
ORDINANCE NO. 1456
AN ORDINANCE OF THE CITY OF PORT TOWNSEND, WASHINGTON
REGULATING THE LOCATION AND OCCUPANCY OF MOBILE HOMES
ESTABLISHING LICENSES FOR MOBILE HOME PARKS AND PRO-
VIDING FOR LICENSE FEES THEREFORE, AND REPEALING ORDIN*
ANCE NO. 1344.
City Attorney Abraham mentioned that Ord. Nol 1456 was a result of a meeting that was hel
at the call of Councilman Carter and was attended by substantialy all of the councilmen. Or
no 1456 repeals ord. no. 1344 which is the existing so called trailer ordinance, it reinact
substantialy all of that ord. with some modifications, it explains the difference between
mobile homes and travel trailers, a time limit of eight hours without a ponality, A special
permit will allow parking on private property for sleeping purposes only not to exceeil two
weeks, the permit to be purchased from the city clerk for one dollar., Trailers may not be
connected to water or sewer facilities. After some further discussion it was moved by
Councilman Carter 0econded by Councilman Siebenbaum that the first reading be considered th
seconded reading and the third reading be by title only. Motion carried.
PASSAGE OF ORDINANCE NO. 1456
Ordinance no. 1456 was again road for the third time by title only and it was moved by
Councilman Carter seconded by Councilman Iioglund that Ord. No. 1456 do now pass. Motion
carried.
It was suggested by Councilman Carter that an ordinance should be drawn up making it mend
tory for all trailers be registred.

people of Port Townsend has greatly enchanted our dedication to duty and the cause of preps,
edness. The memory of this years active duty training will remain for me, and I am sure my
men, in the terms of the National Guardsmen, us a good camp.

Gentlemen:
We would like to apply for permission to install a two inch water line in the area near the
mouth of Chimacum Creek. It is our intent to tie to the four inch line which ends at the fo
of Moore Street and run it alongside the road designated as first avenue on original Ironda
plat for a distance of about 1,800 feet to our mill.
Out main purpose of water usage is for fire protection and sanitation. Under normal condit
the daily usage of water would be negligible.

Mr. Behlke and myself are planning to attend the next meeting of the City Council on July 7 h
to discuss sewage collection and disposal problems in the Port Townsend area. A bacteriogi al
survey was performed June 23 in Port Townsend bay and in the Straits near the eityts main
sewer outfall. The results of this survey are as follows:

Standards recongnized by health authorities as maximum allowable coliform bacteria concent-
trations for various water uses are as follows: drinking water, 1 organism per 100 ml of
water sample; harvesting of shellfish, 70 per 100 ml of sample; swimming, 240 per 100 ml of
sample; and boating, 1000 per 100 ml of sample. It is readily recongnized that none of the
areas sampled in this survey would be considered safe for any of the above listed uses.

CLAIM
The attached claim against the city of Port Townsend by Morris Construction Co. of Tacoma
Wn was read in full. City Attorney Abraham gave his opinion that the claim did not appear
to be valid according to the terms of the contract in question and advised thenu council to
reject the claim. It was moved by Councilman Siebenbaum seconded by y that
the claim be denied. Motion carried. I
NEW & OLD BUSINESS
Councilman Judy reported for t e Fire & Light committe an the request for a street light
at Willow & T, he informed the council that he and Mr Copps had inspected the location and
it was their opinion that a light was needed. Councilman Judy made a motion seconded by
councilman Ruby that a street light be installed at Willow & T. Motion carried.
Councilman Lindsey chairman of the street committee stated that the committee had met on
the petition that was presented to the council in vacating certain streets at the hospital.
It was the opinion of the committee to reject the petition. Councilman Lindsey made a moti n
seconded by Councilman Judy that the petition be rejected. Motion carried.
Councilman Siebenbaum reporting for the water committee stated that it was impossible to
charge anyone for relocating taps when no one seemed to know who covered them up. He also
stated that a map would be drawn up showing all taps, meters & etc just as soon as they cou d
get hold of a reliable draftsman.
Councilman Carter reported thut Chetzemoka Park had only one safe table availubel to the
public all the others were rotten, he stated that one collapsed recently under the weight
of a group of elderly visitors and felt the situation should be remedided even though the
cost would be several hundred dollars.
Two men:�fronithe State Pollution spoke before the Council on the recent test of waters
to local sewage outfalls, saying that the city of Port Townsend were not doing anything to
correct the situution and it has reached the point where the commission desires the city
to retain a consulting engineer and develop a comprehensive plan and until the city does
this they would be very very reluctant to approve any further plane for sewage extensions
and connections. City Attorney Abraham pointed out to the two gentelmen that the city was
going ahead with a program, there had been lengthy meetings, consulting engineers were now
under consideration. Mayor Sullivan said that varous consulting engineers who have been in
contact with the city would be invited to the next councils meeting with a view to ward
action on the issue.
Mayor Sullivan asked the City Clerk to read a letter that he had written to the departmen
of institutions of the state of Washington.

Dear Sir:
The City of Port Townsend is contemplating an Urban Planning Program to develop a comprehe sive
plan for the community. Planning consultants have been interviewed by the City Planning
Commission and Council. A determination of the planning needs of the City has been made, an
a three phase program to perform the studies has been tentatively worked out.
Our Local funds to finance this program are rather limited: therefore, vie have investigated
the possibility of receiving an Urban Planning Grant through the Local Affairs Division
of the State Department of Commerce and Economic Development. Funds are available from this
source; however, the are matching funds, which must be matchod by either local funds or se vice
The first phase of our program will require $4,425.00 as the local share. We have $2,500.00
available in cash; however, the City lacks sufficient employees qualified to provide the
remainder in the form of services. 7e are aware that the Status Fort '!Jordon Treatment Cent r
located in our community, has a staff of trained technical personnel. These people have
shown an interest in our problems and have indicated thut they would be willing to assist u .
