The City Council of the City of Port Townsend met in regular session this 20th day of August 1963 at 7:30 p.m. in the Council Chambers of the city hall. Mayor Sullivan presiding. ROLL CALL. Officers and members present were as follows: Mayor Sullivan, Deputy City Clerk Norwood, Councilmen, Rust, Judy, Sicbenbaum,XXX .Carter and Steve. Councilman Lindsey arrived during the reading of the minutes. MINUTES OF THE PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Siebenbaum seconded by Councilman Judy that the minutes be apnroved as read and the Mayor & City Clerk sign same. Motion carried. BUILDING PERMITS The following building permits were presented and acted upon as follows: Joel 3. Thrasher, Patio, 71xl2', frame, 7th @ PePherson, 140.00. J. F. Hawkins, Storage Shed, 201x201, frame, Thomas & Hastings, $50.00. Edna M. Avery, 3 story lift, frame, 508 Lincoln, $300:00. Lawrence Short, 261x52' house, 121x241 carport, frame, Block 133-Fillmore St., $5,000.00. E. V. Sullivan, addition to shop, 121xl6t, frame, 21st & Haines Sts., $150.00. Mrs. A. J. Westall, renew siding on house, shake, 22nd & Sheridan, $900.00. J. E. Bloomingdale, natic, 141x16', frame, 1527 Van Ness, no cost. Robert Stenning, garage, 241x3249 frame, 221 F. Street, $1,000.00. TEAR DO1R7 PERMIT Robert Stenning, garage, 221 F. Street, to abide by Ord. No. 907. It was moved by Councilman Steve seconded by Councilman Lindsey, that the building nermits and tear down Permit be granted. Motion carried. RESOLUTION No. 63-3 A RESOLUTION OF THE CITY OF P.^,RT TO'-XNSEND PROVIDING FOR THE ESTABLISHM'NT OF A LOCAL IMPROVEMENT TO PE PAID FOR IN --.ifOLE BY LEVY A'7D COLLECTION OF ASSESSMENT, SETTING FORTH THE DESCRIPTION OF PROPERTY WITHI9 THE PROPOSED L•iPROVEIE9T DI3111ICT AND THE TE'RaIfOR1AL EXTENT OF THE IMPROVEMENT, DESCRIBING THE ROUTES OF THE 'WATER SYSTEM TO BE CONSTRUCTED AS THE LOCAL IMP;0VE-0ENT, SETTING FORTH THE COST THEREOF, AND PRIDING FOR NOTIFICATION TO THE PUBLIC AID 'rO THE PROPERTY Oa'NERS IN THE LOCAL IMPRO✓EMENT DISTRICT, ALI. PURSUANT TO THE APPROPRIATE STATUTE. l:aFHEAS, the City Council has previously by resolution directed the City Engineer and City Water Denartment to nrenare a report concerning the cost and territorial limits of a proposed local improvement district on Grant Street, extending Southerly from Third Street to a point narallel to the South line of Tax 12, Section 10, Township 30 North, Range 1 West, 'Willamette Meridian, all lying and being within the Territorial Limits of the City of Port Townsend, Washington, and WHEREAS the said City Engineer and City :dater Sunerintendent have now nade and completed a renort to the City Council nursuant to the previous Resolution, and UNERFAS, it annears that the installation and construction of the local improvement, consisting of a water rain and anprooriate taps is feasible, now, therefore, BE IT itESOLVED: Section 1. That the City Council of the City of Port Townsend shall consider the adoption of an Ordinance for the pur-ose of establishing a local improvement district, to be naid for in whole by levy and collection of assessnents, which local imnrovement shall consist of a waterline installed in and constructed in Grant Street lying between the Southerly boundary of Third Street and extending down said Grant Street to a noint lying on the extended South line of Tax Lot No. 12, Section 10, 'Township 30 North, Range 1 West, :dillamette Meridian, all lying and being within the territorial limits of the City of Port Townsend, Washington Section 2. The City Council of the City of Port Townsend hereby declares its intention to order the improvement set forth in Section 1 hereof. Section 1. The cost of said local improvement is estimated to be the sum of $1,200.00. Section 4. A public hearing shall be held, nursuant to RCW 35.43.140, at the City Council chambers in City hall, Port Townsend, Washington, at 7:30 P.V*-, on September 17, 1963, at which time and place all interes Persons may appear and object thereto. Section 5. This Resolution shall be nublished in two (2) consecutive issues of the Port Townsend Leader, Port Townsend, :Ja shinton, first publication to be made on August 29, 1963, and said publication shall constitute notice to the public and to all interested nersons of the public hearing aforesaid. Mayor Sullivan referred the Petition to the Water Committee. . COi4MITTEE REPORTS Councilman Judy reported on lights for Grant, Sherman and Hendricks Streets on 14th Street. lie said he had checked with the City Clerk on funds and with Mr. Copps of P.S.P. & L. and as a result of his findings made a motion that one light be installed on each street. After some discussion by the Council, Councilman ® Judy amended his motion to nut up only one light on Sherman Street. Councilman Steve seconded the motion. Motion carried.. NSW AND OLD BUSINESS Councilman Steve made a motion that no U turns be allowed on the intersections of Water & Taylor Streets and Water & Tyler Streets. Councilman Carter seconded the motion. M,,tion carried. COUNCILMAN Steve brought up the subject of whether or not the city wants the lots next to the fire hall. After some discussion it was decided to refer this to the Buildings & Misc. committee for further study. Councilman Lindsey brought up the fact that the following streets were very hazardous; Cherry and F. Sts. due to trees blocking the view and Monroe & Roosevelt Sts. due to Laurel blocking the view. He recommended that the city street department cut down the trees and laurel. Councilman Judy reported that the sign for the City Hall building was almost completed and would be nut un very soon. Mayor Sullivan reported that the City Treasurer volunteered to be resnonsi.ble for raising and lowering the flag over city hall on week days, and the Police will take care of it on weekends. Mayor Sullivan asked that some consideration be given to the idea of providing the City Prisoners with white coveralls with "City of Port Townsend" printed on the back so that when the prisoners are working for the city everyone will be aware that they are prisoners. ADJOURNMENT As there was no further business to come before the Council at this time it was moved by Councilman Carter seconded by Councilman Siebenbaum that the meeting do now adjourn.
