REQUISITION FOR V1,11LIES To the Mayor & City Council - April 10, 1961 From the Perk Dept. One Toro Pony lown mower Price - 4327.55 Mayor seen sold that as far as the park dept goes and their decision to buy the lavm �r2ower• was explained to her that they have two that were in fairly good operating condition and they usually go through one n year of t:e regular kind because of the uneven ground condition and they felt through the purchase of this particular type of lawnmower they would save in labor and also snve the purchase of a lnwnmower next year. Councilman Lafferty made 'la motion to call for bids on the lawnmower. Mayor Green said that the lawnmower was doliverc last month and it Ties her understanding that the park had adequate funds in the supplies and ithat by a resolution whereby the council could adopt to transfer the funds. Councilman Muellc said that that type of lawnmower was capital outlay. Attorney Abraham said that when it was brought to his attention that his fires eimpression .van that you could got away with it as !perk equipment, but after reading the revised code t!:nt the item came under the heading of Capital Outlayand said that if the Council desired to pay this claim that it would be Ilia recomerdstion that it be done by resolution transforring 1327.55 from Supplies Re equipment to Capital Outlay. Councilman Mueller said that as long as the Park Dept had used the lawnmower for a month even though it was delivered without the content of the City Council, must on the say so by the Park Board chairman, that the only thing left to do was to bail her out again. She thought that Mrs Davis visa doing a fine job in the park ki txamnidxka !but thought there would have been some objection in cutting so many trace down if that had 'been brought to the attention of the council and that it would be good if the council could ;have a little more informatm 'on about any major plans in the future. Councilman Siobenbau Isoid ti:st he agreed with Councilwoman Johnson and that the proper way to handle situations such as this is that the derartment ::ends should be told to come to the Council meetings so the could be told what was exrect of t:;em and if they want to nut in a requisition for the purchase of somoth ng that requisition should be put into the council and passed on b7 the Council before they ever go out and attempt to buy any major item or -n::c my aru—n,;e:aents !to buy, the department heads should be told that to their face and if then they go ahead and carry out their way of doing, things contrary to the City CouncilX than the city has no !further use for them. It31li AND OLD BUSINESS City Attorney Abraham said that the Port Townsend Salmon Club had contacted the Port Comm isston in regards to enlarging the boat launching ramp that they would like to put of the end of Monroe St and the Port Commission indicated that the wield be willing to put the ramp n if the City would grant them a street lease for that area. After some discussion Councilman Bull _Ivan made a motion seconded by Councilman Steve to grant the lease. Notion carried. Councilman Sullivan reported that the town was being over run by mosquitoes, Mayor Green sal ® that she had talked to Mr Morrison and was informed that he would be very glad to help out, but the best the Olympic health District could do would be to contact for the City n state expert in this affair would mould come snd.tell what kind of Spray to use and how much it would cost.
