30 inches by 8 feet. It would not obstruct the view of traffic and would be removed on Apr
12, 1964.

it Ed & OLD BUSINESS
Councilman Hoglund informed the council of the peninsula glass application for a loading
zone, saying the 'he and Councilman Carter along with the Police chief had examined and
discussed the situation and it would be bery hard to deny the loading z(bne for he does have
problems of getting in or out and felt that the request to remove the meter and establish
a loading zone should be granted.
Councilman Carter asked if the city had ever adopted any curb way markings that would be
official such as a parking zone that visa just grantod. He was informed by the chief of
police that the white curb markings did not mean anything unless it had the proper signs
hosted. Councilman carter felt it would be only fair if the ones who wanted zones would
and should pay for the proper signs.
Mayor Sullivan announced and appointed the following committees for the year 1964.

It visa moved by Councilman Judy seconded by Councilman Hoglund that John Siebenbaum be
elected mayor pro -tom for the year 1964. Motion carried.
Mayor Sullivan informed the council that before the next election the city had to redes
and asked the City Clerk to explain. The City Clerk told the Council that ffihe state had
informed the city that before another election could be held in the city of 1port Townsend
the precincts would have to be cut, it was against the state low of have more than 300 in
any precinct, at the present time t.icre were seven precincts and five wards, there would
have to be added one more ward and five more precincts and that it would take time and mor.
After considerable discussion it was the opinion of the Cc ncil to bdd one ward and five
more precincts and that the city clerk go ahead with the i•edistribing.
ACCEPTANCE OF BIDS
Upon the return of the City Engineer and the Crown Z, Engineer from checking the low bid
City Engineer,B_,cker, informed the Council that on the Pipe Bid, Hydraulic Supply Ilfg. Co.
of Seattle was the low bidder in the amount of 112,518.01. The Low bid for the access roe
construction & installation of the pine that DelGuzzi, Inc. of Port Angeles was low with
the amount of 26,696.00 but it was an irregular bid. City Attorney Abraham explained to
the council of the irregularity of the DelGuzzie bid, saying that subsequent to the bid cc
clerk issued an addendum to the bit call w1iich provided that the bid would be subject o ar
alteration in sales tax computed on the bid and the effect of it would be that items one
two XiYdXXX three and four would not be subject to sales tax. The DelGuzzie bid did not
return the addendum prior to submitting the bid or with the bid and the addendum provided
that it must be returned and it had counpled with it a receipt or a form of receipt to she
that the addendum had been received, t..at is the only respect that the DelGuzzie bid is ne
xmt regular. The factor to be considered is whether or not that informality may be waived,
the informality may be waived for one reason, the nature of the addendum is such that in a
bid, it would reduce the amount of the bid, for the addendum provided the deduction in tax
There was one other t':3ng that should be told concerning the bid, on computing the sales t
it did not seem to match the amount bid with or without the addendum, there seemed to be a
little confusion on the DelGuzzie bid on the subject of sales tax.
Councilman Lindsey made a mot'on seconded by Councilman Hoglund that the low bid of
Hydraulic Supply t,,*Lfg. Co. of Seattle for the pipe and the low bid of Dolguzzi Inc. of Port
Angelses be on the access road cons' & installation of the pipe be accepted. Motion carrie
Councilman Siebenbaum made3d a motion seconded by Councilman Lindsey that the bid bonds
of the unsucces£ul bidders be returned. Motion carried.
City Attorney Abraham informed the council on the trailer Ordinance, saying the council
has been telling the people that it would be ok to park in the city if they hooked up to
water & sewer and garbage. That is not true and it is not true that a trailer can be put
a lot until a house is built. The trailor ordinance definitely states you may not Dark
or occupy a trailer in this city. They may stay in a trailer court in which they are two
In the city of port townsend. He also stated that if ever the trailer ordinance is ammende
at some time or oti:er he would like to see a specific time limit say a 24 hour limit.LXah
After considerable discussion of the trailer ordinance Supt. Arey asked the council if
was to hook up on anymore trailers, he was given the answer no by the city council.
