MINUTES OF THE REGULAR SESSION OF DECEMBER 20th 1960 CONTINUED
ORDINANCE NO. 1394

AN ORDINANCE OF THE CITY OF PORT TOWNSEND,
WASHINGTON, PROHIBITING THE FURNISHING OF
LIQUOR TO MINORS OR THE PURCHASE OF LIQUOR
BY MINORS, AND PROVIDING PENALTIES THEREFORE.

THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS:
Sectionl. Except in the case of liquor given or permitted to be given to a person under the

age of twenty-one 21 years by his parent or guardian for beverage or medicinal purposed, or administered to
him by his physician or dentist for medicinal purposes, no person shall give or otherwise supply liquor to any
person under the age of twenty-one (21) years, or permit any person under that age to consume liquor on his

premises or on any premises under his control. It is unlawful for any person under the age of twenty-one (21)
years to acquire or have in his possession or consume any liquor except as in this Section provided and except
when such liquor is being used in connection with religious services.
Section 2. Every person under the age of twenty-one (21) years who purchases or consumes any
liquor shall be quilty of a violation of this ordinance.
Section 3• Each violation of this Ordinance shall be punished as a gross misdemeanor.

by the police department and was discussed by some of the Councilman. The police wanted to crack down as
hard as possible on the business of providing liquor to minors* He said the problem is hat the 1I,.y has U
no Ordinance, no law which prohibits an adult from sellin or furnishing liquor to minors, saying that it is
against the state law and what had been done in the past was to take some cases in to justice court which was
not mechanically or financially a good idea, although the Prosecuting Attorney and the Shetiffs Office were
very corporative they still were not to interested in the Citys affairs. After some further discussion it was
moved by Councilman Lindsey seconded by Councilman Sullivan that the first reading be considered the seconded
reading and reading be by title only. Motion carried.
THIRUeREADING & PASSAGE
Ordinance No. 1394 was read the third time by title only and it was moved by Councilman Lindsey seconded
by Councilman Sullivan that Ord. No. 1394 do now pass. Motion carried.
NEW & OLD BUSINESS
Councilman Siebenbaum asked 'ater Sept. Arey of the delinquent water accountsupon which Mr Arey explained
to the council that since the discount had been taken off the delinquents has risen to around 800 but said
most were good accounts and would pay and the ones that were four months or over would be turned off and afte:
the first of the year was going to revive an ordinance that called for a charge IKX of one dollar for turning
on the water upon which the Couhcil gave their approval. Councilman Lafferty said there was no report on the
request for the two street lights. Councilman Steve said that the experment of the bus loading has gone far
enough and it has now became a nuisance if not a hazzard and could not see where the unfortunate ones that
dent have their own transportation have to jump inbetween parked cars to board or unload. Councilman Steve
made a motion seconded by Councilman Johnson that the Council request the Mayor to direct the Police to remov
the two meters infront of the DelMonico and make a Bus loading zmne and replace the two meters on Quincy St.
After some further discussion Mayor Green called for a vote . Motion carried. Street Sept. Arey was instruct
to print no parking on all loading zones.
ADJOURNMENT
As there was no further business to come before the Council at this time it was moved by Councilman
Sullivan seconded by Councilman Lindsey that the meeting do now adjourn. Motion Carried.

The City Council of the City of Port Townsend met in regular session this 3rd day of December 1961 at 7:30
PM in the Council Chambers of the City Hall, Mayer Green presiding.

Officers and members present were as follows, Mayor Green, City Attorney Abraham, City Clerk Youngblood,
Councilmen Sullivan, Lafferty, Steve, Siebenbaum, Lindsey, Johnson, Councilman Mueller absent.

The minutes of the previius session was read in full and -it was moved by Councilman Lindsey seconded by
Councilman Sullivan that the .minutes be approved as read and hat the Mayor and City Clerk sign same, motion
carried.

Councilman Lafferty reported on the request for street lights at 14th & Gise & 17th & Holcomb saying that
the Fire & Light Committee had approved of the request, Councilman Lafferty made a motion seconded b y Councilor

Steve that the two requests for street lights be granted, Motion carried.
Mayor Greehccn said she would like to made a statement in regards to the councils request at the last meetin
that the Mayor & Police Dept. consider the original request of the Delmonico Hotel and the bus company that two
parking meters be removed from the corner of water st. in front of the Delmonica for the purpose of providing
a bus loading zone, the Mayor & Police Chief after considerable investigation and due deliberation turned down

the request for the same reason as originally stated. The said request we felt be imposed of the best interest
of the City of Port Townsend and the original regularly extablished bus loading zinc is still available to the
bus company for parking and loading at any time and regreted that the Ma;/or and Police Chief must oppose the

wishes of the council in this matter, and if the council desires to take further action in this matter it will

be done by Ordinance. Councilman Johnson replied that the bus is a type of public service and should be offere

better facilities, and suggested moving the meters to some spot where drivers now park free saying that parking
represents a bigger hazard now than if the vehicle were allowed to park at the curb, and added that the police
department is defeating its own purpose, that of keeping the corner free to acess by traffic. Councilman Steve
said if it is mandatory that a hotel have a loading zone, theres a discrepancy here somewhere for the Central
Hotel has one and the Delmonico hasnt. Councilman Lindsey chairman of the councils police committee said that
he would like it understood that the police committee disclaimed any share of the opinion of the Mayor, that

the decision was made by the Mayor and the police chief, not by the police committee. Councilman Siebenbaum
said that people who travel on the bus should be given a place to get on and off without having to dodge cars,
and if the meters were removed to the location of the present bus zone at Water and Adams where cars now park
free, the citys revenue would remaine aoub the same, saying that the main reason for the meters in the first
