it is going to install the improvements in a named area and sets out the limits and the type
of improvements to be made. Notices are given by publication and by direct mail to abutting
property owners, a hearing will be had on the particular improvement at a given time and plac .
After the hearing the improvement then will be nut in and the assessments wi:l be levied thr
the usual tax procedures. The Assessments and improvements must be authorized by Ordinance.
Councilman Steve brought out that before the water line could be put in, the crater depart n
first must have enought money to buy the material, for any proposed project.

suggested by the Mayor that she contact the water committee.
Mr Ted Drake of ti:o park board, introduced Mr. Roberts the newely appointed park cartaker
to the Llayor & City `'ouncil.
Mr. Robert Grimm chairman of the chamber of commerces civic affairs committee HiidXTiX spoke
before the council asking for extended opening hours at the city dump, saying some local
residents are unable to utilize the facility before closing time and asked it it was necessa
to lock the demo in the absence of the caretaker, Mr Carl Mullen, caretaker of the dump said
he had tested this possibility on lunch hour, lie said he returned to find the lock pried off
the shed, where the bulldozer was, wires had been switched, fuel drained and replaced with
diesel oil. Ile suid that if there wasnt regular hours for the dump, then it would be imposs 7

Mayor Sullivan asked Councilman Rust to meet with the Library Board once a month, Council
Carter to meet with the Park Board once a month, Councilman Judy the fire & Light committee
once a month, Councilman Lindsey the street committee once a month, Councilman Hoglund to mee
with the Epmmolice & Licence committee once a month and Councilman Siebsnbaum to meet with the
ater Coittee once a month. Mayor Sullivan said that at the state convention the different
mayors lied told him they used the same procedure and that it really paid off and asked each
to have a report from the meetinGs.
Llayor Sullivan brought the meter proplem up to the Counil on whether it should be continue
lin putting them in or no, after considerable discussion it was the 6pinion of the Colincil
to continue the project for the ninety day that was originaly proposed.
Councilman Steve brought out that something had to be done with the street where the meter

ADJOURNMENT
As there was no further business to come before the council at this time it was moved by
ouncilman Steve seconded by Councilman Hoglund that the meeting do now adjourn. Motion

Gentlemen:
As each of you is undoubtedly aware the local post of the American Legion is confronted with
a serious financial problem which materially affects the maintenance of its home at the corn
of water and Llontroe Streets. The undersigned has been appointed as chairman of a select
committee to investigate the internal affairs of the post and make recommendations with the
objective of successfully resolving the issure, not only for the best interests of the post,
but for the common good and community welfare. 1 need not point out to you gentlemen that
the Legion owns and offers to the public an incomparable facility. l"Je want to maintain it a
such, and I am confident every citizen joins in commendation of our efforts. The commitee
intends to propose positive reductions in operating expenditures; cut all monetary corners
where possible and plug every fiscal leek. Mr. W. J. Daly, one of the members of the select
committee, calls our attention to existing state law, which he states he authored and with
the aid of the late ex -Mayor Harry E. Anderson, lobbied through the 1945 Legislature. The
now pa rtinent statute, which is RCW 73.04.070, provides:
"Counties, cities and other political sub -divisions of the state of Washington are
authorized to furnish free of charge a building, office an/or meeting hall for the use o
several nationally recognized veterans' organizations and their auxiliaries, subject to
the direction of the committee or person in charge of such building, office and/or
