The following communications were presented and acted upon as follows:
From Stanley Kowalkowski - to -wit: Sept. 25, 1961
Honorable Mayor Green
City of Port Townsond
Members of the City Council
Port Townsend, Jashington
Denr Honornblo 1,!ayor & City Council members.
Request action be tnkgn to remove bill boards from the corner of hill Street and Sims 17ny
as I believe that these signs sae not only ❑ detriment to my business establishment but also
it is A hideous eyesore to the city as A whole. On seven different ocenssions I have spoken
to the owner Mr. W.H. Ferguson relative to the removal or movement of these signs and have
made form a: -ointments however be chooses to ignore my pleas.
It should be noted that one t;:ird of one sign lies boon on Cit^ Property for the lost npproxd
mately 30 years. Thin land is the Alleyway which the city has recently lensed to me for a
period of 25 years. The reason I mention this ns there may be some working and or monetary
ngrcement between the City And Mr. Ferguson, if such is the case I withdraw any inferred
request ns I do not desire Any infringement toward the drawing of revenue for the City
operation. My rensons for the request of the removal of these signs are due to my desire to
mnke my Drive in an asset to the City of Port Townsend. Any support in this matter will be
greatly apprecinted.
Yours truly,
3tnnley Kowalkowski

From Jefferson County Auditor - to -writ: September 20, 1961
honorable MAyor & City Council
City of Port Townsend, i'iashington
Gentlemen: '
Tne Board of County Commissioners for Jefferson County have directed me to inform you of th
present status of the proposed new County -City garbage dump:
(1) Deed of the Governor of the State of 17ashington covering the south half of the South half
of sect_on 8 and the north half of the northwest quarter of section 17, all in township 30
north, range 1 wrest, 7.7.14., has been received and the county now is the owner in fee of this
real estate:
(2)'he county is presently prepared to construct a new accoss road and will have the site
cleared and in A condition to receive the duriiping of rarbage and refuse very shortly.
inasmuch as the pronosed public improvement is one that relieves the City of the constant
threat of litigation on behalf of the State Bonrd of Health, the Board of Waiter Pollution,
and of sundry citizens of the county rasiding along the Straits and Discovery Bay, arising
out of the nresent method of salt water dumping, which constitutes a public nuisance; the
Board of County Commiss'oners sug;ost, and will insist, that the maintennnce cost of the
dump devolve u,on the City. The maintenance will entail the constnnt binding of dirt and
covering the dumped material, resulting in a 3nnitary fill As contemplated by the published
rules and regulations of the State Board of Henith And in accordance with the stnndards set
by that Board.
Provision will also have to be made by the City for rodent and pest control.
To the end that controversy betvreen the County and City in the future -be At least minimunizec
'The Board suggests that a written contract be entered into and re uest that one be prepared
by the City Attorney and submitted to the Board of County Commissioners for review.
Mr. Recker will be nvailable at any tine to discuss construction plans and brobabable costs.
Mr. Morrison, District Sanitarian, Also informs us of his willingness to nssist.
Very truly yours,
Helen J. Winds
