POLICE REPORT The Police report was read in full for the month of Jan. 1961 and was ordered filed. BUILDING PERMITS The following building permits were presented and acted upon as follows: W.W. Arey, Office building, 81X14', Frame, Lot 2 & Pt. 4-B1k.27, $200.00 Robert Wyman, Addition to House, 201X24')Framet 13th & Gise, $1,100.00. Names N. Parker, Home, 25'X52', S & Willow, $8,000.00, Approved by Health Dept. Jim Thomas, Nome, 30'X541, Frame, Monroe & McKinley, $109000.00. Pete Nicolay, Gutters & Siding, Frame, 1338 Sheridan Ave., $300.00. It was moved by Councilman Sullivan Seconded by Councilman Steve that the building permits be granted, after some discussion it was moved by Councilman Steve seconded by Councilman Johnson to amend the first motion to hold the building permit of Mr. W.W. Arey until the next regular session, upon roll call vote Councilman Sullivan, Steve, Siebenbaum, Lindsey, Johnson voted yae, Councilmen Mueller, Lafferty voted Nat motion carried. Mayor Green called for a vote on the first motion including the ammendent, all councilmen present voted yae, motion carried. COMMUNICATIONS From H. J. Carroll - to -wit: January 19, 1961 Dear Honorable Mayor and City Council Members: I would like you to consider installing a street light on the light pole in front of 1163 Blaine St. This street is well traveled by children going to and from games at school and the lights are so far apart on Blaine St. it is very dark. Very truly yours, H. J. Carroll Mayor Green referred the above communication to the Fire D Light Committe for a report at the next regular session. From Paul A. Widell - to -wit - January 18, 1961 City Council Port Townsend, Washington Gentlemen: We respectfully request that one meter space next to the alley on taylor St side of Widell Hardware be set aside as a loading zone for Widell Hardware. XMXi M30X&IXERS CALL FOR BIDS The Honorable Mayor And City Council' It is requested that the City ask for bids for one 1961 police car. The following items are reque One sedan type, four door car, five tires, heater, alternator and battery large enough to furnish power for radio sets, horsepower at least 300. George Willestoft Chief of Police. It was moved by Councilman Lindsey seconded by Councilman Siebenbaum that the request for the Police car be granted. Motion carried. CALL FOR BIDS Notice i? hereby given that the City of Port Townsend, Washington, will receive sealed proposals up to 5:00 P.M., uesday, March 7, 1961, at the office of the City Clerk, Port Townsend, Washington, to be opened at the regular meeting of the City Council to be held upon that date for furnishing all labor, tools, equipme, and supplies for constructing roadway and drainage features as specified in the plans and specifications for this work. The major items of work will be: Common excavation 58430 cu. yds., Solid rock excavation 2630 cu. yds. and other items of work. Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Clerk at Port Townsend, Washington, where copies may be obtained by depositingthe sum of ten (10.00) dollars for each set. Deposit will be refunded upon the return of the plans and specificat in good condition within ten (10) days after the date of the bid opening. Each bid shall be accompanied by a certified check, cashier's check, bid bond or cash made payable to the order of the City Treasurer of Port Townsend, in the sum of 5% of the amouht bid, to be forfeited to the City I i 'i P y 303 MINUTES OF THE REGULAR SESSION OF BEBRUARY 7 1961 CONTINUED. of Port Townsend by the sucessful bidder in case he fails to enter into contract, file and acceptable surety bond in the sum of 100% of the contract price, to fill conditions of said contract within ten (10) days of the date of the award. The City of Port Townsend reserves the right to reject any or all bids and to waive.all informalities in the bidding. Dated this 7th day of February, 1961 Gale I. Youngblood, City Clerk It was moved by Councilman Lindsey seconded bb Councilman Siebenbaum that the call Bar bids be granted, motion carried. NEW & OLD BUSINESS Councilman Lindsey reported for the Police & license Committee on the requests for loading zones, saying that the committee could not see putting anymore loading zones in at this time. It was moved by Councilman Mueller seconded by Councilman Steve that the Council accept the committees report. Upon roll call vote all councilmen Mueller, Lafferty, Steve, Siebenbaum, Lindsey, Johnson voted Yea, Councilman Sullivan noted nae. ® motion carried. C6uncilman Lafferty of the fire & light committee informed the Mayor & Council that a report for the request for street lights would be given at the next regular session. Water Supt. Arey asked permission from the Council to pay overtime to regular employees when needed on the pipe line construction saying that it had been oked by the City Attorney and assured the Council that the overtime would not be 'abused. C6uncilman Siebenbaum made a motion second by Councilman Johnson that the request of the Water Supt. on over time pay be granted. Motion carried. ® ADJOURNMENT As there was no further gusiness to come before the Council at this time it was moved by Councilman Lindsey seconded by Councilman Steve that the meeting do now adjourn. ROLL CALL Officers and members present were as follows: Mayor Green City Attorney ..tbrahnm, City Clark Youngblood, Councilman Sullivan, Mueller, Siebonbaum, Lindsey, Johnson, Councilmen Steve & Lafferty Absent. MIIRJTES IF THE PREVIOUS SESSION Minutes of the previous session were read in full and it was-noved by Councilmen Siebenb seconded b•r Councilman Lindsey that the minutes be approved as read and that the ?.layer and City Clerk sign same. From ailliam bagel - to -wit: February 21, 1961 ;rN The Honorable Mayor and City Council ,T -: of the City of Port Townsend, 6ashington Dear Mayor Green and Members of the City Council: In the past I installed a drain on my property near the intersections of Washington and Kearney Streets. This has been in existence for same timo. It is my understanding that the ", 1^ 1M City and other persons have dumped fill dirt and other mnterial in tke area across Kearney g Street, thus blocking the drain in uestion. At my own expense I have dug our ti-s aron, m d = bjai- the drain is now working properly. I respectfully renuest the City of Pant 'Townsend to oxnmine into this matter. I think that by the installation of addionnl drain pipe the ' �`"E, situation could be solved. Your attention and consideration to this matter will be greatly appreciated.
