The City Council of the City of Port Townsend met in regular session this 2nd day of January 1962 at 7:30

MINUTES OF THE. PREVIOUS SESSION
Minutes of the previous session were read in full and it was moved by Councilman Lindsey seconded by
Councilman Sullivan that the minutes be approved as read and that the Mayor and City Clerk sign same. Motion
carried.

It was moved by Councilman Siebenhaum seconded by Councilman Lafferty that the bills be approved as read
and that the Mayor & City Clerk be authorized to draw warrants upon the proper funds for payment of some.

The Cit.v Clerk reported the regular salary warrants for the month of December 1961.

The Treasurer's renort was read for the Month of December 1961 and was ordered filed.
POLICE REPORT
The Police report was read for the Month of December 1961 and was ordered filed.
Bt:ILDING PERMITS
The following building permits were presented and acted unon as follows:
Robert F. Sahli, Woodworking Shop, 281X801, Frame, Rose & E St. $1,000.00.
P.D. Benson, Remodel House, 221X281, Frame, 842 Blaine, $800.00.
After some discussion it was moved by Councilman Sullivan seconded by Councilman Steve that the building
permits be granted. Motion Carried.
CALL FOR BIDS
Permission is requested to replace pipe line for the year 1962 from Four Corners to Chimacum, and Chimacu
line to the Navy line, and Four Corners to Chevy Chase.
Permission is also requested to advertise for bids for the following.
31,5001 of 6" transite pine class 150
300' of 4" transite pipe class 150
3,700' of 3/4" copper tubing
300' of 1" copper tubing
Advertising dates are to be set for January 18th, & January 25th. Bid opening date set for Feb. 6th. 1962

It was moved by Councilman Siebenbaum seconded by Councilman Steve that the City Clerk be authorized to c 1
for bids according to specifications as requested by the water Supt. Motion carried.
NEW & OLD BUSINESS
Councilman Lindsey reported to the Mayor & Council on the lease to the Washington State Patrol for office
space at the City Hall, saying that the Building Committee had met and apnroved., and asked that Ord. no.
1415 be read again for the second time. The City Clerk again read Ord. No. 1415 again for the second time
and it was moved by Councilman Lindsey seconded by Councilman Mueller that the third reading, be by title
only.
THIRD READING & PASSAGE OF ORD. N0. 1415
The City Clerk read Ord No. 1415 the third time by title only and it was moved by Councilman Lindsey
seconded by Councilman Sullivan that Ordinance No. 1415 do now pass. Motion carried.
Councilman Johnson made a motion seconded by Councilman Sullivan that the building permit bB Richard F.
Short that was held over from the last meeting be approved. Motion carried.

Councilman Johnson reported on the building permit of Norman Bumgarner which had been held aftm over , sayi

that she realized that the Bumgarners were trying to run a legit'_mgte business, but was in an undersirable

location and while I understand their position, I must consider all the residents in the neighborhood.

Councilman Johnson made a motion that the permit be denied. After considerable discussion, Councilman steve

seconded the motion. Upon roll call vote Councilman Sullivan Mueller Lafferty Siebenbaum Lindsey voted nae,

Councilman Johnson reported on the planning commission saying that it was requested at the last council

City Attorney Abraham stated that he was not going to undertake the ordinance without someone from the
council working on it, Councilman Johnson suggested that an informal gathering of the council meet with the

Attorney to help draw up the ordinance. Mayor Green so requested.
Councilman Siebenbaum reported that he had reveiced a phone call in which the party complained that the cor
