FROM: Street & Sewer Committee.
At a meeting of the Street And Sewer Committee of the City Council, held on July 11, 1960
the City Attorney was directed to prepare the attached Resolution No. 60-5 which the Committee
recommends for passage by the Council.
This Resolution is ❑ result of extensive study and discussion by the Committee and the
City Engineer, City Street and Sewer Superintendent , and City Attorney. The intent and
purpose of the Resolution is to clarify And resolve once and for all, the many difficulties
which linve been occnsionod by the unique sower improvements which have been introduced into
the City in recent years. The Committee wishes to point out that this is in no way intended
as a deterent to the future construction of such sewers, but, on the contrary, the Committee
has every hope that such construction will increase in the future.
It is believed by the Committee, however, thnt clarification of the method and installati

of such projects is long overdue, and that a firm policy in this regard will be benoficinl t
p,
those citizens wishing to engage in sewer construction is well as to the City as a whole

EXISTING SEINER LINES.
Whereas the Street and Sewer Committee of the City Council has investigated and found
that there is an apparent misunderstanding on the part of various persons with regard to the
rights and obligations of persons connecting to City sower lines, and
WHEREAS there is no sewer district, project or system in the City of Port 'Townsend, other

than such sewer facilities as are owned by the City of Port Townsend, and
'NU3REAS there is no person or persons authorized to collect money for connections made to
any sewer line of the City of Port Townsend, or extension thereof, except the City of Port

Townsend itself, and
I7ItEREAS no franchise, right or license or privilege of any kind has ever been extended to
any person or persons by the City of Port Townsend, to construct, opernte or maintnin nny
sewer district or sow er disposal system connecting with any sewer line, and

WHEREAS any sewer line lying in any City street, Alley or other City property is the
property solely of the City of Port Townsend, and
WHEREAS the City sowerage disposal system is administred by and is under the control of t

City Sower Department exclusively, and
WHEREAS each and every sewer installation connecting to any City sower should be properly
engineered and inspected, and
WHEREAS it appears desirable that a statement of policy for the purpose of providing
guidance and understanding for both Citizens and City Officials is desirable,
NOW, THEREFORE, BE IT RESOLVED by the City Council in regular session assembled:
FIRST: That andy and every connection of any line to a City -Owned sewer line shall be
made only upon the approval of the City Engineer and City Sewer Sup:rintedndent, and such
approval shall be contingent upon the submission to said Engineer and Superintendent of plan
and specifications for such connecting lines, and approval of the same, and upon the creatio
of an adequate inspection or method of inspection for any such proposed connection line,
which inspection shnll be under the supervision of and satisfactory to the City Engineer.
SECOND: Any excavation or ditching 1n any City street for the purpose of connecting or
extending any sewer line of said City, or for any other purpose, shall not be excused and
shall be prosecuted as criminal offenses under the ordinances of the City, excepting only.
those cases in which any such excavation or ditching shall be done with eht approval of and
in the manner and method prescribed by the City Engineer and City Sewer Superinteddent , and

Councilman Steve made a motion seconded by Councilman Mueller that Resolution - 5 be
tabled until the next regular session. •Motion carried.

RECTING THE TRANSFER OF THE S1114 OF ONE HUNDRED
DOLLARS FROM THE REST R0014 MAINTENANCE ITEM TO THE
SUPPLIES AND MAINTENANCE, IMPROVEMENTS TO
GROUNDS AND BUILDINGS, OF THE PARK FUND BUDGET
FOR THE YEAR 1960.
After some discussion it was moved by Councilman Mueller seconded by Councilmnn Johnson
that Resolution no. 60-4 be adopted. Upon roll call vote Councilman Sullivan and Councilman
Lafferty voted nne, Councilman Mueller, Steve, Johnson voted yae. Motion carried.

Councilman Sullivan that quite a faw parents wane up in arms because boys with BB guns
were shooting at youngsters in swiming at the beach between the Boat Haven and railroad Y
and also had been breaking windows and wondered if there was an ordinance concerning BB guns
in the city limits and also requested that police keep their eyes peeled for kids shooting
BB Guns.
Councilman Johnson Informed the Council that house trailers were still parked at Chetzo-
moka Park despite prior actl.in of the Council asking their removal, saying that it took
away attractiveness of homes in the area and since the trailers are not supposed to be there
the owners should be asked to move them. Mrs Dnvis said that the Health Department has so
far denied A license to the commercial trailer park and under existing circumstances,
Chetzomoka Park remains the only place that can accommodate house trailers. Mrs Davis said
that the park board never received any official notice of the councils action on removal
of the trailers from Chetzomoka Park, and members of the board refused to act to remove
them.
Mayor Leighton introduced Mr J. W. Bollong who gave a talk on mercury-vapor street light-
ing.
As there was no further business to come before the Council at this time it was moved by
Councilman Mueller seconded by Councilman Lafferty that the meeting do now adjourn, Motion
carried.

The Citv Council of the City of Port 'Townsend, Washington met in regular session this 2nd
day of August 1960 at 7:30 PM in the Council Chambers of the City Hall, Mayor Leighton presi
ing.

Minutes of the previous session were read in full and it was moved by Councilman Mueller
seconded by Councilman Siebonbaum that the minutes be approved as read and that the Mayor

It was moved by Councilmnn Sullivan seconded by Councilman Lindsey that the bills be
