Pruee Yragor for Farmers Insurance submitted the only bid for Comprehensive Insurance for

City. Total Bid :1,719.86.
It was moved by Councilmnn Mueller seconded by Councilman Siebenbsum that the Farmers
Insurance
Company Pid be accepted. :,lotion carried.
As this bid was more than half been budgeted for Councilman Mueller moved seconded by
Councilman Siebenbnum tlint the City Attorney be instrucbed to draw up the necessary ordinance

Councilman Sullivan reported for the Humane Society on the re^uast to move the animal
shelter, say+ng that the humane Society would not nova the nnimal shelter, and that the

animals 'were b9ing gassed and not si:ot, there would be no more cremating of dogs unless the
owners requested it. Arrnngemonts have boon made under which n truck will Dick up the gassed
dogs and haul them away. Sullivan said that onch month between 30 and 70 dogs Vlore destroyed
and that they were doing the best job they could do with the amount of money they had.
Councilman Sullivan said that he had visted the King County humane Society and was told that

robably a leash law would solve the dog problem here, and asked the Council what they though
of a leash lnw end if they would go for a leash law. Attorney Abraham mentioned that the
^ity did not own the Humane Society nor does it operate it nor does it have any control over
it, meroley in effect hires the hirnnne society to keen the dog & cat problems that the City

Mayor Leighton mpde the announcement that Mrs Gilchrist of the Library had resigned on
account of ill health and that the Lil;rary board land hired 'hiss Rutledge to superviso on a
ert time basis.
:ny�r Leighton informed the Cow-icil that negotiations are underway with the state for
eyment of funds to the City in lieu of taxes for fire protection now given the Fort ''holden
Dinrnostic & Treatment Center by the City Fire Department and siad negotiations would be
completed soon.
Councilman Siebenbnum told the City Council he i:nd received conplaints concerning the nois
aused b y the go-carts, which use the section of washington street in front of memorial fuel
11on Sundays. 'Ihe said women complained that the noisy go-carts interfered with their TV recepti

Councilwoman Avery said that she was attending her final meeting as a member of the Counci
nd thanked other members and city officials for the co-operation she had received.
ADJOURNMENT
As there was no further business to come before the Council at this time it vras moved by
ouncilman Sullivan seconded b- Councilman Lafferty that the mooting do now adjourn, motion

As you are chairman of the City Council this letter is refHrrad to you. The eastern Joffors
County Girl Scout Council would like to construct an outdoor fireplace to the rear of the

Girl Scout House and wislies to know the procedure for this matter and what the fire laves are
on such a matter, also any other factors necessary for this project. The fireplace would be

used to further outdoor training of the girls for camping purposes and outdoor cooking. Ther

would be supervision while the fireplace ..as in use. It would be greatly appreciated if you
could get this information to us very soon as we would like to get the fireplace built as
