The Police Department can continue to exist without the expenditures mentioned above, but i' cannot function proporly and provide the Police protection which we should have without som, expenditures not provided in the current budget. I believe that Attorney General John J. 0 Connell has very well stated the situation with regard to Police protection Problems in a letter to the Washington Association of Sheriffs and Police Chiefs when he said, "The Law enforcement Officer works in the most sensitive area in our American System" It is he or sh, who in most instances must decide whether to curtail an Individual's freedom --the most pri possession of a citizen. He must therefore be well balanced, well disciplined and well trai. Too often in many jurisdictions, the law enforcement officer is the forgotten man--underpai poorly trained, shabbily treated, poorly regarded.". I will be Ir esent at each Council meeting, and will be happy to answer any questions which any of you may have with regard to the Police Department. I urge that you give your seri.us consideration to the improvements which we would like to make. I know that each of you are as interested in good law enforcem as is the Police Deportment. I assure you that the Police Department, in turn, XXX is well aware of the f'.nancial problems which constantly confront the City. The requests contained in this letter, are, I assure you, based on a careful'consideration of how we may realize maximum law enforcement with minimum expenditure. Very truly yours, Ernest L. Copies of specifications and drawings are in the hands of the City Clerk. Wo would appreciate publica- tion for two consecutive weeks in the Port Townsend Leader. These should be placed in the first editions following approval at next council meeting March 5th. All sealed bids should be in the hands of the City Clerk 5PM April 2nd 1963 for consideratic at the council meeting that night. If there is any question please feel free to call on the writer or Eir. ORDI14AITCE 110 1438 AN ORDINANCE AUTHORIZING THE WATER DEPARTMENT OF THE CITY OF PORT TOWNSEND TO REPLACE PIPELINES EXTENDING FROM THE INTERSECTION OF THE IRONDALE ROAD WITH THE CHIMACUM ROAD IN JEFFERSON COUNTY TO ANDERSON STREET, THENCE TO 7TH STREET, THENCE TO Id00RE STREET, THENCE TO 45th STREET, IN THE IRONDALE ADDITION TO JEFFERSON COUNTY, APPROPRI- ATING THE SUM OF $9,319.34 FOR SAID PROJECT, AND DECLARING AN EMERGENCY. Due to the nature of the above ordinance no action could be taken until the next regular session. NEW & OLD BUSINESS Mayor Sullivan said that he w ould like to take up about the bill that was introduced to the council on 20 police badges, saying he took it on his shoulders to get the badges for t] Aux. Police for the Aux. had to buy their own clothes and equipment had thought that the Ci' should buy the badges. Councilman Lindsey brought up the subject of some type of medical fn the police Dept. After some discussion he was informed that they were under Ind. Ins. & IJn Aid. Mtayor Sullivan said he would like to have the Council take action on the request of the Chief of Police for and emergency ord. of $800.00 which would include supplies, the car and sending the one patrolman and Rolicewomun to school. Attorney Abraham said that he would like to put in a pitch on sending them to school, saying that it was in line with the office of the City Attorney and as City Attorney was interested in training and ability of the police officers in investigating matters in general and overall performances, and didnt thij that it was new news that via do not have the best trained police department and thought tha $100.00 was a pretty samll investment for three weeks of training and as City Attorney thou, that the council should try to find a way to make the funds available for the training. After Some discussion it was roved by Councilman Lindsey seconded by Councilman Steve that the City Attorney be authorized to draw the necessary emergency ordinance for the sum of 4,900.00 and present it at the next regular council meeting. Motion carried. Councilman Steve said that the Duncan Meter Co., was going to replace all the meters in town with new meters on a ninety day trial basis and at the end of that time if they were not satisfactory they would be pulled out without cost. Councilman Carter said that the civil defense plan should be taken care of once and for all. After Considerable discussion, City Attorney Abraham said that he had an ordinance on hand that had been drawn up some time ago and it was a plan providing for a joint local organization for civil defense for the city of Port Townsend and Jefferson County. It was YiUKH suggested that the Ord. be read and passed. No. 1439 be considered the second reading and the third reading be by title only. Motion carried. THIRD READING & PASSAGE OF ORD. NO. 1439 Ord. No. 1439 was again read by title only and it was moved by Councilman Steve seconded by Councilman Carter that Ord. No. 1439 do now pass. Motion carried. ADJOURNMENT As there was no further business to come before the Council at this time it vas moved by Councilman Lindsey seconded by Councilman Carter that the meeting do now adjournm Motion carried. Miss Hill was appointed to the Board to fill the vacancy caused by the death of Mrs Fannie Brown in 1957- ' tier first five year term commenced Jan. 1, 1953 and ended Dec. 31st 1962. Her second five year term would begi: Jan 1, 1963. We feel that Miss Hill is a valuable member to our board, because of her cast experience and her educational background.
