The City Council of the City of Port Townsend met in regular session this 6th day of August 1963 at 7:30'
pm in the council chambers of the city hall. Mayor Sullivan presiding.
ROLL CALL
Officers and members present were as follows: Mayor Sullivan, pity Attonry Abraham, City Clerk Youngblood,
Councilmen, Rust, Hoglund, Judy, Siebenbaum, Lindsey, Carter, Councilman Steve arrived during the reading of t
bids.
MINUTES OF THE PREVI11S SESSION
It was moved by Councilman Siebenbaum seconded by Councilman Hoglund that the minutes be dispensed with at
this time IMAXI9 and that the bids on pipe and trenching be opened at this time. Motion carried.

Upon recovening and Roll call it was moved by Councilman Siebenbaum seconded by Councilman Steve that the
of Beall Pipe & Tank Corp. From Portlind be accented for the pipo, and that the Morris Const. Inc. of
oma be awarded the bid for trenching, and that bid bonds be returned to the un successful biders. Motion
ried.

PETITION

The undersigned, property owners in the area involved, hereby respectfully petition for the installation of
a City :Dater Line on 14th Street extending from Sheridan Avenue seven blocks easterly in the said 14th Street.

Mayor Sullivan mentioned that Mr. :+'hitnack needed more water at his place and asked Mr. W'hitnack to speak.
Mr. tdhitnack said that they were not getting enough water for there were six services running off XY.XXIf inch
line. 'Water Supb Arey said he would be glad to put the new lines in if the council could find a way to
furnish the money and material. tie also asked permission of the council 01F to install twelve new taps in
the outlying areas, that he could only install them where they were needed. After some discussion on tans
XXXEBXKKIIMXXXSX§RXX that were already installed and not being used. Councilman Steve made a motion that the
Ordinance be ammended to read that there would be a minimum fee Of three dollars for each tap that is metered
outside the city limits with a minimum usage of 5000 gal of water. The motion died for a lack of second.
Councilman Siebenbaum said at a meeting of the water committee, it was discussed adding ten or more tans.
He said that the water Supt. had brough up that peonle had been getting tans and when were not using the water
they were just nutting them in for speculation, the committee decided that unless they had a bonefied huildinJ
permit for a house or there was a house on the property, then they wwould be the ones to receive a tan, there
would be no more hookups unless there Gas such a permit or a ho'ise. Councilman Siebenbaum said the water

abraham said that the project was in the process of being set on by the local improvement district and as far
as the procedure, it should be completed with;ng six weeks, then the council will have to pass an ordinance
to make the f-inds available. Councilman Siebenbaum said he would like to remind the people who have requested
the new lines that this was something brand new , and at the present time the money was not available, but as
as fast as it was the projects would be completed but it was going to take time.
Engineer Becker reported on the city well and read a letter from the health department, saying to be very
carefull in useing the patented filters aid not to use the water tintless it was absolutely necessary for it wo
a very costly colored headache.
Councilman Carter said that at the last council meeting he had asked again for a hearing on the private
insurance as to retirement, he said that he had vet with the parties again and asked then, are you sure that a
third class city could accept, and through a couple of phone calls found out the only recourse was state and
state wide and of the two statewide was the only choice.
Mayor Sullivan said that there should be some kind of a sign to let tourists know where the City Hall was, any

at all times and called for volunteers, Councilman Judy volunteered for the month of July.
