No. 1437 was again read by title only and it was moved by Councilman Stove seconded t by Councilman Carter that Ord. No. 1437 do now pass. Motion carried. NEW & OLD BUSINESS rt si Councilman Siobonbaum said at the last council meeting a bill was brought up that had boon held over due to the absence of thh City Attorney, the bill was from Bumbarner Auto Rebuild for $85.60. He said that as far as he could Sind out the city of Port Townsend was in no way responsible for the bill that it was a bill that Mr Bumgarner connectod between he and his lawyer. Councilman Siobonbaum made a motion seconded by Cc ncilman Lindsey that the bill be disalowed. Motion carried. Councilman Lindsey said that there was a light needed at the reservoir, that kids had boon narking there, bottles and other trash being throwed into the reservoir. Councilman Lindsey made a motion seconded by Councilman Steve that a light be installed at the reserve Motion carried. A Councilman Steve montionedthe arterial fund, he said he had spoken to the Attorney on the1C investment of the funds and wondered if it Tins legal or illegal to invest the funds. City Attorney Abraham said he had not found any authorization for or against. But would have an answer at the next regular session. Councilman Steve mentioned that the water requests, there should be steps taken to replac or install these small lines if and when the petitioners agree and are ready to pay Sor it. He said that in other cities whore they extended water lines they more or less dunned the users and they payed monthly installments along with their water bill. Saying the general public sho..ld be informed that was what visa being done in other municipalities. Councilman Steve brought up the parking meter situation, saying they were wore out and neod.:d new ones and that a study of the meter problem should be taken. After considerable discussion, Mayor Sullivan asked the Police and License commitlae to make a study of the meter problem. Mayor Sullivan said that there would be a meeting of the planning commi$ion on Idarch Ilth )) and would like to see as many councilmen present as possible. Iie appointed Councilman Steve to work with the planning eo:mnizion. Councilman Siobenbaum questioned why the 5,000. from the property sold went into the f general fund instead of the street fund. City Attorney Abraham said that when he drew up j the ordinance he understood that the most likely disposition of the 5,000. was to be used for matching funds for the arterial fund. He said you can not use other state allocated street monies for matching funds and in setting up the ordinance the clearest way to show that no steot fund money was used for matching fund would be to put it into the general fund and the idea was that no one could ever question but what the money was from the general funi; and not the street fund. He said where the money is now the council at any time could by Or transfer the money to any department and that it could not be used until that is done. Councilman Carter said that there had been a meeting of the police and license committee and it was fond that in the back room of the firedepartmont there was an antique fire track along with an airplane, airplane parts were scattered all over the place, there was inflam- able paint and dope that was on the airplane that was scattered over the place. He wanted to know if that room was for the general public or for city equ�pmaat. Mayor Sullivan said the it had been brought to his attention and had informed the Fire chief to clear the building o all unnecessary items that did not pertain to the fire department. Mr Balch spoke before the Council saying he had a few old car bodies that he was going to have to move and that ha was told that Mr. Barkhurst could not take them. After some discussion Mr. Balch was informed that Itr Barkhurst could take no more bodies or cars until he cleared up the area he was now in but the delay would only be a short while and he would again resume operation. Motion carried. � Yew CO}SLIIItIICATIONS From the Office of the Chief of Police to -wit: 7r March 4, 1963 City Council a S City of Port Townsend s Gentlemen: As you know, various changes have been made in the Police Department of this City since the h first of this year. Among other things, we are attenpting to provide more and better Police i protection by improving the training of our officers and by providing greater coverage of ; the City through the use of auxiliary Patrolmen. Via are also attempting to establish a systen r, of Police records w:iich will serve as the basis of a record system for years to come. %• In Connection with the training of all police officers, we vrould 1 ike to send one patrolman the the FBI School at Fort Lewis for two weeks, and a Policewoman to the University of Wash- 4 ington Juvenile Study School for one week. The total cost of tors training would shount to about $100.00. In order to establish adequate record -keeping procedures, we are in need of virtually all office supplies connected with such a system, and about $100.00 is needed in }; order to provide minimum equipment and supplies for that purpose. Todate, it has been necessary for us to prevail on the generosity of other City Departments in order to maintain our existing records. As you know, the City has recently traded in a 1958 Chevrolet sedan automobile on the purchase of our newest patrol car. I am informed that the 1958 car can be repaired and sold to the City for the total sum of 0500.00. This car would, of course, be suitable only for limited service, but would greatly increase our patrol capability at time. when Police coverage is most needed. I reco.mlend to you that funds be provided for the acquisition of this vehicle. In all candor, I feel that I should noint out to you that we can almost certainly anticipate a greater expenditure of funds for maintenance of Polio �S r� vehicles i£ three are in service rather than the present two. I do not presently reques� u
