Deer Sirs:
Please consider my request for permission to open 16th street betwoon Hendricks and Hancock.
My reason for requesting that this street be opened is to gain access to the lots lying
between Sherman and Hancock on the south side of 16th Street. I plan to move my present
home to that location.

We, the undersigned owners of property adjoining Gise Stoat (North), do individually and
collectively, petition the City Council to grant leases covering that unimproved portion of
Gise Street extending in a Northerly direction for a distance of 150 feet more or less from
the intersection of 58th Street (also unimproved) to the meander line on North Beach, said
leases to extend for a period of ten years at a cost of one dollar per year payable in advan

It is further petitioned that sepoarate leases be granted to the resin ctive petitioners as
follows: To John S. Bixb and Frances Y. Bisby, husband and wife, the westerly one half
Gise street lying between the 58th street, intersection and the meander line on North beach,
and to Lester H. -Hall and Leta C. Hall, husband and wife, the Easterly one half of Gise St
lying between the 58th at intersection and the meander line on North Beach. all of which is
in the Montana Addition to the City of Port Townsend, Washington.

Honorable Mayor and City Council;
Gentlemen;
I wish the authorization to spend the sum of $150.90 plus tax for the purchase of three 1�
nozzles. This sum to be taken from our replacement and repair item in our budget. These
nozzles are first rate equipment and this is a special price being offered for a short time
only, and would result in a considerable saving to the city. The nozzles would replace the
older straight stream tips we have in use now.

It was moved by Councilman Siebenbaum seconded by Councilman Judy that the expenidture of
150.90 be authorized as long as the money was in the budget. Motion carried.

It visa moved by Councilman Siebenbaum seconded by Councilman Lindsey that the City Clerk

be authorized to call for bids as requested and the bids to be opened on May 7, 1963. Motion
carried.
The City Clerk asked authorization from the City Council to call for bids RM to furnish
"
the City with Liability Inusrance coverage requirements, Bids to be opened May 7, 1963.
After some discussion on increased protection on the Liability Insurance, it was moved by
Councilman Steve seconded by Councilman Rust that the City Clerk be authorized to call for
bids. Motion carried.
PASSAGE OF ORD. 110. 1440
Ord No. 1440 which is duly incorporated in the minutes of the last precious session was
again presented for passage or refection. After some discussion of the emergency ordinance

it was moved by Councilman Lindsey seconded by Councilman Judy that the first reading be
considered the seconded reading and the third reading be by title only. The City Clerk again
read Ord ITU 1440 by title only and it visa moved by Councilman Lindsey seconded by Councilman1
Hoglund that Ord no 1440 do now pass. Motion carried,

Councilman Judy reported on the rewiring of the onimental street lights, saying he had Centel

the councils opinion. Councilman Steve made a motion seconded by Councilman Judy that a
five minute recess be held. Motion carried. After the recess, roll call and all councilmen
present, Councilman Judy made a motion seconded by Councilman Hoglund that the street Supt.
contact the contractor that gave the estimate on the rewiring and have him rewire the street
lights at the price quoted to the council. Motion carried

turned the matter over the the water committe for study. Councilman Siebenbaum said the

commission, he read portions of a state lawrequiring unanimous council vote for passage. He
was informed by the City Attorney that that law had been amended so that only a majority plu
one vote is now required.

The City Council of the City of Port Townsend met in regular session this 16th day of
April 1963 at 7:30 pm in the council chambers of the City Hall. Mayor Sullivan presiding.
ROLL CALL
Officers and members present werecas follows: Mayor Sullivan, City Attorney Abraham,
City Clerk XKlU ffiACI Youngblood, Councilmen, Rust, Hoglund, Judy, Steve, Siebenbaum, Lindsey
Councilman Carter absent.
MINUTES OF TIC PREVIOUS SESSION
The minutes of the 7 ovious session were read in full and it was moved by Councilman
Lindsey seconded by Councilman Iioglund that the minutes be approved as read and that the
Mayor & City Clerk sign same. Motion carried.
BUILDING PERMITS
The following building permit was presented and acted upon as follows:
Lester H. Hall, Remodel Greenhouse, Frame, 57th & Hill, 6175.00.
It was moved by Councilman Lindsey seconded by Councilman Judy that the building permit
be granted. I -lotion carried.

Dear Councilmen:
Aoubt nine months ago my family and I moved to Port Townsend. We like the city and have

been looking for property to buy or a lot on which to build. Just recently we were able to
buy a lot adjoining Gise Street in the North Beach area. We were expecially attracted to
this specific spot because it offered access to the beach. Now we notice that two property
owners are seeking to lease this access, therefore closing it to other citizens in the area.
I do not feel that such action would be in the best interest of the citizens of Port Towns-
end, nor would it help to attract other new home builders. On the other hand, if this acce
is left open it seems likely that it will help the development of a lovely residential area
which would be a credit to our city. May I urge you to reject the renuost to lease this le
and keep it open to the public.

Gentlemen;
We of the Port Townsend Flyer's Club, are seeking permission to have a helicopter give ride
from the Hudson Point lot Saturday May 25, the Rhodendren parade day. The helicopter is
op;rated by a commercialy licensed pilot from Port Angeles. Secondley we are seeking from
you and the Police Department, permission to permit some of our cars, marked with airport
stickers to pass through the City Police barricade at the end of Water Street to drop off
and pick up at harpers shell station for convenience of the pilots which are coming to the
fly -in preceding the festival parade. Yours truly,
