COMMUNICATIONS The following co-munication was nresented aryl acted upon as follows. k rom Mrs Jean Foster - towit: Feb. 27th, 1962 E I am turning a bill into the city , feelirr that the Water department is resnonsible for what hannened, hut, a ' etter of explanation is due. I am in charge of a house at 24th and Discovery Road, owned by my son, William ' { ' Foster, who is now serving an enlistment in the Army. When the renter moved out the last of November I left t e ater on so that, if a freeze came, I could let the faucets drip and the nines would not. break. I said out nine ollars 1n water bills just for this reason. Turing- the freeze nbnnt a month agn I turned on all of the faucets { '-' o that, they were dripping and went up at least, once daily to check and see that everything was nlirivht. I didn et back up then for several days as I was quite busy but felt that everything no there was under control. Then he freeze broke and I went un to turn off the_ faucets and to cheek the hnnse. To my great surprise the eater as turned off. I couldnt understand why or, if the city had turned it off, why I wnsnt, nntifT ?d. I went down to r. he City Treasurer bnt they knew nothiry about it and sent me into the water department. There I was told that. hey had race±ved word that, t}� pines were broken and that water was running out from inside the house so they ; • ^_rned off the water. I told them that this was imnossihle, that Id just been un there and there wasnt n dron " t f water in the house and that, besides, the faucets had been running so how could the water freeze. They told , e that maybe the water wasnt coming from inside the house but that ne_rhans a pipe was broken underground, '- hat a nine was broken so they had to tern it off. r
