The City Council of the City of Port Townsend met in regular session this 7th day of November 1961 at 7:30
PM in the Council Chambers of the City Hall, Mayor Green presiding.
ROLL CALL
Officers and members present were as follows: Mayor Green, City Attorney Abraham, City Clerk Youngblood,
Councilmen Sullivan, Mueller, Lafferty, Steve, Johnson. Councilmen Siebenbaum & Lindsey absent.
MINUTES OF THE PREVI^US SESSION
The minutes of the orevious session were read in full and it was moved by Councilman Mueller seconded by
Councilman Sullivan that the minutes be approved as read and that the Mayor & City Clerk sign same. Motion
carried.

Approved bills as audited by the finance committee were presented and acted upon as follows:

It was moved by Councilman Sullivan seconded by Councilman Lafferty that the bills be approved as read and
the Mayor & City Clerk be authorized to draw warrants upon the proper funds for payment of same. Motion carrie

It was moved by Councilman Sullivan seconded by Councilman Steve that the building permits be granted.

Councilman Lafferty moved seconded by Councilman Sullivan that the Moving permit be granted. Motion carrie

Dear Mayor:
The Greater Port Townsend Ministerial Association, (Quilcene, Ha^lock, Chimacum, Port Townsend area) met on
October 17, and have a request which we would like to present before tL.• City Council.
The request is to have Dermission to have a community carol sing sponsored by the Ministerial Association at
the foot of the steps down town on December 23 from 7:00 to 8:00 p.m. we would have carol books for everybody,
Doano or organ on a truck, amplifier system and a song leader.
The Association has asked me to represent them in this request, and we will look forward to hearing from you.

We the undersigned request your consideration on vacating "R" Street in the block between Cherry and Rose
Streets in Pettygrove's Park Addition. The construction of this street is highly unfeasible due to its close
position to the edge of the local gravel pit. -

From North Beach Community Club to -wits
50th & Landes , Port Townsend, October 31, 1961
Honorable Mayor and Members of the City Council:
We are writing in regard to the enclosed article from the October 26th issue of the Port Townsend Leader
telling of the incident in which Leslie Cook, 6 year old daughter of Mr. & Mrs. Robert Cook narrowly escaped
death in a 12' ditch on the Albert Follme property at North Beach.
We as residents of the North Beach area, want to inquire if there is some city ordinance or law to prevent
such hazardous conditions within the city limits, or that would require some means of enclosing hazardous
conditions, to prevent the reoccurance of such an incident. Another time a child might not be as licky as
Leslie.

Members of the Council:
I am the owner of lots 1 and 3 in Block 5 of Pettygroves Park Addition to the City of Port Townsend, W.T., as
per plat recorded in Volume 1 of Plats, on page 107, records of Jefferson County. The above mentioned lots
are situated in such a manner that they are parallel to the gravel -pit. There is a rightof way for a street
called "R" at that is parallel to the back of nW lots, lots 1 and 3 in Block 5. This particular street extends
in an easterly and westerly direction one end ending in the sound and the other passing through the gravel -pit
and on West. If the Council members will study the sketch that is enclosed , I am sure that they will comprehe
that it would be almost impossible to ever extablish a road through this particular area. The request that th
writer would like the Council to consider at this time is that one -hundred feet of. the "R" street right of way
East and West and parallel to lots 1 and 3 in Block 5 of Pettygroves Park Addition be vacated in favor of
Robert L. Myers of this city. Your thoughtful consideration and study of this matter will be appreciated.

NEW & OLD BUSINESS
The City Clerk read a Quit -Claim Deed in favor of the City from Mr. H.J. Carroll. Mayor Green said that Mr
Carroll deserved a real commendation for donating the strip of land to the city. Councilman Mueller reported os
the meeting of the Water Committee along with Mr Arey with the XSi TriaArea Business Club at Hadlock, expalinin
to them the reason for no more taps at this time in that area and that the City vaatfd•to;protect the customer.

Councilman Mueller requested the Clerk to notify the Gas Company who had the contract for the City to have
them nut regular gas in the storage tank at the City Hall instead of ethyl, for the equipment that the City
had now did not require the use of ethyl gasoline and that there would be considerable savings between the
'ethyl and regular. Cbuncilman Steve said in regards to the proposed Garbage Demo that the county commissione s
wanted a com. itment from the City Council on maintenance of the dump but there that could be done at the prose
time until Mr. Daley received an answer to a request from the Attorney General for a ruling to see if the City
can overate the dump in conjuhetdon with the County. Councilman Johnson said that there was a motion before
the Council that was supposed to be voted upon at this time regarding the National underwriters code but
felt that such an ismortant issue which involves every man woman and child in the City and thought that every
Council member sho uld be Dresent when voted upon and requested to nostpone the voting until all were present.
Cbuncilman Johnson said that the nark board chairman cannot ask the trailers who are presently living at the
the nark to move without an order from the City Council, saying that the trailer park here in the city has now
received their licenses and as there is an ordinance forbiding trailers at the City Park and the therefore the
Ordinance should be enforced. After some discussion it was moved by Councilman Johnson seconded by Councilman
Mueller that a letter be written to the Chairman of the Park board to have the trailers removed from the City
Paris. Councilmen Sullivan, Mueller, Steve, Johnson voted yea, Councilman Lafferty voted nae. Motion carried.
Cluncilman Johnson brought no the subject of a planning commission sating she was in a desperate mood about it
because felt it was a desperate situation. Some months ago there ver^ a number of letters requesting the counc
to consider extablishing a planning commission, there were letters from all the dmoortant organizations in tow
as well as dndvdduals and there was nothing done about It, saying if we cant have a complete ppinning commissi
there should be some kind of zoning. After consi erable discussion Mayor Green apootnted Councilman Johnson
Steve and Sullivan to look into the subject of a Dlanning crnnission.
Treasurer Dolores A spoke before the Council on the subiect of narkin meters, s n th t en hhe sooke

the parking meter situati"n, she meant the overall meter situation and not just the overtime narking work done
