The City Council of the City of Port Townsend met in regular session this 3rd day of Sept
1963 at 7:30 pm in the Council Chambers of the City Hall. Mayor Sullivan presiding.

Roll Call
Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham, Cit;
Clerk Youngblood, Councilman Rust, Hoglund, Judy, Siebenbaum, Lindsey, Carter. Councilman
Stove arrived during the meeting.

The minutes of the previous session were road in full and it was moved by Councilman
Lindsy secondod by Councilman Siebenbawn that the minutes be approved as read and that the
Mayor and City Clark sign same. Motion carried.

Tear Down Permit
The following tear dorm per;:iit was presented and acted upon as follows:

It was moved by Councilman Hoglund seconded by Councilman Lindsey that the tear dorm
permit be granted. Motion enrriod.
RESOLUTION 63-4
A resolution transferring the sum of },303.00 from Parking Meter Supplies to Gusoline and
oils, end the sum of ',1139.00 from Parking Meter Supplies to Repairs and Supplies for Autos,
and the sum of Q161.00 from Board of Prisoners to supplies for Autos, in the Police Dara rtn

ADO;TION OF THE MMAYORS PRELIMINARY BUDGET FOR 1964
It was moved by Councilman Siebenbaum seconded by Councilman Judy that the Preliminary {�
Budget for 1964 be adobted. Motion carried. (.
COMMITTEE REPORTS
Councilman Siobenbatun reported for the water coimnittoo saying that the petitions that
had been sent in for extension of a 4" line at North Beach. In order to change X@DQDMdM
hydrants put in the 4" line and etc, it would have to wait until next year for at the Ir eson
time there visa no 4" pipe and the money wasnt available, but v.*ould be the first of the leer k
and also the other request for new lines would have to visit until the first of the year.
Councilman Judy reported on the City Hall sign - saying it visa not quite finished but I.
should be up in the near future.
Mayor Sullivan said he would like to have the Council go on record to have the old shacks
destroyed by the boat haven, saying they wore a health menane and an eye sore. After some
discussion County Comissionor Arey said that boirv7 county property it had been discussed
and would see that the shacks would be destroyed as soon ns possible.
Councilman Carter reported that Tir Was ;,layers had came to him about odor from the sewer
lino that ran by his place. Savior Supt. prey said that the line had just been flushed '•ut
would see Ifs Meyers again to sea if the flusHng had remedied the situation.
Mayor Sullivan again brought up the subject of old cars, after considerable discussion
City Attorney Abraham said he would get XXERX together with the Chief of Police and see if
an ordinance of some kind could be made to take care of the situation.
Mayor Sullivan brought up the subject of boobee guns, Chief Pheg:ey said there visa no
ordinance concerning booboo guns, the only way at the present was to catch the kids in actio
thne proper steps could be taken.
Mayor Sullivan asked the council to take a look at the police report that the Chief of
police had mado out and asked if there were any questions concerning the report, a few quest one
were asked and emplained by the chief of police.

Councilman Siebenbawn seconded by Councilmen Lindsey that the meeting do now adjourn. Motion

The City Council of the City of Port Townsend met in regular session this 17th day of Sep
1963 at 7:30 pm in the Council Chambers of the City Ball. Mayor Sullivan presiding.

ROLL CALL
Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham, Cit
Clark Youngblood, Councilmen Hoglund, Judy, Steve, Siobenbaum, Lindsey, Carter. Councilman
Rust absent.
MINUTES OF THE PREVIOUS SESSION
The minutes of the previous session were road in full and it was moved by Councilman
Lindsey seconded by Councilman Juldy that the minutes be approved as road and that the Mayor
and City Clark sign same. Motion carried.
BUILDING PERMITS
The following building permits were Ir osentod and acted upon as follows:

It was moved by.Councilman Lindsey seconded by Councilman Noglund that the building pormi

be granted. Upon the question, Councilman Steve said that he had HaR a complains: from a '
neighbor on the Iron Lake permit, said he chocked, found that the building visa going up and
could find nothing wrong except that the building permit had not'}rot boon passed b•,, the
council. After some discussion, Cit;r Attorney Abraham quoted the building permit ordinance
saying the ordinance spys to make out an applicaion, pay the dollar to the city thon you
receive a building permit, it must be passed by the council but ',there isnt anyway the counci
can deny tl:e permit, wo dent have any other ordinance that soya you riust conform to this and
that, so the council has no grounds to deny anyonos permit so didnt sea that it was a great
problem that people start building before the council acts as long as anyone bus made an
anplication for a bu lding pormit. Mayor Sullivan called for a vote on the permits. Tdotion
visa carried.
