Councilman Johnson reported that there world be a building committee report at the next
regular council meeting. Councilman Steve said that the windows, in fact the City Hall build
needed n general cleaning up and suggostel as long the employees of the City had eight hours
to put in regargleas of what department, is could see no reason that some of that time could
be put on the City hall building. Ccounci man Johnson skid that was in the report of the
building committea for the next regular meting.

MINUTES OF THE REGULAR SESSION OF JULY 18, 1961
Fort 1'ownsen Washington
The City Council of the City of Port Townsend, Washington met in regular session this 18t
day of July 1961, at 7:30 PM in the Council Chambers of the City Hall, Mayor Green presiding
Officers and members present were asfollows: Mayor Green, City Attorney Abraham, City
Clerk Youngblood, Councilmen Sullivan, M eller, Lafferty, Steve, Siebenbeum, Johnson, &
Lindsey.
The minutes of the previous session ware read in full and it visa moved by Councilman
Mueller, seconded by Councilman Sullivan that the minutes be approved as read and that the
Mayor and City Clerk be authorized to sign same. Motion carried.
ORDINANCE NO. 1400
AN ORDINANCE OF THE CITY OF PORT TOWNSEND AUTHORIZING AND DIRECTING
THE MAYOR AND CITY CLERK TO ENTER IiiTO A LEASE OF THAT PORTION OF
MONTOE STREET IN SAID CITY LYING BDTIINEI21 A POINT FIFTY FEET FROM
THE SOUTHEASTERLY BOITLARY OF WATER STREET AND EXTENDING TO THE LINE
OF LOYJER LOW WATER IN PORT TOWNSEND BAY, FOR A TERM OF TWENTY YEARS
AND FOR A RENTAL OF t .00, AND LIMITING THE USE OF THE DEMISED PREMISES
TO THE OPERATINII AND 1 INTENANCE OF A PUBLIC BOAT LJiiNOHING RAMP, AND
NAMING THE PORT OF POT TOWNSEND, A MUNICIPAL CORPORATION AS LESSEE.
After some discussion it was moved b3 Councilman Mueller seconded by Councilman Siebenb
that the first reading of Ord. No. 1400 be considered the seconded reading and the third
reading be by title only. Motion carrie .
Ordinance No. 1400 was read for the hard time by title only and it was moved by counci
Siebenbaum seconded by Councilman Sulli an that Ord. No. 1400 do now pass. Motion carried.
Councilwoman Johnson reported to the Council & mayor that the building committee had met
and had came up with several recomende ions which included fixing the roof of the city hall
building which is leaking, cutting a do r between the treasurers office and police office,
moving the water department into the po ice oi'fice which vnuld make more efficient operation
between the two departments and more ro m for the water department. A few minor repairs such
as painting, lighting. Councilwoman Johnson skid that the committees estimate on the cost
would be approximately $1,800.00 and as ed the Councils approval for an emergency Ord for
that ammount. It was moved by Councilmai Lindsey seconded by Couhcilman Lafferty that an
emergency ordinance bar t2,000.00 be ap)rovad. Upon the question, Councilman Mueller asked
where the money was comming from. After some discussion Councilwoman Johnson said that she
would looks into the finance situation ulong with the clerk and see if the money could be
raised. Councilman Lindsey withdrew hin�, motion along with Councilmen Lafferty.
Councilwoman Johnson said that the building committee also recommended that the city
adopt an underwriters fire code for it would be a definite advantage to the city and at the
present time no code existed in the city. After some discussion Mayor green asked fire &
License committee to check with the Ci Attorney on a code and also that she had a few
available bookdN on fire codes if any Council member wo-.ld like to read over.

Councilman Steve said that he had been asked why there had been ■ fence built across
the olf tennis court and sidewalk, he said that he could not answers that question. He also
asked if there was admission tax being charged on the Shanghfie tunnels, City attorney Abra-
ham said he would check out the matter. Councilman Steve also asked about why no parking
meters on tyler street along side the liquor store, after some discussion on the parking ;
meters Mayor Green asked the Police & Street Sommittes to check on the matter.
A salesman of the McGee Hill Parking Meter Co, again talked and gave a demostration of
their type of parking meters, no action taken. Councilman Sullivan asked for information on
how long the City had been on Sooldl Security and was informed since 1955.
ADJOURNMENT
As there was no further business to come before the Council at this time it was moved by
Councilman Steve Seconded by Councilman Sullivan that the meeting do now adjournp motion
carried.
