The City Council of the Pity of Port Townsend met in regular session this 18thday of Sept. 1962 at 7:30 PA
in the Council Chambers of the City Hall, Mayor Sullivan presiding.

MINUTES OF THE PREVIOUS SESSION
Minutes of the previous session were read in Tull and it was moved by Councilman Lindsey seconded by Count
man Judy that the minutes be approved as read and that the Mayor and City Clerk sign same. Motion carried.

"r�� The Garbage Department asked permission for a call for bids for the following specifications:

listed below. Bids will be received at the office of the City Clerk until S:PM Tuesday October 16th 1962,
and will be opened at the meeting of the City Council on the evening of that date.
The City reserves the right to reject any or all bids and to waive informalities in the bidding.

Councilman Carter said that the proposed fuel tank for the fire hall had been checked on, saying that a
i'�t�ei'S-x�• i� 1000 gal tank could be purchased for 154.13, a 550 tank for 84.06, a eumn would have to be purchased which
€S would cost around 125.00, and recommended that the tank be put in. Councilman Lindsey said that he had her
i�r's , • in a round about way that Fire Chief Jones would donate the plumbing work and in that case he would dig the
Vihrty ,, hole and sit the tank in without cost. After some discussion Councilman Carter made a motion seconded by
Councilman 21dZy Judy that the lar.;ge tank be purchased. Motion carried.
Councilman Siebenbaum reported that there was nothing .new as far as the City Well was concerned, Supt. Ai
said that they had been waiting for over a month now for the health department to check the wRYRiE% well watt
of Mr. Sparling to see if that water was pure. City Engineer Becker skid that there was no use of checking
z ; , 1,^k`�`• the City well with out first pumping for it was bound to be stagnant Xijt. Councilman Rust reminded the count
, that it was the opinion of the Council do do nothing with the City well until the health department had chef

Mr. Harry Cotton spoke before the Council and presented the council with a proposed plan for a reservoir
transmission line development in the area of Oceinn Grove Estates Chevy Chase area and Cape George Colony. I
said thet the small business administration had labeled this a depressed area and that they would nut up 85;
r � fj•t of the cast for a line to .serve the area and the city provide an initial 15% and repay a loan on the additi,
85%, he pointed out that there would be an immediate city income to the city through r3ntals of the proposer
s'- line. He said that the city must look forward to future exploitation of snow creeR on which it has the water
rights. Engineer Becker said any testing of Snow Creek for capacity should be conducted during September of
October and that testing would cost 3 or 400 dollars.
Councilman Siebenbaum said that due to increased maintenance and the necessity of having to buy new equal

month than comming in and the only way to overcome that was to raise the gargabe rates from 1.50 to 2000 peg
month. Councilman Siebenbaum made a motion seconded by Councilman Rust that the rates be raised from 1.50

considerable discussion it was recommended that the motion be withdrawn upon which Councilman Siebenbaum am
