'ire are proporty owners who have chosen Port Townsend as a desirable place to live, because o the teauty of its setting and the interesting character of the city. As such, we heartily endorse the statement, published in the Leader and signed by three members of the City Counc 1, I[2iiUC%%XiSAIMX regarding the sisirability of Port Townsend having a planning commision. Without zoning regulations that can prevent residential pr:perty values from declining becau o of unsightly or noisy business installations it is likely that lawsuits, with rancor and bitterness attending them, will disturb the peace of the community, with out clear cut rogulati ns, personal relations may be adversely affected by decisions made in granting or withholding building permits. We hope other members of the council will join in taking measures to protect and promote the assets of Port Townsend as an attractive place in which to live. George and `'ouisa Butler CALL FOR BIDS The City Clerk asked permission 8B the Council for the following call for bids. Sealed Bids, to furnish the various departments of the City of Port Townsend with their require -rents of regular gasoline, diesel oil and boating oils for year commencing Feb. 1, 1962. Bids will be received at the office of the City Clerk until 5:00 PLi Tuesday January 16, 1962 and will be opened at the meeting of the City Council on the evening of that date. The City reserves the right to reject any or all bids and to waive informalities in the bidding. Gale I. After some further discussion it was m oved by Councilman Lindsey seconded by Councilman Stove that the City Call for bids both ways, Motion Carried. The Council was reminded by the Cit-j Clerk that the call for bids that was road barred no one fr-m sub!itting a bid if they felt they could fulfill the city needs. Councilman Lindsey mado a motion seconded by Councilman Siebonbaum that the first reading be considered the second reading and the third reading be by title only. Motion Carried. OF CITE YEAR, AND PROVIDING RENTALS TiiEREFOR . City Attonry Abraham. said that the department of General Administration of the state have been negotiateing with the City for a lease of the police department space for sometime and the,; have provlously submitted a lease and followed the usual state form that no one but them could use the space, so wo wrote back and told them we couldnt go along with that for the police department would have to stay there, so they have submitted another lease which contains the general terns set out in tho ordinance. After some discussion Councilman Lindsey said that he would like to have the ordinance hold over until the next regular meeting. I'ayor Grccn referred the Ordinance and Lease to the Police and License committee. RESOLUTION NO. 61-3 Councilman Sullivan said that the Street Committee had met with the City Engineer and he had made up a six year program for the City concerning the new half cent gas tax which had to be presented to t:.e state by the first of the year. Councilman Sullivan made a motion seconded by Councilman Sindsey that this meeting be designated as a public hearing. Notion Carried. RESOLUTION 140. 61-3 WHEREAS pursuant to the requirements of Chapeter 195 of the 1961 Session Laws of the Stat of 'Washington, the City of Port Townsend did prepare a comprehensive street program for the ensuing six years, AND, WHEREAS pursuant further to said law, the City Council of the City of Port Townsend being the legislative body of said City did hold a public hearing on said comprehensive plan at 7:30 O'clock P.M. at the City Hall in Port Townsend, 'Washington, on the 19th day of Dec., 19 1. WHEREAS there were no written or oral objections to the comprehensive plan as prepared by the City XKgX X"..XXNYX X3XXg of Port Townsend relative to the street program for the ensuing six years within the City of Port Townsend: NOW, THE EFORE, Be IT RESOLVED by the City Council of the City of Port Townsend, that the comprehensive plan as prepared by the City Engineer for the City of Port Townsend as submitted to the City Council of the City of Port Townsend be and the same is hereby adopted, public hearing being held on the same on the 19th day of December 1961, the hour of 7:30 oiclock P.M, and there being no written or oral objections to said comprehensive plan, } jF ra I u.. 1 u 11 1 C • G 347 MINUTES OF THE REGULAR SESSION OF DECE14BER 19, 1961 CONTINUED BE IT FURTHER RESOLVED, that a copy of said comprehensive street program for the ensuing six years together with a copy of this resolution be filed with the Director of Highways of the State of Washington. Youngblood Mayor City Clerk After some discussion it visa moved by Councilman Steve seconded by Councilman Johnson thnt Resolution No. 61-3 be adopted. Motion carried. NEW & OLD BUSINESS City Attorney Abraham said that the lease on the new gargage dump had been drawn up, and was now in the hands of the prosecuting attorney. Saying that the Councy Commissioners had to approve the lease and there would have to be a short ordinance to authorize the Mayor anI city Clerk to exicute the lease, after it was approved by the County Commissioners. Councilman Johnson said that the planning commission report had been referred to this meeting for action. After some discussion Councilman Johnson made a motion that the council request the City Attorney to prepare an ordinance to be presented to the council for approv authorizing the Mayor to appoint a planning commission as provided for the legislature of t: State of Washington in the appendix of the session laws of 1935 chapter 44 relating to the City planning commissions. Councilman Sullivan said that the voting on the planning commies should be nostponod until all councilmen were present and asked Councilman Johnson to she would viithdraw her motion until all could be present. Councilman Johnson withdrew her motio. Mayor Green said at their time a hearing was due on the replat of the F.61NXNNS Fowlers addition. City Attorney Abraham ran over some procedual points saying that it vvu ld probabl would be significant befone the hearing visa over on the fowlors addition and sa%,ing that in the event that the applicants expected the replat to be adopted this evening that he would have to rule in advance and will advise and would rule that it would not be possible for th reasons that the petitions for the replating has not boon filed and the thirty to 60 day notice has not been give. After some discussion Councilman Siebenbaum made a mot on second by Councilman Lindsey that the Council go on record of accepting the plat if the City Engin ear oklod it after he gets a chance to look it over. I -lotion carried. As there was no further business to come before the Council at this time it visa moved by Councilman Sullivan seconded by Councilman Lafferty that the meeting do now adjourn.
