My dear Mayor Green:
It is with regret that I submit my resignation as chairman and member of the Port Townsend
Library Board. My transfer to St. Helena, Oregon, makes t is action necessary.
I would like to thank you and the members of the City Council for the continued interest
shown in our affairs. Yoim cooperntion in the past has helped us overcome problems before
they became too difficult. It is gratifying to be part of a community where the governmental
(unit sees fit, year after year, to support and encourage library growth. This indicates to
me that you have put the intellectual needs of our people on a par vA th their requirements o
Ihealth, safety and protection. Looking at our future, and including our young people as
the most important part of it, one can see that an atmosphere of intellectual stimulation
(must be maintained if the challenges are to he met and overcome.
I ( have every confidence in the ability of the present Libray Board to carry out its mission in a manner that will be of credit to them and the community.

Mayor Green said it was with regret to see Mr Bannister leave the City for he lies done
i an excellent lob as the library board chairman, and salted the City Clerk to write ]4r. Bennis er
a letter excepting his resignation and saying she would also write expressing her regrets.

IThe Honorable City Council of Port Townsend:
'The Board of Directors of the Port Townsend Salmon Clum on behalf of their members and the
many other members of the trailer boating public respectfully request that s street light
be placed at the south end of Monroe Street.
The requested street light would light the boat lauc::ing ramp at the end of Monroe street.
This ramp is made available by the Port Townsend Salmon Club to all who want to use it,
(tourist, the citizenry and club members nikie. Such a light is needed by those people vh o
start their water activity early in the morning or finish late in the evening. The ramp is
used not only by the local and visiting fisermen, but also by the water skiing enthusiast
and the cruising element of the water minded population. We gratefully appreciate your
(consideration of this request.

Port Townsend Salmon Club.
Mayor Green referred the letter to the fire and light Committee and said that the request
(had came up in the past and it would be on private property. Councilman Steve commented that
the Salmon club would like to have a light right at the end of the ramp and although there
iwas no pole there, Mr. Copps of .the Light Co. had agreed that lie wo.[ld put a pole in with no
cost to the city, and do to the fact .that water activity is starting now he would like to se
this light approved mow if the council co Id nee fit,for it is for the safety fo the general
public. Councilmen Steve moved seconded by Councilman Lafferty that the re,uest for the ligh

be approved. Upon the Question, Councilman Lindsey said that he had been chairman of the
fire and light committee when the some renuest cnme up before and Mr Copps was going, to put
a pole in with out cost, but in a couple of weeks the committee was informed that there wool
Ibe a cost of f100.00, the request was dropped. Councilman Steve again said that t.:is vo uld b
a street light and the pole would be on the street and put in with out cost to the City.
Councilman Siebenbaum asked what the hurry was, there is a fire and light committee, End kne
that some of the members have spanked before because some of thes requests were not turned
over to the committees for investigation, and thought it should go to the fire and light
committtee for investigation. Councilman Johnson asked Councilman Steve if he would ammend
his motion to say that the pole vo ld be supplied with out cost to the City. Councilman Steve
Iremade the motion that the request be approved with the stipulation that the light Co. inner
the pole without cost to the City, Seconded by Councilman Lafferty. Upon the question agal n,
Councilmen Sullivan thought that the renuest mould go to the Fire & Light Committee for this e
were several request for street light that were ahead of this request . After some further
discussion Mayor Green called for a vote whereupon Councilman Steve, Lafferty, Lindsey,
Johnson, Sullivan voted yne, Councilman Siebenbaum voted nee, motion carried.
Port Townsend, May 14, 1961 - towit:
Attention honorable Mayor and City Council.
We, the undersigned, renuest permission to lease the city road right of way of Cleveland St.
between 18th and 19th, beside city block 91 of the Eisenbein addition for a period of ten
years. The property would be used for a play ground area for the children of the undersigned
Clarence E. Fountain, Jr. Bette L. Fountain, John J. quells, Anna 14. Quall .
Ma or Green referred the communication to tine street Committee. Councilman Sullivan said
that all they wanted to do was to plant grass so the children col4ld have a place to play, an
— - made a motion that the lease be granted. City Attorney Abraham said that a year to gs3madmx
year lease would be more practical for the street shouldnt be tied up for ten years for what
the people wanted it for. Counciman Sullivan withdrew his, motion.

CSuncilman Steve reported that he had been approched by different people about peeping toms,
and they wnnted to know ahmmt whether the City had an Ordinance whereby the peeping toms
could be fined more than they have been. City Attorney Abraham said that the City has an
Ord. which allows the police court to impose the maxium penality that a third class city can
impose. Councilman Steve put in a reminder to the council of redistricting of the Wards.
Councilmen Lafferty said that he had several inquires about the city renting office space,
that there was quite a bit of chatter about it Ding on around town, and that the Council did
not know anything about it. Mayor Green said that in regards to the State Patrol, she doubt
d
very seriously if anyone considered the city of trying to take any money away from anyone
who is capapable of renting space to the State Patrob, and did not know the reason for them
moving from their present space, but it had to be a quick change, She said that she had chec
ed
with the police Chief as to whether or not the State Patrol could use the office two one hall
days, Wed, and Fridays. Mayor Green said that she had not yet received a formal letter from
the State Patrol but imagined would be getting on before the next regular Council meeting on
terms of rental and thought that it would be on a month to month basis. Councilmen Johnson
said that there were several small matters that should be discussed by the building committe
and that the office space for the State Patrol could be discussed along with other business,

and asked for a meeting of the building committee bef re the next Council meeting.

As there was no further business to come before the Council at this time, it was moved by

Councilman Steve seconded by Councilman Lindsey that the meeting do now adjourn. Motion Carried.
