Mayor Green called upon Mr. Hall who in res>onse gave a short talk on the need fo street
lights at the intersection of 57th and Jackmann Street and at 59th & Hill street, also
the need of a fire hydrant at 57th & Jackman St. Mayor Green referred the request to th
fire & Light Committee and also referred the need of a Fire Hydrant to Street Supt. Arey.
Councilman Siebenbaum made a motion seconded by Councilman Sullivan that the Street Supt.
be authorized to install a fire hydrant at 57th & Jackman when the time permits. Upon roll
call vote all councilmen present voted in the affirmitive and motion declared carried.
ORDINANCE NO 1396
Ordinance no 1396 was reed in full at the last regular session and it was moved y Council b
Mueller seconded by Councilman Siebenbaum that the first reading of Ordinance No. 1396 be
considered the second reading ado that the third reading be by title only, motion carried.
THIRD READING AND PASSAGE
Ordinance No. 1396 was read for the third time by title only and it was moved by Councilma
Mueller seconded by Councilman Siebenbaum that Ordinance No. 1396 do now pass. Motion carrie .
ORDINANCE NO 1397
Ordinance no 1397 was read in full at the last regular session and it was moved by Counci an
Mueller seconded by Councilman Siebenbaum that the first reading of Ord. No. 1397 be consid ad
the second reading and that the third reading be by title only, motion carried.
THIRD READING AND PASSAGE
Ordinance No. 1397 was read for the third time by title only and it was moved by Council
Siebenbaum seconded b7 Councilman Johnson that Ord. Ile. 1397 do now pass. Motion carried.
NEW & OLD BUSI1ESS
Councilman Sullivan reported on the petition of vacating an alley by Mrs Donavons place
saying that there was no alley there and that there was nothing could be done.
Councilman Sullivan reported that he and several of the Councilmen had inspected the
drain and ditch on the request of Mr Nagel and said that the ditch was on City Property and
that neither Mr Short or Mr Nagel feels that it is their responsibility to go ahead and
drain the property or to extend the chain pipe, Councilman Sullivan said that it was a bed
situation and thought it was up to the City to do something. Mr Arey said that he did not
think it was the fault of Mr. Nagel for Mr Short had filled in fifteen to seventeen feet
of city property with out permission three diferent times that the culvert was there and
felt that Mr. Short should be the one to increase the culvert. Councilman Siebenbaum said
that the ditch was on city property and should be taken care off as soon as possible. After
some further discussion Mayor Green referred the matter to the City Attorney, Water Supt.
Arey, City Engineer Becker and the street Committee for a report at the next regular session
Councilman Sullivan felt that their should be a red dome light installed on the Police Cars
Councilman Lindsey spoke in favor. Mayor Green referred the matter to the police committee.
ADJOURNMENT
As there was no further business to come before the Council at this time it was moved by
Councilman Lindsey seconded by Councilman Siebenbaum that the meeting do now adjourn. Motio
carried.

The City Council of the City of Port Townsend, Washington met in regular session this 21
day of March 1961 at 7:30 FM in the Council Chambers of the City Hall, Mayor Green presid
ROLL CALL
Officers and members present were as follows: Mayor Green, City Attorney Abraham, City
Clerk Youngblood, Councilmen Sullivan, Mueller, Lafferty, Steve, Siebenbaum, Lindsey, and
Johnson.
MINUTES OF THE PREVIOUS SESSION
Minutes of the previous session were read in full and it was moved by Councilman Mueller
seconded by Councilman Lindsey that the minutes be approved as read and that the Mayor and
City Clerk sign same, motion carried.
BUILDING PERMITS
The following building permit was presented and acted upon as follows:
Wayne Albright Jr., Carport, 201X201, Frame, Taft & Quincy, $300.00
It was moved by 6ouncilmsn Lindsey seconded by Councilman Sullivan that the building per
be granted. Motion carried.
TEAR DOWN PER14IT
The following tear down permit was presented and acted upon as follows.
William G. Glowers, shed, 24e X 18e, J St. to abide by Ord. 907.
It was moved by Councilman Sullivan seconded by Councilman Lafferty that the tear down
permit be granted. Motion Carried.
COMMUNICATIONS
The following communications were presented and acted upon as follows:
March 20, 1961 to -wit:
Mayor & Councilmen.
I would like very much to have a street light installed at the corner of E and }Pillow St.
There is a lot of children walking down E & along Willow after dark. In the last two years
there has been three new homes built with in a block radious, each having young children
living in them. I believe having a light on this corner would be a welcome addition to thi
immediate neighborhood. Thank you for your concideration.
Mr & Mrs Cecil Hall, Mr & Mrs Frank Richmond, Mr Randall Thompson, Mrs Randall Thompson,
Mr & Mrs Glen 1Y. Gray, Mr & Mrs George Barlow, Mr & Mrs trio J. Bates.
Mayor Green referred the above communication the fire & Light Committee.
Communications were read from the Quimper Grange #720, Joy Land Company, Central Labor
Council and the Gargen Club, all approving the appointment of a Planning Commission for the
city of Port Townsend, Mayor Green referred the communications to the Council in general.
COMMITTEE REPORTS
Councilman Lafferty reported on the street light requests, saying they were being held
up until more money was available. Councilman Lindsey reported on the rod light for the
police cars saying that he had one estimate from Bumgarner Auto Rebuild of $90.26 which
included the installation per car. Councilman Lafferty made a motion seconded by Councilman
lindsey that the city buy two red police lights and have them installed on the condition
the money was available when the new police car arrived. Motion carried. Councilman Sullive
said that he had spoken to Mr. Short about extending the drain pipe that he had covered up
reminded him that the city had vacated an alley for him. Mr Short told Councilman Sullivan
that it was not his responsibility to extend the drain. After some further discussion Mayox
green said that she would have a talk with Mr. Short.
BUBLIC HEARING
Mayor Green asked if there were anyone who would like to talk for or against the vacatic
of the alley, known as Dodd Place, abutting upon lots 4, 6 and 8 of Block 7 of Pettygrovee:
first Addition. Councilman Mueller made a motion seconded by Councilman Johnson that the a]
be vacated under the conditions that the city receive a deed from Mrs Stella Donavon land c
an eoual area and shape lying twelve feet southerly of existing alley and not to publish tt
Ordinance until the city receives the deed. Motion carried.
ORDINANCE 110. 1398
An Ordinance of the City of Port Townsend vacating a street
or alley, known as Dodd Place, abutting upon lots 4, 6, and 8
of Block 7 of Pettygroveea Addition to the City of Port Town-
send, Jefferson County, State of Wasnington.
It was moved by Councilman Mueller seconded by Councilman Lafferty that the first readir
of Ord. Nn, 1398 be considered the seconded reading and the third reading be by title only.
motion carried.
