From Port Townsend Lodge No. 317 to -wit: April 16, 1963 Honorable Mayor, Dennis Sullivan and Members of Port Townsend City Council Gentlemen: As part of Youth Activities on a National Scale, the Grand Lodge of the Benevolent and Protective Order of Elks has asked all subordinate lodges to promote an activity in their respective areas on May 1 of this year to be known as Youth Day. Port Townsend Lodge No. 317 respectfully submits the following outline for such a program in our city to be effected on May 1, 1963. 1. Proclmation of Youth Day by Mayor Sullivan 2. Election conducted by members of the senior class of Port Townsend High School to elect public officials for that day. 3. Throughout school hours on May 1, students would occupy and perform, under supervisio duties of public officials as elected or appointed. 4. Complete publicity coverage by the local news media will be utulized. We feel that such an event will be well received and most certainly beneficial to the young men and ladies of our community, and seek your endorsement of this program. From Port Townsend Park Board to -wit: April 13, 1963 Icon. Mayor and Councilmen City of Port Townsend Port Townsend, Washington Gentlemen: The conditions that developed from the several windstorms that have occurred since our 1963 Park Budget was prepared leave us with two important problems: 1. The removal of a large number of stumps. 2. The installation of 227 feet of chanin link fencing. With the removal of the trailer park and for the proper control and appearance of the park grounds, this seems desirable. Only one bidder is available on the stump removal program, since extremely heavy equipment is needed. This amounts to approximately $200. for stump removal and approximately $150. for loading stumps on trucks, since burning this debris in the park is impossible. The tot bid, therefore, approximates $350 for the task. Two bids ware secured for the fencing project. One from Cyclone Fence and the other from Anchor Fence. The Anchor Fence bid at $345. for material was the lower. Two bids were received for installing the fencing. Cotton's bid of $1.25 per foot IMN was the lower, amounting to $263.75 for the job. Winterburns bid was for $1.35 per food for installation. The lowest combined bids, from Anchor Fence people and Cotton Engineerin, totaled $62B.75. The completion of these two items will insure that normal use, planning and development can proceed. The Park Board feels that the completion of this work, as far as possible, before the Rohododendron Festival is desirable. The Park Board therefore respectfully suggests the City Council considers these projects and appropriate the necessary funds they see fit to meet current conditions. It was moved by Councilman Steve seconded by Councilman Judy that the request be tabled until the 1964 budget. Motion carried. Ordinance No. 1441 Ordinance No. 1441 wnich is duly incorporated in tm minutes of the last previous session was again presented for passage or rejection. The City Clerk again read ordinance no 1441 in full and it was moved by Councilman Steve seconded by Councilman Hoglund that the first reading be considered the seconded reading and the third reading be by title only. Upon roll call vote Councilman Rust, Judy Hoglund Steve voted yea Councilman Siebenbaum, Lindsey voted nee. After some discussion it was moved by Councilman Steve seconded by Councilman Rust tha Ordinance No. 1441 do now pass. Councilman Rust, Judy, Hoglund, Steve, Lindsey voted yes, Councilman Siebenbaum voted nee. Motion carried. NEW €: OLD BUSINESS Councilman Lindsey Reported for the street committee on the request of the leasing a portion of Gise St. saying that it visa the opinion of the committee that the request for the lease should be denied and made a motion seconded by Judy that the request to lease a portion of Gise street be denied. motion carried. Councilman Lindsey reported on the request of Mr Ranson to open 16th street between Hendricks and Hancock saying that he had contacted Mr hanson and told him if he would clear the street well enough for the city grader to grade for him to go ahead. Councilman Lindsey made a motion seconded by Councilman Hoglund that Mr Hansons request to open that portion of the street be authorized. Motion carried. Councilman Siebenbaum said that he had passed out to each of the councilmen hhe water ordinance and after each had read it they would got together with the City attorney and water Supt* and ddsouss any changes that should be made. He also said that he had been out to the well pumping and they were pumping around 800 gall per minute but had not heard how the testa came out by the health dept. 'later Supt. Mr Obrien X3IX who is installing the new parking meters said that he woul make a rarvey report of the meters at the next regular session. OPENING OF BIDS It was moved by Councilmen Siebenbaum seconded by Councilman Rust that the regular order f business be dispensed with at this time in order to open bids on Abastoa Cement Pipe and ability Insurance. Arey asked the council to take a little time on the bids and explained that one of the low bids was Jap pipe. After some discussion it was moved by Councilman Hoglund seconded by Councilman Judy that a five minute recess be taken. Motion Carried. RECDTVENE AIM ROLL CALL Upon reconvening and roll call it was moved by Councilman Siebenbaum seconded by Councilm Lindsey that the two low bids Of Rathke & Cc and Johns Manville Co. be hold over until the next regular session and that the other bid bonds of the other companies be returned. Motion carried. The following bids of Liability Insurance were opened and acted upon as follows. FARMERS INSURANCE Total Bid $µ1,668.80 Pacific Indemnity Total Bid $1,908.32 Pacific Indemnity Alternate Bid on Higher Limits ;2,229.60 It was the opinion of the council tp accept the higher alternate coverage insurance. It was moved by Councilman Lindsey seconded by Councilman Hoglund to accept the Pacific Indemit bid of $2,229.60. ;Motion carried. Due to the higher bid for insurance not enough money in the 1963 budget was available to over the new premium. It was moved by Councilman Hoglund seconded by Bouncilman Rust that he City Attorney be instructed to draw up an emergency ordinance for 379.60 to cover the remium. Motion carried. o/ 9
