For the reasons aforementioned and under the legal authority quoted, I am now authorized

to submit this letter as a petition to the City Council of the City of Port Townsend, to

relieve Port Townsend lost No. 26, American Legion, Department of 1Va.-h ington, of the
obligation to pay further charges for water, sewor sevice and garbage removal, effective as
of July 1, 1963.

Councilman Lindsey said that a veteran going into the legion had to pay just a much for
a drink as any place else and thought the the legion should pay as any other organization.

Councilman Steve that the request of the legion be granted, seconded by councilman Judy.
Councilman Carter made a motion to ammendKd the motion that a time limit of one year be
added. Seconded by Councilman Hoglund. Mayor Sullivan called for a vote on the ammendment,

motion carried. Mayor Sullivan called for a vote on the orginul motion. Motion carried.
R SOLUTION NO. 63-1
A Resolution of the City of Port Townsend City
Council recommending installation of a water line in
Grant Street between let & 3rd streets in said city
and referring the matter to the City Engineer and
water superintendent for study and report.
BE IT RESOLVED by the City Council of the City of Port Townsend, in regular session
assembled:
Section 1. It is here and hereny recommended that a water distribution line be installed
in Grant Street, between lot and 3rd Streets in the City of Port Townsend, the cost of same
to be met by assessment levied on benefitted property in the manner provided by law.

Section 2. The City Engineer and water Superintendent are here and hereby directed

prepare a study if the aforesaid project, and to report to the council the results of sai
study, wcich report shall c ntain an accurate description of the p ipe line location, an

accurate description of the property benefitted and the ownership thereof, and an extimate
of total cost to said project.

City Attorney Abraham said that this is the first stop of setting up a local improve-
ment by the assessment method, that it was a first statuatory requirement, and if the reso-a
lotion passed The we ,-o through the formality of getting the engineers report back, then a
public hearing would be necessary, and to notify each owner whoes property would be levied,
after the public hearing and ordinance would be prepared setting up t:,is local improvement

district, and the assessemdbnts. Councilman Steve asked the City Attorney that in the event

that property owners assessed failed to pay through not paying taxes, when and how would the
city be reembursed. He was informed that the assessments v:ould go agains the property in the
isume manner as taxes, if the property was sold the city would evntually receive the m oney.
City Attonney Abrham said that it would be a good idea to set up a revolving fund in the

comming budget b_* the water department.
It was moved by Councilman Hoglund seconded by Councilman Siebenbaum that the Resolution
be adopted. ldotion carried.

Councilman Siebenbaum that the City Treasure invest the arterial Highway fund monies.

As there visa no further business to come before the Council at this time it was moved by
Councilman Steve seconded by Councilman Siebenbaum that the meeting do now adjourn. Motion

The City Council of the City of Port Townsend met in regular session this 16th day of July 1963 at 7:30 on
in the council chambers of the City Hall. Mayor Sullivan presiding.
ROLL CALL
Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham, City Clerk Youngblood,
Councilmen Rust, Hoglund, Judy, Siebenbaum, Lindsey, Carter. Councilman Steve arri••ed during the reading of
the minutes.
MIKUTFS OF THE PREVIOUS SESSION
The minutes of the previous session were read in full and it was moved by Councilman Lindsey seconded by
Councilman Siebenbaum that the minutes be approved as read and the Mayor ,, City Clerk sign same. Motion carried
BUILDINr, PERMITS
The following building permits were presented and acted upon as follows:
John W. Woodworth, House, 1500 sq ft. Frame, Lot 19 Seaview Estates, $5,000.00, Passed by Health Dept.
Robert Sahli, House, 2B'X281, Frame, Thomas & Cook Ave. HA $8,000.00, Passed by Health Dent.
Prentiss Bishop, Aodition to house, 91X511 Frame, Root & Madison, $200.00.
Andrew Austin, Woodshed, 1B'X181, Frame, 13th & Cleveland, $200.00.
Floyd Imisulund, addition to home, 10'X121, Frame, 30th & Sheridan, $500.00.
It was moved by Councilman Judy seconded by Councilman Rust that the building permits be granted. Motion
carried.
TEAR DOWN PERMIT

It was moved by Councilman Lindsey seconded by Councilman Hoglund, that the tear down permit be granted.

FEW & OLD BUSINESS
Councilman Steve said that he had been anproched by a gentleman to see if the city world like to have the
two lots along side the firehall, he was asking 6500. but wanted the council to offer a price. After some
discussion on price ranges from 2700. to 3500. it was moved by Councilman Stvve seconded by Councilman Judy
that a letter be written offering 3000.00. City Attorney Abraham said that in the language of the law if you

wrote a letter and the man accented you had or world have two lots on your hands. Councilman Steve withdrew
his motion councilman Judy withdrew his second. Councilman Lindsey said that he thought 2000. would be a fair
price for you could buy all kinds of lots in the city for a 1000. Councilman Steve made a motion that he be
offered 1000. for the two lots, there was no second to his motion. Mayor Sullivan referred the matter to the
.chairman of the finance committee and to the chairman of the building committee, asking them to investigate the
matter and to have a report at the next council meeting.
Councilman Linsey suggested that the clerk add another $5000. in matching funds to the arterial highway
fund in the budget for 1964.
The City Clerk asked the Mayor & Council for a price on meters to nut in the 19&4 budget, after some discuss.
the mayor said that he Would have the correct figure by next week.
Mayor Sullivan reported on the City Well, saying that he had talked with Mr. Becker and that he hadbeen
trying to get a man to see about the treatment of the water and should be here Friday and would have more
information of the testing of the water at the next council meeting.
Ma or Sullivan said that he had been getting calls on magazine salesmen selling and calling neonle on the
.phone, and also people selling lawn furniture from house to house. After some discussion, City Attorney Abrhh:
s-id the the green river ord should be examined by the police 5 license committee and himself and some consider
Lion given to trying in making an enforceable ord out of the green river ord, it has been on the books for a
long time, it was HdeAAtjtdfjSltAS;a:3C unconstitutional and also we •••ere loseing revenue. Mayor Sullivan asked the
Police & License Committee to meet with the City Attorney on revise the ord.
City Attorney made an anno!nncement to the Mayor & Council that he Would be on the 20th of August, the City
Clerk said that he would be absent on '.he same date.
Councilman Carter brought up the subject of Civilian Defense, after some discussion it was suggested that
1200. be nut in the preliminary budget.
Councilman Carter said that he had heard from the statewide man on city retirement since he had been on the
council three different times. He said that he had talked to an insurance broker that handled allhis insurance
that the insurance man had attended the employees hearing on retirement and had since prepared some figures
which he tanks can greatly improve over what we heard from statewide and would like to be heard. Councilman
Carter said he felt that if you took'snmething out of the hands of the State and nut it in private enterprise
that it was all for the better. After some discussion it was moved by Councilman Carter seconded by Councilmen
Hoglund that the insurance Tan be heard on the 6th of August. Motion carried.
Mr Cotton spoke before the Conncil on filtering and cost of the city well. Mayor Sullivan asked the ':'.,ter
