City Engineer Becker renorted to the City Council that repair work had been completed on the City Hall roof ", and ommended Karl Jacobsen for the high quality and low cost of the project, which included patching with fiberglass, mooning with asphalt and installing tin flashing around the firewall. Mr. A.C. Grady reported on the recent developments at the Elks Golf Club saying some $3600.00 is being spent for equipment, treeplanting and a contractor would soon begin renovating of the clubhouse. ADJOURNMENT . As there was no further business to come before the Council at this time it was moved by Councilman Sullivan seconded by Councilman Steve that the meeting do now adjourn. Motion carried. �i ' �9 MAYOR / /y, n a_A!Zs - Attest: 4- - 1 City C14Pk MINUTES OF THE REGULAR SESSION OF_NOVEMBER 21, 1961 November 21, 1961 Port Townsend, Washington The city Council of the City of Port Townsend met in regular session this 21st day of November 1961 at 7:30 PM in the Council Chambers of the City Hall, Mayor Green presiding. RMUL CALL Officers and members present were as follows: Mayor Green, City Attorney Abraham, City Clerk Youngblood, Councilmen, Johnson, Lindsey, Siehenbaum, Steve, Lafferty, Mueller, Sullivan. MINUTES OF THE PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Sullivan, seconded by Councilman Lafferty that the minutes be approved as read and that the Mayor & City Clerk sign same. Motion carried. BUILDING PERMITS The following building permits were presented and acted upon as follows: Mrs George R. Brown, Garage, 191X2401 Frame, 1810 Cherry, $300.00. Norman Bumgarner, Used Car Building, 281X3609 Frame, Clay & Filmore, $21500.00. Councilman Lindsey made a motion seconded by Vouncilman Lafferty that the building permits be granted, upon the question, Councilman Johnson said that the request for a building permit for a used car lot building of Mr Bumgarners was right in the middle of one of the nicest residence section in town, that it was right across the street from a house that has just been bought by a man who is expecting to retire here, he bought the house because it was a beautiful old victorian and that It was the only reason he bought it. Councilman Johnson said she thought it would be a serious sad mistake to allow a used car lot to be nut into a residential section of this town and protest about it being established there and tho••ght it fine to have it someplace else for it was a ligetimate business but to out it in the heart of a residential section of this town where there were two of the nicest homes right across the street, it is not the right place to have that type of business. Councilman Lindsey withdrew his motion on the building permits, Councilman Lafferty withdrew his second. Councilman Lindsey made a motion seconded by Councilman Johnson that all other bu�lding permits be granted except the Used Car Lot Building. Motion Carried. Councilman Lindsey asked for another reading of the building permit of Hr. Bumgarners. After the reading Councilman Lafferty made a motion that the building permit be 5ranted. Motion failed for a lack of second. Mayor Green referred the permit to the building committe for stud nd a report at the next regular session. CO'!MUNICATIOHS Request for Street Light - to -wit: November 20, 1961 To: City Council, Port Townsend, Washington e, the undersigned, hereby respectfully request that a street light be installed at 58th & Kuhn. The above entioned area is bad badly in need of lighting, and we feel that installation of a street light would contribute aterially to the safety and well-being of the children and adults of the neighborhood as well as discouraging acts of vandalism and/or destruction of property. NEW & OLD BUSINESS Councilman Steve reported on the Garbage dump saying that all the information was now in and the final resul' s that the city can lease the land from the county for county and City can not be combined in the garbage dump ghat it would be a city sump and maintained by the city. Councilman Siebenbaum asked if there had been a price established for the lease. County Co-nissioner Arey said that it would probably be one dollar just to make it X619KIN legal. Councilman Steve made a motion seconded by Councilman Siebenbaum that steps be taken to instigat, lease with the county. Motion carried. Councilman Mueller reported that in previous years the Retail Trade Committee and the Chamber of Commerce ave always requested pree parking the Saturday before Christmas, saying that it was a little early but all the tores were going to advertise which they wo31 like to include the free parking. Councilman Mueller made a moti econded by Councilman Lafferty that the City allow free parking on December the 23rd the Sat. Before Christmas potion carried. Councilman Lafferty made a motion seconded by Councilman Lindsey that sidewalks be put in from Franklin St o Washington St. After some discussion Councilman Steve made a motion seconded by Councilman Mueller that the first motion be tabled until the first meetlnP in January. It c c�� E: I� t 1 0 C 1 0 0 MINUTES OF THE REGULAR SESSION OF NOVEMBER 21 1961 CONTINUED Councilman Johnson reported that there was a motion for a fire code & building code on the floor and it was supposed to be voted upon at this time before the full council. Councilman Johnson said that she would like to retract that motion and restate it, Councilman Lindsey withdrew his second. Cluncilman Johnson made a motioi seconded by Councilman Steve that the City Council adopt in principal the National fire underwriters and builders codes and request the City Attorney together with the fire committee the building committee and Fire Chief to re-edit the code, drawing up an ordinance that will suit the City of Port Townsend on fire and buildt safeguard and restrictions to be presented to the council for consideration at an early date. Cluncilman Siebenbaum said that we already have a fire code in the City of Port Townsend and it takes in al' down town area and it calls buildings to be built that are fireproof and that the fire chief has the privelege of inspecting buildings at anytime, he said that when the underwriters were here he brought the question up to them and they said it wasnt the fact that we didnt have a code, in fact they didnt know we had one, but they s that the reason we havent been receiving the merits was that inspections hadnt been made and as far as a city our size that the no one fire zone that the City had was plenty good enough., and at any time the fire chief can go in to any of the buildings in fire district no one, inspect them and if found unsafe can give them orders to clean up. Councilman Steve said that he was quid apprehensive till he took the books home and studied them and the fire code and building code in his opinAon was a good thing for the entire city, the only thing that he was appre- hensive off was the enforcement and the instigation of offices, saying the fire rode and building code will not only cover one section of the town it will take in all the town. Councilman Lindsey said that he was talking to one of the firemen and was told that the city would get quite a few credits if a fire code was addopted but if we have a firecode already he couldnt see any sense in adopting andher one, and if you adopt a building code you have to have a man% to go around and the city hasnt the money to have the buildings inspected. Cluncilman Lafferty said that as far as a fire code on the hill was a good thing, but there were some thdgs about it that could get personal and cause the city a lot of trouble. Fire Chief Jones spoke before the Council say ng that the Council was speaking of a fire code and building code in the same breath and they are actually two different things, the building code is INXI far more extensive. The fire code according to the books deal mostly to the highly hazadarous businesses. Chief Jones said that speaking for the fire department that some type of fire code should be adopted. After some further discussion Mayor Green called for a vote. Councilmen Johnson, Steve, Sullivan voted yae, Councilmen Lindsey, Sibenbaum, Laffety, Mueller voted nae. Motion did not carry. City Engineer Becker said there was a problem comming up with the state on the half cent gas tax, that accords to the statutes there has to be a proposed six year program to the State Highway Department on or before the first of the year, and would like to get together with the street committee in the near future to sake up a program for the Council to pass on. ADJOURNMENT As there was no further business to come before the council at this time it was moved by Councilman Sullivn seconded by Councilman Siebenbaum that the meeting do now adjourn.
