October 17, 1961
Port Townsend, Washington
The City Council of the City of Port Townsend met in regular session this 17th Day of October 1961 at 7:30
PH in the Council Chambers of the City Hall, Mayor Green presiding.
ROLL CALL
Officers & Members present were as follows: Mayor Green, City Attonrey Abraham, City Clerk Youngblood,
Councilman Sullivan, Mueller, Lafferty, Steve, Siebenbaum, Lindsey & Johnson.
MINUTES OF THE PREVIOUS MEETING
The minutes of the previous session was read in full and it was moved by Councilman Mueller seconded by
Councilman Lafferty that the minutes ge approved as read and the Mayor and City Clerk be authorized to sign
same. Motion carried.
BUILDING PERMITS
The following building permits were presented and acted upon as follows:
Ernest Sievert, Car Port, 2D'X3019 Frame, Hufford & Maple, $500.00.

It was moved by Councilman Lafferty seconded by Councilman Sullivan that the building permits be granted
and the one for Mr. DeLeo to be granted on the Oil Tanks KMXbNX be granted but with the knowledge that he
had to abide with Ord No. 1215. Motion Carried.

Councilman Sullivan asked that the above communication be net aside at this time for there would be more

POLICE REPORT
The Police Report was read in full for the Month of September 1961 and was ordered filed.

Mayor Green read a communication from the Histori^al Society inviting the Mayor & Council inviting them to

Mayor Green also reminded the water Committee members of the TriArea Business Club invitation to meet
with them Wed. the 18th at 8:00 PM at the Hadlock Navy Housing and also another rminder that the District
Legislative Committee meeting on Nov 2, at the Palms Cafe at 7:00 PM.
Councilman Sullivan reported on the request of Mr Kowalkowski on the Bill Boards removal, saying that a
letter should be written to Mr. Ferguson. After some discussion City Attorney Abraham said that he would
contact Mr. Kowalkowski.
Councilman Sullivan said that on some of the dead end streets there were no reflectors and suggested tha
there should be, and also said that the Gasoline tank at the City Hall should be fixed.
Councilman Sullivan asked permission for Mr. Hinkley to speak before the Council. Mr. Hinkley gave a tall
upon the Golden Age Club and the condition of the roof at the club, saying that it needed repairing and tho
that approxmitely $100.00 which the club had would be sufficient. The roof needed retaring and papering but
the members were not quite as young as used to be and asked if the City could do the work. Mayor Green said
that she would see if it could be taken care of as soon as possible.
Councilman Johnson said that about two or three months ago that she suggested to the Council that the Ci

would lkie to study it further before action was taken. Councilman Johnson made a motion seconded by Counci
Lindsey to adopt the National Fire Underwriters Code and the National Building Code. Fire Chief Jones said
that he was certainly in favor of the Fire Code and also the building code for the two went band in hand,
saying the move would be highly recommended by the Fire Underwriters Bureau and would also help out in the
rating of the City, and felt that the Fire and Building Code should be adopted in the near future. Councilm
Steve said that he felt some were a bit apprehensive and that he hadnt had the time to read the code.
Councilman Steve made a motion seconded by Councilman Lafferty that the motion be tabled until the meeting
of November 7th. Motion carried.

PUBLIC HEARING
Mayer Green announced that at this time the holding of the public hearing regarding the petition concernir
the request the replat of that certain portion of fowlers Park addition in the City of Port Townsend.
City Attorney Abraham a d that at the last meeting there was some discussio abqut a ame ded et cn
at the time the original petition was submitted with a plat, it clearley set fornth ttra propos�tior� o e
notice which was posted and it included the Draper discription and on having had time to examine the proposal
that was submitted last meeting found the errors was entirely typographical and the orginal petition should
be considered with the plat which was submitted because the plat is a part of the petition and in view of the
fact can see no objection to considering the petition at this time as the area described in the public notice
After Some discussion it was moved by Councilman Mueller seconded by Councilman Lindsey that the application
of the Seaview Estates of the vacation of thoes streets in the plat be passed. Upon roll call Councilman
.Sullivan voted Nee Councilmen Mueller, Steve, Siebenbaum, Lindsey, Johnson voted yae. Motion carried.
ORDINANCE NO. 1413
AN ORDINANCE OF THE CITY OF PORT TOWNSEND VACATING A PORTION OF YONLER
PARK ADDITION TO THE CITY OF PORT TOWNSEND, INCLUDING STREETS AND ALLEYS
ABUTTING UPON LOTS AND BLOCKS HEREINAFTER DESCRIBED, ALL IN JEFFERSON
COUNTY, STATE OF WASHINGTON.
Ordinance No. 1413 was read in full and it was moved by Councilman Mueller seconded by Councilman Lindsey
that the first reading be considered the seconded reading and the third reading be by title only. Upon roll
call vote Councilman Sullivan Voted Nee, Councilman Mueller, Lafferty, Steve, Siebenbaum, Lindsey, Johnson
voted yae. Motion Carried.

Ordinance No. 1413 was read for the third time by title only and it was moved by Councilman Steve seconded
by Councilman Lindsey that,Ordinance No. 1413 do now pass. Upon roll can vote Councilman Sullivan voted one
Councilmen Mueller, Lafferty, Steve, Siebenbaum, Lindsey, Johnson voted yes. Motion carried.
ADJOURNMENT
As there was no further business to come before the Council at this time it was moved 'by Councilman
Steve seconded by Councilman Siebenbaum that the meeting do now adjourn. Motion carried.
