May 3, 1963 to -wit: Honorable Mayor and City Council City of Fort Townsend Gentlemen: Application is hereby made for a water tap to my premises at Hadlock, Washington, in section 2, township 28 north, range 1 west, which is near to the residences of one Putas and Staffney. The tan fee as set forth in your pertin::nt ordinance in the amount of $35.0 accompanies this application. If additional costs need be incurred by the City, they will be promptly paid. From l:r & '.--a Laoine Leavitt & Mary Cooper, May 6 1963 to -wit: Dear Ci Juncilmen: This letter is concerning the condition of our water system out here, Sand and gravel comes through the pipes into the automatic washer making it difficult to use; into the tank in the bathroom, and through the faucets. Also the pressure is low in some of the faucets. We have been getting drinking water from Glen Cove. Another thing, the water heater could become damaged. Paddock May 3, 1963 to -wit: Mayor and City Council Fort Townsend, 'Washington i Dear Sirs: ;:`y husband and I wish to protest any filling of the Lagoon. The primary reason is because we are just completing a home we have looked forward to having for years that overlooks the Sound and the Lagoon. One reason we placed the house on the part of the lots that we did is because we enjoy seeinE the lights of the town reflected in the waters of the Lagoon at nig If we had t_,ought that it would be destroyed we would have moved it over. We feel that we h a beautiful view, one that is outstanding. he could have purchased and built in other spots that only looked out over the water but we 15ked the view of the town. Yours truly, Alan E Dodge Commander, American Legion j Fort Townsend, Washington From Board of Jefferson County Commissioners, May 6, 1963 to -wit: ® Honorable Mayor Dennis Sullivan and Members of the City Council: Gentlemen: The members of the Board of County Commissioners made an inspection of the Gargabe dump ' this date, and the decision was made to let the City and County take car bodies out these for storage. Mr. Carl Mullen will take care of them in the proper manner. z YeuVs very truly, i j Board of Jefferson County Commissioners / Lyall Arey, Chairman Mr Arey said that he Mayor appeard before the board of County Commissioners and requeste ' the Commissioners if they could give a little extra land to put the old car bodies on. He said that Mr Mullen would take and burn the wood and cushions out of them, then run the cat j over the bodies and stack them up away from the garbage dump. i The city clerk read a lengthy report of a water question review by Harry A. Cotton. Mayor sullivan refferred the report to the water committee. MAYORS VETO OF ORDINANCE 710 1441 I, DENIMS SULLIVAN, duly elected and acting Mayor of the City of Port Townsend, by virtu of the authority vested in me by the Laws of the State of Washington, here and hereby vety Ordinance No. 1441, passed by the City Council on April 16, 1963. It is with great reluctance that I take this step. It is in no way intended to reflect p on the ability of the fine citizens who serve, at my request, on the City Planning Commission nor is it intended as a reflection on the competence of the City Council. I assure you the i I share the concern of the Commission, and those Councilmen who voted or Ordinance No. 1441 that city planning proceed as rapidly as possible. My record on city planning will, I believe convince you of my sincerity. It is my opinion that Ordinance No. 1441 is objectionalbe for the following reasons: ' (1) The history of the formation of a planning commission in this city is filled with ' statements that such a commission would be free of cost to the city. It would be breaking �. faith with the voters to allocate funds at this early stage. (2) No genuine emergency exists. (3) No showing was made to the Council as to what need exists for the funds requested. (4( Other appointive branchesof the City Government, such as the Library Board and the Park Board, are not allocated funds for secretarial help, travel and other items requested by th t planning Commission. I do not mean to say that the Planning Commission must necessarily follow the pattern of other agencies, but there is a comparison, at least to the extent tha uncompensated citizen service is involved. j (5) A considerable amount of progress may be accomplished by the Planning commission between now and the beginning of the next fiscal year without funds being expended. For example, i inventories and estimates of the serviceable life of city equipment can be assembled, maps Q of city streets, utility lines and real property holdings can be prepared, and a study of 1 sources of city revenues can be made. These things are basic, and can be accomplished witht • the cooperation of the city employees and officers. Meanwhile, the Planning Commission mayj if it chooses, submit a budget request at the time the annual budget is considered. The City Council will now have an opportunity to reconsider Ordinance No. 1441.
