Gentlemen:
This letter is to call your attention to the poi it where Cook Avenue meets the extension of
49th Street. At this point the road is quite narrow and the barricade on the water side is
short. vie would like to make the request that you give some consideration to the widening
of the roa
d 4t the tu
rn and provide a more adequate barricade with reflectors. This would
be a great help to anyone driving in the fog and quite possibly would save some motorist
from go:ng over the bank.

iate the passage of or the taking of such action as shall assure us of a lighted street corne
in this area.

Re: Proposed Lease of County LEu d for Sanitary Pill

a report concerning the above entitled
•ubject matter as follows:
(1) Pursuant to the written application of the Ci •
of Port Townsend to lease
The east 660 feet of the SE-x-� of, the S112
and the wrest 330 feet of the SL75 of tho
SEh, section 8, township 30 north, range
1 west W. M.,
the board acted affirmatively thereon; found that 1'
was in the public interest and desirable
that such a lease should issue; and caused Notice of
Intention to Lease to be posted and
Published for the time and in the manner nrbvided b
law.
(2) On yesterday, February 5, 1962, the return day
xpon such notice, there were no objecti:n
in
writing to the legality of the proposed lease nor t
the rent to be reserved (which was not
stated in specific figures in the Cityls amplicatioi
but suggested a nominal amount).
(3) However, sundry citizens of the city and countr
appeared, and upon application to the
Chairmen of the Board were given an opportunity to
xe heard orally. Councilman Steve and
City Attorney Abraham presented the City's case ful
y and with objectivity. Assistant District
Sanitarian Rotta of the Olympic Health District, anl
representing the State Board of Health,
discussed the problem facing the City from the point
of view of his department and answered
all questions propounded to him. While it is true,
there may have been some unconvinced, the
General tone of the meeting upon conclusion was pleasant.
(4) Before adjournment, the Board announced its dec
Sion to lease to the City of Port Townserl
the lands hereinbefore described for the purpose re
uested, the term thereof and rent resorvel
pending final judgment of the City Council. Awaitixg
such action, the question of final
determination was recessed over until Friday, February
9th.
(5) Provisions that must be contained in the lease
ollow:
(a) The development of the site as a sanitary land
fill requires that the face of the
dump should be covered with compac;;od earth at freq
ont enougix intervals to control rats,
flies, odors and unsightliness:
(b) Rodent control should be exercised by some
agency that engages strictly in this
business, so as to insure, as near as practicable,
orrect, scientific and continuous direction.
(a) Inasmuch as residents outside of the City will
be using the site, signs and instructions
should be posted to inform the public just whero re
use sho;.ld be deposited;
(d) Burning is to be prohibited;
(0) In order to obtain the maximum degree of efficiency
in the maintenance of the site
and to minimunize the attendant ovals, the State Department
of Health calls attention that
these objectives can be obtained through strict enformoment
of existing ordinance; the passa,
of new ordinances to meet new problems; the limiting
of hours of usage; the providing of a
caretaker who might be given exclusive salvage rights;
the charging of fees for dumping;
the prohibition of the use of the site for depositing
car bodies and other large metal object3,
and public education through the media of the press,
the public schools and personal contact.

Mayor Green read the annual report of the Port
Townsend Fire Department saying that there
