WHERE T:E COUNTY HAD ADOPTED THE POLICY W11E11 A HOLIDAY FALLS ON Sat, then they would have
the preceding Friday off. County Comminioner Arey explained to the Mayor and council that
the state had made a law that when a holiday falls on a Sat they close on Friday, if it Sal s
on a Sunday they close on Monday. It was the opinion of the Council that the decision shou d
rest with the Mayor. Mayor Sullivan took no action.

As there was no further business to come before the council at this time it was moved by
Councilman Siobonbaum seconded by Counci.man Lindsey that the meeting do no adjourn. Motion

a The City Council of the City of Port Townsend met in regular session this 2nd day of
1964 at 7:30 pm in the council chambers of the city hall. Mayor Sullivan presiding.

Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham,
City Clerk Youngblood, Councilmen Thomas, Hoglund, Judy, Ruby, Siebenbaum, Lindsey and
Carter.
MINUTES OF THE IR EVIOUS SESSION
The minutes of the previous session were read in full and it was moved by Councilman
Lindsey seconded by Councilman Judy that the minutes be approved as read and that the Mayor
and City Clerk sign same. Motion carried.
CHANGE IN THE REGULAR ORDER OF BUSINESS
Mayor Sullivan informed the council that he would like to change the regular order of
business at this time so that three consulting engineers who were present could speak befor+
the council on the subject of pr611minary planning of sewage for the city of Port Townsend.
Councilman Lindsey made a motion seconded by Councilman Judy that the regular order of
business be dispensed with at this time to hear the three consulting engineers. Motion
carried.
Mr Robert -Best, Yr Mayo and Mr Roats each spoke before the council giving reasons why
their companies should receive the go ahead on a comprehensive preliminary engineering
study of a sewage system improvement program for the city of Port Townsend, after each had
spoken it was moved by Councilman Thomas seconded by Councilman Carter that a five minute
recess be taken by the council to discuss the situation. Motion carried.
RECONVENE AND ROLL CALL
After the five minute recess roll call was taken all councilman present. Councilman
Lindsey made a motion seconded by Councilman Hoglund that it was the opinion of the council
to shelf the problem until the state ran tests of the waters in August. Motion carried.

It was moved by Councilman Siebenbaum seconded by Councilman Hoglund that all bills and
claims be approved as read except the claim against the city AE Stroeder for 97.61, that
claim to be turned over to the insurance company, the bill for Beall Pipe & Tank corporatic
of 14,823.59 be held up until the claim againstthat company of 930.00 be cleared up, that
Beall Pipe & Tank corporation deposit a check with the city of Port Townsend for 930.00
before the rdlease of the 14,823.59 to Beall Pipe & Tank corporation. •{71th thous two except
all other bills and claims be approved and that the Mayor & City Clerk be authorized to dra
warrants upon the proper funds for payment of same. Motion carried.

17a the undersigned citizens of Port Townsend residing on T Street between Fir & Cherry
Streets and in that section of town further described as Pettygrove Park Addition, respect
a xY fully re..uest that a street light be installed and hooked up on one of the existing poles
located on the corner of Willow and T Streets or on the corner of Rose and T streets.
The reasons for a street light in this area are multiple and are not included herein, bu
will be provided if the council deems it necessary.

NEIV & OLD BUSINESS .
Councilman Carter said that he had had a request from the Park Board that the summer
+< school of Arts were going to be here this summer to put on a shakspearing play, they wanted
to use the park, to install a stage and that the people to be allowed to sit on the grass,
they would also like to charge admission to pay for the stage, and that brought up the ques -
1ion on whether admissions could be charged in a public park. City Attorney Abraham could
s not see hour they could charge admission in a public park, if there was a building there the
could be used then the building could be leased. Mie question was brought up why the old
'. band stand could not be used instead of building a stage. City Attorney Abraham said he
would be glad to give the park board legal advice if they would contact him. Councilman

,• ,+- ;�" Carter made a motion seconded by Councilman Ruby that the council give them a vote of
f, 1y'l` }�• confidence to use the park for such a function with the advice of seeking the opinion of
rf zl Y the city attorney as to the mechanics of financing. Motion carried.
„w Councilman Carter brought up the trailer situation and after considerable discussion the
Lisyor appointed councilman Carter to hold a special mooting of the council to see what caul
ruYE be done about mobile homes.
r Mayor Sullivan asked Police Matron Gladys Strader to speak before the council on the
1, v school she attended in Tacoma. Mrs Strader gave a very interesting talk on all phases of
`,..- the classes she attended on juveniles. She was commanded very highly by Mayor Sullivan and
City Attorney Abraham on the good work she was doing for the city of Port Townsend.
