Councilman Siobonbaum mentioned that many mobile homes are for superior in al:pearan-e to :ome pre-fab homes and old buildings moved into the city from elsewhere. .f. Attorney Abraham explained that a moratorium as suggested by Councilman Carter was not Dossible. :le sympathized with the pli.7ht in which many trailer owners have innocently Sound themselves and pointed out that the existing ordinance regarding trailers was law. Attorney Abraham suggested to the council that if they wanted to do anything at all along the line of what Councilmen Carter suggested that the best thing would be to repeal the trailer ord- inanco completely, and if you Brant to regulate trailers have another ordinance ready to pas on at the same time. After some further discussion, Mayor Sullivan asked the Council to study the subject thoroug ly and to e_,me up with somoth:ng by the next regular session. Councilman Siebonbaum questioned the letter from the State Pollution on no further approv of savior laterals or!oxtcnsiens until definite action is undertaken to provide treatment of savings bofore ontoring state waters, he also pointed out that in 1957 the city received a clean bill of honith from the state and felt that the state si:ould again check the waters to find out id the water was boing polluted. Iayor Sullivan called upon Mr Ron Mayo who representeu a Soattle engineering firm to speal one preliminary en_rincerin_r, survey for the city. Idnr Mayo spoke on a comprehensive prolimi - enginooring sttldyof a sewa^c system improvomont program, costs and ways to complato the program. h'.ayor Sullivan asked the council to study the proposal and see what they could cote up with. Councilman Carter made a motion seconded b= Council ­,an Siobenbaum that the seating arrang wont of the councilmen be moved back to their original position. Idotion carried. ::ayor Sullivan commended Councilman Judy for washing the City Hall windows. :.r Nalson spoke before the co.;ncil saying that he felt that the wages for the city employe were to lour, also informed the council that it was he who brought up the 20,000. dollar budg for the Library not Coincil:nan Ruby but felt that the budget of the Library was to low to get the t_-pe of books that were really needed, also the salary for the librarian was to low. Yx Deits gave facts and figures on other cities on salaries and also budgets. Mayor Sullivan presiding. ROLL CALL Offic_rs and members present were as follows: Mayor Sullivan, City Attorney Abraham, City Clerk Youngblood, Councilmen Thomas, Hoglund, Judy, Ruby, Siebenbaum, Lindsey and Carter. MIIUTES OF THE PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Hoglund seconded by Councilman Siebenbaum that the minutes be approved as read and that the Mayor and City Clerk sign same. Motion carried. BUILDING PER?,ZITS The following bu'lding permits were presented and acted upon as follows: James M. West, House, 2BIX2B', Pumice Stone, 9th & Holcomb, �1,000.00. Herb Swanson, Car Port, 12tX221, Frame, 626 Yadison, $200.00. Robert Sahlie, House, 241X401, Frame, Seaview Estates, $10,000.00. It was moved by Councilman Lindsey seconded by Councilman Thomas that the building permi be granted. Motion carried. Motion carried. i - t;za 1i z, NEV & OLD BUSINESS The City Clerk read a request for a stop sign at the corner of Monroe & Roosevelt the request was signed by twelve citzens. Mayor Sullivan referred the request to t.a Street and police committee. � M � ny1 e,71 petition that ter committee, referred to the o i Councilman Siebenbaum reported for the water c mmi tee, he P was given to the water committee last year and pointed out that the reason no action had j. been taken so far this year on the petition was that the committee felt that the most ! of important projects should come first, like the line in the Hadlock area, the hospital area which was a necessity, there was still around a mile of pipe yet to be put in at 'the Hadloc ' r,,,r„,t( l�;.'• area, those projects cost money and as soon as more money could be raised the North Beach r area would be taken care of. The City Clerk presented a map of the city of Port Townsend showing the two new precinct i. that had been added, explained to the council where the new boundary lines ran and also - k-•�.+� the population of the nine precincts, informed the council that if they were going to keep the ward system, then they would have to add another ward making a total of six or lover the ward system to three, he asked the council to eit::er pass or reject the redestricting and also to either abolish or add another ward or to lower the wards to three. Councilman Siebenbaum asked the City Attorney if the ward system was being abolished in other cities, he was informed thatg they were. I s ' Councilman Sibenbaum made a motion seconded by Councilman Hoglund to accept the redistri tting i se` 's of the city by the city clerk and to abolish the ward system. Co. agreed. I+iotion carried. , Mayor Sullivan brought up the subject of old carbodies, saying that the state patrol had informed him that no more cars could be im; minded without titles, trayor Sut_iv n yr iruormed oy the City attorney that cars could be impounded as long as they were on city 1•+,r�' ,ty2 'h 'E streets and not on private property. Councilman Lindsey brought up new sewers, saying that people had been asking him why couldnt the city put the sewers in and then charge them on their monthly statements. Liayor Sullivan informed Councilman Lindsey that he was chairman of the server committee and asked him to come up with an idea not only on the sewers but also a treatment plant. Councilman j Thomas said that the sewer problem si:ould be taken care of, but first there should be a vet of the council to accept preliminary engineering survey for the city that was put before th ;} city at the last council meeting the cost which was 3900.00. Councilman Thomas made a motio seconded by Councilman Ruby that a preliminary engineering survey be taken. Mayor Sullivan asked Mr Roots to stay after the council meeting so that a date could be set for a meeting before the next council r meeting. Mayor Sullivan reported on the ''Washington Cities Convention at Spokane, saying that the new president was the Mayor of Renton and the convention would be held in Tacoma next year. Mr MacIlroy of the Port Comminsion asked the councils permission to park two trailers on the job site that were office trailers for General Const. Co. one of the trailers would be the general office the other the engineers office. Attorney Abraham said that he had tom, looked into the request and in his opinion the council could grant the request for the zi=yf3. trailers were actually construction equipment not mobile homes. City Attorney Abraham explained to Lirs Nelson that the Library board `� `,�•;£ was part of the city as an animonymous unit, its members are appointed by the Mayor and "= confirmed by the council and its budget is made b;, the council, the city council has no i jurisdiction over the Library board it is an independent unit and the only time the council has anything to say of their activities is at budget time. `,?
