No. 907. ,. � Councilman Lindsey made a motion seconded by Councilman Judy that the tear down permit be is granted. Motion carried. MOVING PERMIT Robert Tuttle, garare, 121X201, Framo, From Lawrence & Polk to l8th & Holcomb. It was brought up by Councilman Hoglund that the moving permit had already been approved by himself Councilman Thomas & Councilman Siebenbaum and that the building had been moved. Councilman Hoglund made a motion seconded by Councilman Judy that the moving permit be granted. Motion Carried. City Attorney Abraham reminded the council that you cannot move a building with just liability insurance, the moving of buildings had to be done by a bonds mover. i; r ORDINANCE NO. 1456 AN ORDINANCE, OF THE CITY OF PORT TOWNSEND, WASHINGTON REGULATING THE LOCATION AND OCCUPANCY OF MOBILE HOMES ESTABLISHING LICENSES FOR MOBILE HOME PARKS AND PRO- VIDING FOR LICEINSE FEES THEREFORE, AND REPEALING ORDIN* ANCE NO. 1344. City Attorney Abraham mentioned that Ord. Nol 1456 was a result of a meeting that was hel at the call of Councilman Carter and was attended by substantialy all of the councilmen. Or no 1456 repeals ord. no. 1344 which is the existing so called trailer ordinance, it reinacts substantialy all of that ord. with some modifications, it explains the difference between mobile homes and travel trailers, a time limit of eight hours without a penality, A special permit will allow narking on private property for sleeping purposes only not to exceell two weeks, the permit to be purchased from the city clerk for one dollar., Trailers may not be connected to water or sower facilities. After some further discussion it was moved by Councilman Carter Geconded by Councilman Siebenbaum that the first reading be considered th seconded reading and the third reading be by title only. Motion carried. PASSAGE OF ORDINANCE NO. 1456 Ordinance no. 1456 was again read for the third time by title only and it was moved by Councilman Carter seconded by Councilman Hoglund that Ord. No. 1456 do now pass. Motion carried. It was suggested by Councilman Carter that an ordinance should be drawn up making it mandi tory for all trailers be regisbred. COMMUNICATIONS From Charles W. The friendliness of th, people of Port Townsend has greatly enchanted our dedication to duty and the cause of preps: edness. It is our intent to tie to the four inch line which ends at the fo of Moore Street and run it alongside the road designated as first avenue on original Ironda plat for a distance of about 1,800 feet to our mill. Out main purpose of water usage is for fire protection and sanitation. Under normal condit the daily usage of water would be negligible. From Washington State Pollution Control Commission - to -wit: July 3, 1964 Mayor Dennis Sullivan City of Port Townsend City Hall Port Townsend, Washington Dear Mayor Sullivan: 11 10 —1 L I • CLAIM To: Port Townsend City Council 1 Claimant: Morris Construction, Inc. 1521 South Grant Street Tacoma, iVashington (presently and for the last six months) Project: Olympic Gravity Water System Access Road Construction and 30" I.f). x 1/4" Steel Pipe Installation The contractor, during the progress of the work on the above -captioned project, excavated approximately 27,787 cubic yards of Type A roadway excavation and approximately 27, 837 cubic yards of 'type B roadway excavation. The afore- mentioned quantities were computed without benefit of cross -sections and are, therefore, subject to correction. The City of Port Townsend has indicated to the contractor that final )ayment will be made upon the pre -bid classification of material as Type A and Type B within the areas on the original plans, notwithstanding the type of material so- tually excavated. At the time of the pre -bid examination of the job site., Type A material was undo stood by all parties to, be common and Type P to be roc': excavation. The desigi tion of Type A and on the plans corresponded with the ri_az :vials observed and examined during said pre -bid examination. The respective 3c.seifications of material excavated during construction varied from quantities: idicated on the b proposal as follows: Type A decreased 32,o from 36, 710 cubic •arils :0 27, 787 cubic yards, and Type B increased 83"/o from 15, 217 cubic yarc. to --, 837 cubic yards. The following is a comparison between the classification shown on the original plans and the classification which we feel should be the basis for final payment. Two mentfromitho State Pollution spoke before the Council on the recent test of waters to local sewage outfalls, saying that the city of Port Townsend were not doing anything to correct the situation and it has reached the point whore the commission desires the city to retain a consulting engineer and develop a comprehensive plan and until the city does this they would be very very reluctant to approve any further plans for sewage extensions and connections. City Attorney Abraham pointed out to the two gentalmen that the city was going ahead with a program, tnere had been lengthy meetings, consulting engineers were now under consideration. Mayor Sullivan said that varous consulting engineers who have been in contact with the city would be invited to the next councils mooting with a view to ward action on the issue. Mayor Sullivan asked the City Clerk to read a letter that he had written to the departmen of institutions of the state of Washington. To Dr. Garett Heyns - to -wit: July 2n 1964 Dr. Garett Heyns, Director Department of Institutions State of Washington Olympia, Washington Dear Sir: The City of Port Townsend is contemplating an Urban Planning Program to develop a comprehe sive plan for the community. Planning consultants have been interviovled by the City Planning Commission and Council. A determination of the planning needs of the City has been made, an a three phase program to perform the studies has been tentatively worked out. Our Local funds to finance this program are rather limited: therefore, via have investigated the possibility of receiving an Urban Planning Grant through the Local Affairs Division of the State Department of Commerce and Economic Development. Funds are available from this source; however, they are matching funds, which must be matched by either local funds or se vices; The first phase of our program will require $4,425.00 as the local share. We have $2,500.00 available in cash; however, the City lacks sufficient employees qualified to provide the remainder in the form of services. These people have shown an interest in our problems and have indicated that they would be willing to assist u .
