there was a need for one street light but at this time there were no funds available and II

Councilman Siebenbaum asked for i nformati)n on the now meters that wem being installed,
saying that he had been asked questions that he was unable to answer. Councilman Carter said

concrete, new motors being installed, he had seen no contract. After a lengthy discussion
Myor Sullivan explained that the inefficient state of the old meters, loss of revenue and at ,
it had been discussed in committee that the now motors be installed on a 90 day trial basis
and if they did not prove out that the old meters would be reinstalled with out cost to the
city. Councilman Steve said that Mr Obrien should be here at the next meeting with facts
and figures on the turn in of the old meters and what the exact cost be to the City.
Councilman Carter said that he had been approchdd on poison hemlock that was growing in
the cityxmf saying that he had called ;,Ir Aroy and was told that where the complaint had came
from the poison hemlock had been taken care of. Engeneer Becker svid that the coundy had
a mechanical sprayer that the city could use if needed.
Mayor Sullivan brought up the arterial highway fund, Engineer Becker said that by the tim
of the next construction season there should be around fio thousand dollars in the fund and
that the finance committee should look for matching funds and to make •a study for a good
contract could be gotten for that amount of money.
Yayor Sullivan asked fire chief Jones on the condition of the LaFrance Fire truck that
had conked out on the way to a fire. Fire Chief Jones said that a bearing had went out in
on of the connecting rods and after tearing down the motor found that all the bearings were
worn guite badly. !-.a said that the department could not afford to have the fire truck laid
up to long and the cost to put the truck back in good condition would be around $664.00
without labor, It would not require an emergency ord for enough money was in the Ir esent
fund to take care of she emergency and eked the council for permission to have the fin
truck fixed. It was moved by Councilman Carter seconded by Councilman Hoglund that the
fire chiefs request no granted. Motion carried.
VKror Sullivan asked the park board about the replacement or hireing of a new caretaker,
!�r Draw said that sev ral applications had been received but no action had been taken as
of this date but thought an appointment would be made in the near future. He also asked the
Council to reconsider in taking out the stumps in the park, saying that a lot of work could
be accomplished with their removal, that the cost w.0 ld be 200.00. I,lTjor Sullivan told the
Council that ;tr arey said he would remove the stumps from the park if the park department
could get some one to pull tnem. After some discussion it was moved by Councilman Steve
seconded by Councilman Carter that the park 8epartment be authorized to remove the stumps
and later on if need be pass an emergency ord. for the project. Motion carried.

As there visa no% further business to come before the council at this time it was moved by
Councilman Carter seconded by Councilman Siebenbaum that the meeting do now adjourn. Motion
carried.

Post Townsend, Washington
The City Council of the City of Port Townsend met in regular session this 18th day of June
1963 at 7:30 pm in to council chambers of the city hall. Mayor Sullivan presiding.
ROLL CALL
Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham, City
Olark Youngblood, Councilmen Carter, Steve, Judy, Hoglund. Councilmen Lindsey, Seibenbaum,
Rust absent.
'dI .AU'TES OF TIE PREVIOUS SESSION
T'.:e minutes of the previous session were read in full and it was moved by Councilman Steve
seconded by Councilman Judy that the minutes be approved as read and that the Mayor & City
'clerk sign same. Motion carried.
BUILDING PERMITS
The following building permits were presented and acted upon as follows:
C. Sr. Mann, addit on to house, 121X141, rrame, 18th & Gise, $200.00.
Frank Symonds, Carport, 221X242, Frame, 933 Tyler, $250.00.
It was moved by Councilman Steve seconded by Councilman Hoglund that the building permits
be granted. Motion carried.

It was moved by Councilman Hoglund seconded by Councilman Judy that the moving permit be

This confirms my resignation as Chairman and member of the City Planning Commission effective
at once as announced at last nights meeting of the Commission at which you were present.
When I retired from business life I had certain retirement plans in mind. But as this
particular stage of retirement I feel that I cannot satisfactorily do both simoultaneously
and after all, retirement is my life. Admittedly, certain factors did influence my decision

However, suffice it to say, that for,personal reasons, I find it advisable to relinquish the
appointment as member of the City Planning Commission. If I can be of assistance in breakii

Liayor Sullivan commented that the reason Mr O'Biron was not present was because he was in
Winslow discussing meters that the city council were planning installing in the torn of Wins
ow.
The City Clerk read a report from the State Dela rtment of Health concerning testing of a
samplefrom the citys well in the chimacum area.
Councilman Carter asked what iron content would be acceptable in the water. Supt. Arey
said that there were seven materials present from 4 to 14b times that would not be
accepted by the health department, the water would have to be treated.
Mr Gordon Papritz and .,r. .$n 'b/illiams of the Tri-City area spoke on lack of adequate Ovate

at the Ir esent time. Supt Arey explained that they would have plenty of water after the
completion of the new line that was being installed, that the line a.ould be comrleted this
month.
Lr. Harry Cotton addressed the council, pointing to the citys investment in water service
outside the city 3imits, and asked if the city would prefer to drop or expand what appeared
to ce a sound business. After considerable discussion on the aspects of a reservoir, PUD,
etc, no actsan was taken by the Council.
City Attorney Abraham said ti:at he had a report on water which councilman Siebenbaum
chairman of the water committee had asked him to have ready for this meething. It had to do
