USDA Defense 'card - to -wit: May 1, 1964
Dear Friend:
Arrangements have been completed with Mr. George Purcell, Rural Civil Defense Specialist to
be in the county on the 18th of May. Mr. Purcell is with the State Agricultural Extension
Service. He will present slides on Rural Civil Defense and also has some aids for preparati
of County USDA operational _plans. This meeting will be held in the Court Room of the Federt
Building in Port Townsend. It will start at 1:30 P.I.I. and will adjourn at approximately
3:15 P.Id. 'lie have heard some very good comments on this presentation and hope that you
will be able to attend. The Mooting is open to the public and if you know of anyone that
would be interested bring them along.

The Sisters .of Charity of Providence, here and hereby petition the Honorable City Cow
to vacate the following described city streets:

City Attorney Abraham sug:,osted that a date be set on or after the first meeting in June
and it also should be referred to the street committee. Councilman Siebenbaum suggested
that a public hearing be held on the 16th of June.
CLAIM FOR DAMAGES
TO THE CITY OF PORT TO'iiNSEND
Port Townsend, Vfashington
CLAIM IS HEREBY MADE against you for damage caused to a water heater owned by me in my
promises nt Thomas Street and Sims Piay in Port Townsend, Washington; this damage was the
result of negligence by the City of Port Townsend ',Dater Department in that a sudden increa:
of water presure was caused or allowed, without notice or yarning of any kind, which causal
the joints, fitting and parts of said tank to be forced apart and broken, and to immediate
deteriorate in value and become worthless; said incidnt occurred on April 23, 1964, and
resulted in damage to my property in the sum of Eighty-oight Dollars and Eighty-two cents
($44.82), and I theroforo hereby make claim against you in the sum of 488.62.

City Attorney Abraham informed the council that the :.claim,:: was in proper form and was
ut to the council to accept or reject it. He stated that actunlly the council was in no
position to accept the claim because the city carries insurance for this sort of thing and
if the council should accept it would deprive our insurance company of the opportunity to
investigate and othorwrise protect themselves. So would recommend that as of a matter of di
of this claim and getting it to the 'nsurance company thut the council reject the claim
and the claim be referred to the Insurance company. Councilman Siobenbaum made a motion
seconded by Councilman Ruby that the City reject the claim. Motion carried.
INSURANCE BID
At this time the city clerk opened the bids on blanket liability & auto policy for the
city of Port Townsend for the year of 1964.
Farmers Insurance Group 62,035.90
Pacific Indemnity Group ,�2,258.06
It was moved by Councilman Carter seconded by Councilman Hoglund that the Low bid of
Farmers Insurance Group of $2,035.90 be accepted. Motion carried.
NES7 & OLD BUSINESS
Councilman Ruby Drought up that on Sept. 3 1963 a petition was brought before the counci
on water and fire hydrants needed at the north beach area and at that time the council said
there was no money available and that it a ould be hold over until this year. Councilman
Siebenbaum commented that there had been a hydrant or so put in that area, he said that he
also wantod to comment on councilman Rubys remarks that he had made at a special mooting in
his district, he mado the remark that they had low water prossure at north beach, that rema
was in error, the water pressure there is 120 lbs por square inch that there visa only one
other area that had more water pressure and that visa on water street whore the pressure was
124 lbs par square inch. Also the statement he made recommending a 20,000.00 flor the libra
budget. Councilman Siebenbaum said that that amount was impossible the city dosent have
that kind of money, that Councilman Ruby should check into the finances of the City.
'.iayor Sullivan recommended that each councilman should check the finances of the City
before making remarks to the public.
Councilmen Ruby said that the petition for more pressure and hydrants was not made up
by him, he had signed it, but the people in that area asked him to bring it up as a
represenative for them and as far as the library fund was concerned it was a discussion
th-..t visa brough up but not by him, but by one of the people that suggested it should be
brought out into the open so people would known.
Councilman Carter brought up the trailer situation, wonderod if the city visa guilty of
negligence in allowing trailer owners move in and hook up to water light & se'nor. Being
that the city is not zoned and you can build anything that you 'ant in the city of Port
Townsend, I would like to declare a moratorium on trailers until such zoning and planning
is completed, that is to any not allow trailers to go wild and come in, air Arey has already
