HomeMy WebLinkAbout00233 minutes of the last previous sessio■ From Shannon's Florist, May 21, 1963 To -wit: City Council Oity Hall Port Townsend, Washington Gentlemen: For a number of years I have attempted to obtain a loading zone adjacent to my place of business at 901 Water Street. I would prefer that such a zone be located on Tayor Street along side of my store. I understand that the Police Department may extablish such a zone without action by the Council. The Police Department informs me, however, that they will not extablish the zone unless the council extablished it by order. I hereby request that a loading zone be extablished 13or my place of business, and that the City Council take the necessary action to this end. I will cooperate with a Committee from the Council or any Councilman who may be interested. Very truly yours, Keith P. Shannon Mayor Sullivan said that it was not up to the Council to give loading zones �t was up to him but would like to have the Councils opinion. After considerable discussion it was the opinion of the Council that a loading zone should be had by Mr. Shannon. ORDINANCE NO. 1441 Ordinance No. 1441 which is duly incorporated in the minutes of the last previous sessio was again presented for passage or rejection. After some discussion it was moved by Council Lindsey seconded by Councilman Rust that the first reading be considered the seconded readin and the third reading be by title only. Motion carried. Third reading & Passage of Ord. No. 1441 Ordinance No. 1441 was again read by title only ind it was moved by Councilman Steve seco by Councilman Siebenbaum that Ord. No. 1441 do now pass. Motion carried. NEW & OLD BUSINMS Consideration of the two low bids on the water pipe of the Hadlock area waterline replace project that were held over for study from the last regular council meeting was again brough up. Jack Fields reported on behalf of Vlater Supt Arey, that the Manville couplings were not adaptable to the Rathke companys Pipe and also pod53ftted out that the city had on hand around ,11,000.00 worth of these fittings. After considerable discussion on the Part of Rathke Co. representative and the Johns Manville Co. representative it was the opinion of the Council to accept the higher bid of Johns Manville co of $6,731.82 over the Japanese pipe of Rathke & Co. of ,,,.5,607.68. It wars moved by Councilman Siebenbaum seconded by Couhcilman Judy that the bid of Johns Manville be accepted. Upon the question it was suggested by Councilman Lindsey that in the future American manf acture be specified in the bid calls. Councilman Steve said that he was going to vote no for one reason, saying that he has been labeled as a scavanger and a liberal with the money and also because the bid was 4;1.100.00 higher than the low bid. Upon roll call vote motion was carried. Councilman Siebenbaum reported that Mr. Thomas was in to seela.m on why his chdck of 35.00 was returned for the application for a water tap in the hadlock area, saving that he told him if there was as much water saved due to the new pipe %Dam as last time then there could be possibly new taps added and if so his name would be remembered. Mayor Sullivan said that the pipe for the meters had arrived, and also asked the Council to revied the loading zones to see if there could be a possible charge for each zone. Lir Mcilroy of the Port Commission asked the Councils eplbnion of the filling of the lagoon after some discussion and the opinions of each council member it was felt that if an alterna spot could be found for the fill dirt it would be advisable. ADJOURNMENT As there was no further business to come before the council at this time it was moved by Councilman Steve seconded by Councilman Siebenbaum that the meeting do now adjourn. Motion carried. I reported the break in at L1 a.m., together with a sketchy fact of what was stolen. One item was t:je keys to my buildin ! y Phe fact that the intruder had these keys was a worry to me as he could reenter at will. iowever, your chit of police not only found the intruders, but returned my keys at 12:45 a.m. o >f the next day. Together with concise explaination of how the entry secured and assurance )f the return of all property stolen.. As a property owner and business man in the area, it '. If people wanted water the city vould lay the pipe and the people would be taxed 1'a' the laying of the water line. He said there would be more information at an early date. ..
