ORDINANCE NO 13BI
AN ORDINANCE OF THE CITY OF PORT TOWNSEND
GRANTING AN EXCLUSIVE FRANCHISE AND LICENSE
TO THE PORT TOWNSEND GARGAGE COLLECTION SERVICE
FOR THE COLLECTTON :AND DISPOSAL OF GARGAGE IN
THE CITY OF PORT TOWNSEND.
Attorney Abraham said that the above ordinance was also in response to the expressed desir
the Council so that the Garbage Dept. be set up as a utility which has already been done
A on the same evening enacted a franchise tax on the water dept. and garbage dept. and the
rove ordinance is the final conclusion, it grants the franchise on which the license fee is

ORDINANCE NO 1363
AN ORDINANCE OF THE CITY OF PORT TOWNSEND MAKING
AND APPROPRIATION FOR EXPENDITURES DURING THE YEAR
1959, IN THE SUM OF �.375.00, FOR THE OLYMPIC GRAVITY
WATAR FUND OPERATION AND MAINTENANCE, AND DECIARING
AN EMERGENCY.
The above ordinance was read for the first time in full and in view of its nature, will he e
ay obeb until the next regular session.
IIEW & OLD BUSINESS
Councilman Sullivan reported for Councilman Lindsey who was absent saying that Mr. Copps
at this time was to busy and th".t Councilman Lindsey would have a report at the next regular
session on the light for the entrance sign.
Councilman Mueller reminded the Council that the Chamber of Commerce and the retail trades
committrdtee had asked for free parking on the 19th of December. Councilman .Avery made a motio
seconded by Councilman Swinhoe that free parking be permitted on December the 19th. Upon
roll call vote all councilmen present voted in the affirmitive and motion declared carried.
Councilman Sullivan on the request of Dr. Ray for permission to remove the trees from the
right -away on 57th street between Gies Street and 'Wilson Steet in order to obtain access to
his property. He said the committee had given Dr. Ray permissior to put a small accessmad
on his side of the fence and after his prcr,rty could be improved then a street could be
ut throughi Mayor Leghton asked Mr. Trey to introduce Mr. Becker who was appointed by the County
Commissioners as the New County Engineer as of January 1, 1960. Mr. Arey in turn introduced
Mr. Becker to the Mayor and City Council saying that Mr. Becker came to them with the best
of recommendation from Mr. Buggy and hoped that the May would sea fit to appoint Mr. Backe
City Engineer. Mayor Leighton appointed Mr. Becker city Engineer as of Jan. 1, 1960.
ADJOURNMENT
As there was no further business to come before the Council at this time it was moved by
ouncilman Swinhoe, Seconded by Councilman Sullivan that the meeting do now adjourn, upon
roll call vote all Councilmen present voted in the affirmitive and motion declared carried.

The City Council of the City of Port Townsend, 'Washington met in regular session this
5th day of January 1960, at 7:30 PE in the Council Chambers of the City Hall, Mayor Leighton
presiding.
Officers and members present were us follows, 1,ayor Leighton, City Attorney Abraham,
City Clerk Youngblood, Councilmen Sullivan, Lafferty, Avery, Siebenbaum, Lindsey, Swinhoe,
