MINUTES OF THE REGULAR SESSION OF OCTOBER 1st 1963 CONTINUED City Attorney Abraham said that he had promised the water commitee that he would have an ordinance on the ' new LID and had every intentions of doing so but there was a formula involved for working the assesments and the method was quite complicated but hoped to have it at the next regular session. The City Clerk asked for permission of the building commNtee to have the lettering on the tree office doors in the City Hall done over. Permission was granted. Mayor Sullivan reminded the council that there would be a meeting the seventh of Oct for the final budget. Councilman Carter said that at the last council meeting a request had been granted to the police departmen in raising the Sneed limit to 35 mph on discovery road, west of Hendricks ave and on hastings avenue west of Sheridan avenue but a sign of 35 mph had been nut up along side the school, Supt. Arey said the sign would be taken down tomorrow. City Engineer Becker reported on the work progress of Morris construction company saying they were really moving along. ADJOURNMENT As there was no further business to come before the council at this time it was moved by Councilman Carter seconded by Co mellman Siebenbaum that the meeting do now adjourn. Mayor Sullivan Presiding. ROLL CALL Officers and nienbcrs present were as follows: Mayor Sullivan, City Attorney Abraham, City Clerk Youngblood, Councilmen, Judy, Hoglund, Steve, Siebenbaum, Lindsey, Cardier, Counci - man Rust absent. BUDGET SESSION :.Iyor Sullivan announced that the purpose of the meeting was for the consideration of the budget of the city of Port Townsend for 1964 as renuirod by statute and that no other busine would be considered at the meeting. CURRENT EXPENSE FUITD Under XkXffffXX)CCouncil Salaries 1t vies raised from 840.00 to 1,320.00. ITo changes under City Attorney, City Clerk, City Treasurer,City Engineer, Planning Commission, City Hall Building, ::Iiseellaneous Fund. Under Fire Department the item Firemen Vacation visa raised from 400.00 to 600.00, under Capital outlay Fire :lose was lowered from 600.00 to 200.00. Under Police Department under Patrolmen (4) Salaries vr;,ro lowered from 19,200.00 to 14,400.0 Police :.:ntron vies added under salaries I: wages for 2,400.00. Under Contractual services the item turn key service vies added for 300.00, under Material & Supplies, clothing allowance was lowered from BOO.00 to 500.00. LIBRARY FUND ITo changes under the Library Fund. It vies moved by Councilman Steve seconded by Councilm Siebenbaum that the Library Budget be adopted. LIotion carried. It was moved by Councilman Steve seconded by Councilman Siebenbaum that the Port Townsend GO Bonds 1955 Redemption Fund budget be adopted. LIotion carried. ARTERIAL HIGHI➢AY FUND No changes under the Arterial Highway Fund. It vies moved by Councilman Steve seconded by Councilman Siebenbaum that the Arterial Highway Fund budget be adopted. LIotion carried. PREPARATION OF ORDINANCES It Ives moved by Councilman Siebenbaum seconded by Councilman Carter that the City Attorne be instructed to draw up the necessary ordinances of the 1964 budget. Motion carried. ADJOURIJI.E- NT Consideration and adoption of the budget having been completed. It was moved by Councilm in Steve seconded by Councilman Judy that the meeting do now adjourn. Mayor Sullivan declared the 5th ward councilmans chair vacant due to failure of attending three concetitive meetings and also mentioned that 1,1r Rust had moved to another county. Mayor Sullivan recommended to the Council the name of Mr plilliam Ti Thomas who resided in the fifth ward to fill the unexpired term of councilman of the fifth ward. v?
